On 19 March 2019 the European Union (EU) adopted the Regulation establishing a framework for the screening of foreign direct investments into the EU (the “Regulation”). Four years later, the geopolitical situation changed completely as a result of the Russian aggression against Ukraine. Since February 2022 the EU has successively expanded its sanctions imposed against Russia. In parallel – on 6 April 2022 – the European Commission published the Guidance to the Member States concerning foreign direct investment from Russia and Belarus in view of the military aggression against Ukraine and the restrictive measures laid down in recent Council Regulations on sanctions.
The aim of the article is to draw attention to selected aspects of the Regulation which may be relevant in face of the threats to the European and national security and public order posed by the actions of the regimes of Russia and Belarus, following the invasion of Ukraine. In the perspective of the ongoing war in Ukraine, the issues discussed in this article may be points that are worth considering when amending the Regulation in view of the announced revision of the Regulation in Autumn 2023.

The purpose of the piece The Strategikon as a source — Slavs and Avars in the eyes of Pseudo- Maurice, current state of research and future research perspectives is to demonstrate what the author of Strategikon knew about the Slavs and Avars and review the state of research on the chapter of the treatise that deals with these two barbarian ethnicities. As a side note to the description of contemporary studies of Strategikon, the piece also lists promising areas of research, which have not yet received proper attention from scholars.

The model concept, as presented in this paper, is an original solution created by the author, and can be used as a proposal to build an innovative mechanism to increase the effectiveness of programming and implementation of the development policy, and improve the quality of functioning of a building research institute. The development management system included in this model is a set of actions targeting at the effective use of human and tangible resources, undertaken in a coordinated manner and leading to the achievement of previously established objectives. The market activity of building research institutes is directly or indirectly involved in construction projects, which translates into market mechanisms, such as innovation and competitiveness. In addition, it indicates the participation of a building research institute in the engineering of construction projects as a key to entrepreneurship and implementations.

The article presents the results of research on the impact of the Polish system of research evaluation on art universities and the scholarly (research and artistic) activity of their employees. The research is based on interviews conducted with 60 employees of public art colleges and art faculties operating at universities. The results suggest that the evaluation system has an impact on both the research and artistic activities of employees and the functioning of the university. This impact includes the use by academics and university managers of a variety of strategies and ways of ‘gaming’ undertaken to meet the requirements of the evaluation system. At the same time, our study showed that the impact of the evaluation system depends on the broader context of the functioning of art universities, which operate at the interface of two sectors: culture and science.
