Abstract

W ostatnim czasie udało się zarejestrować w jednym z prywatnych polskich zbiorów monet antycznych dwie brązowe monety należące do typu nienotowanego w dotychczasowej literaturze. Ze względu na niewątpliwe pochodzenie obiektów z obszaru Cyrenajki, jak również na podstawie zredukowanej legendy na rewersie oraz charakterystycznych motywów ikonograficznych, przedstawiane monety należy uznać za kwadranse Aulusa Pupiusa Rufusa — urzędnika rzymskiego, który w okresie poprzedzającym bitwę pod Akcjum (31 r. p.n.e.) odpowiadał m.in. za emisję monet na terenie Cyrenajki. Dotychczas znane były dwa typy bitych przez niego asów, dwa typy semisów oraz jeden typ kwadransa. Nieznany wcześniej drugi typ kwadransa, poddany analizie w niniejszym artykule, uzupełnia schemat mennictwa Pupiusa Rufusa w Cyrenajce o brakujący element.

Abstract

The problem of deposit protection and the process of liquidation of mining plants does not find effective solutions in the national law. Nevertheless, this is a very up-to-date issue. This situation prompted the authors of the article to once again analyze these issues. The number of abandoned exploitation sites which were published in the Polish Geological Institute reports should affect the entire licensing system and the state’s raw material policy. As a good host of raw materials, which we have been given by Earth Mother, we cannot allow that the mining licensing system, the liquidation procedures of mining plants without due diligence, result in the lack of protection of these deposits. The rational raw material economy and the ability to exploit it for the future generations, while failing to effectively enforce the site liquidation process makes it necessary to take actions leading to not blocking the mineral deposits in this way. The analysis shows what appropriate actions should be taken. The authors have thoroughly investigated the legal regulations over the past century, compiling them with the current legislation, and pointing out the weaknesses of the system in the field of deposits protection, particularly in the part of the unexploited deposits. Criticism covered both the statutory regulations – Geological and mining law as well as executive acts in the field of deposit protection. A separate analysis was subjected to the procedure of liquidation of the mining plants in the aspect of deposits protection, for mining plants operating on the basis of the Province Marshal’s licenses. The process presented in the flowchart layout clearly shows the weak points of the currently operating system.

Abstract

Power system state estimation is a process of real-time online modeling of an electric power system. The estimation is performed with the application of a static model of the system and current measurements of electrical quantities that are encumbered with an error. Usually, a model of the estimated system is also encumbered with an uncertainty, especially power line resistances that depend on the temperature of conductors. At present, a considerable development of technologies for dynamic power line rating can be observed. Typically, devices for dynamic line rating are installed directly on the conductors and measure basic electric parameters such as the current and voltage as well as non-electric ones as the surface temperature of conductors, their expansion, stress or the conductor sag angle relative to the plumb line. The objective of this paper is to present a method for power system state estimation that uses temperature measurements of overhead line conductors as supplementary measurements that enhance the model quality and thereby the estimation accuracy. Power system state estimation is presented together with a method of using the temperature measurements of power line conductors for updating the static power system model in the state estimation process. The results obtained with that method have been analyzed based on the estimation calculations performed for an example system - with and without taking into account the conductor temperature measurements. The final part of the article includes conclusions and suggestions for the further research.
