Abstract

Nowadays, an orthomap destined for different purposes can be created from High Resolution Satellite (HRS) images using IKONOS, QuickBird and other satellite imageries having Ground Sampling Distance (GSD) lower than I m. The orthomap is one of the main sources for establishing GIS. Accuracy of the orthomap depends first of all on the parameters of Ground Control Points (GCPs) (the forms, number, accuracy and their distribution). In order to reduce the cost and number of GCP field measurements, the block of HRS images has been proposed. The accuracies of determined points in the block of HRS images are affected by the mathematical model used to build a block. The paper presents a general algorithm of bundle block adjustment model of HRS images using Keplerian parameters. In order to overcome strong correlation among exterior orientation elements of HRS images that causes the normal equation ill-conditioned, the ridge-stein estimator and orbital addition constraints have been proposed.

Abstract

In order to overcome the shortcoming of large switching losses caused by variable switching frequency appears in the conventional finite control set model predictive control (FCS-MPC) algorithm, a model predictive direct power control (MP-DPC) for an energy storage quasi-Z-source inverter (ES-qZSI) is proposed. Firstly, the power prediction model of the ES-qZSI is established based on the instantaneous power theory. Then the average voltage vector in the ���� coordinate system is optimized by the power cost function. Finally, the average voltage vector is used as the modulation signal, and the corresponding switching signal with fixed frequency is generated by the shoot-through segment space vector pulse width modulation (SVPWM) technology. The simulation results show that the ES-qZSI realizes six shoot-through actions per control cycle and achieves the constant frequency control of the system, which verifies the correctness of the proposed control strategy.

Abstract

In 1995, Professor Krzysztof Skubiszewski added a Dissenting Opinion to the East Timor Judgment, wherein the ICJ declined jurisdiction in a proceeding started by Portugal against Australia for its having concluded the East Timor Gap treaty with Indonesia, in blatant violation of the East Timorese’s right to self-determination. Ad-hoc Judge Skubiszewski posited that the Court should have accepted jurisdiction and he presented a series of convincing arguments for this proposition. In 2019 the ICJ rendered an Opinion in the Chagos Islands case. The fact that the ICJ accepted jurisdiction in this case demonstrates that an impressive development has taken place since 1995, one whereby many of Professor Skubiszewki’s requests have been implemented. At the same time however, the Chagos Opinion is not fully satisfying as it neglects, to a considerable extent, the human rights issue. This contribution shows that Skubiszewski’s Dissenting Opinion would have provided guidance also for these questions and that it remains as topical today as it was in 1995.

Abstract

With the development of the society in recent years, there are more and more housing construction areas. The traditional concrete has not been able to satisfy the demand of housing construction. In this study, prefabricated concrete was applied in the design of assembling style houses considering their characteristics, and its economic, environmental and social benefits were analyzed combining risk matrix evaluation method and management strategy. It was found that the use of prefabricated concrete as a building material could effectively shorten the construction period, reduce the construction cost and improve the construction safety, playing a role of energy saving and environmental protection. Therefore it was concluded that prefabricated concrete can improve the efficiency of construction, reduce environmental pollution and save energy. This work provides a reference for the application of prefabricated concrete in residential buildings and its safety management.

Abstract

The paper deals with possibilities of innovation projects financing in the Small and Medium Size Enterprises (SMEs) in the Czech Republic. It discusses, in the emphasis on SMEs, possible approaches to innovative company financing in dependence on company life cycle. Well established and functional models of innovative companies financing as FFF, Business angels, Private equity and Venture capital funding and mezzanine financing are discussed. Inasmuch SMEs are considered the key driving force of the Czech economy and the stabilizing feature of the regional development, the government places emphasis on the development of financial instruments which would ensure an ongoing financial support of innovation projects. But managements of SMEs insufficiently use all opportunities to obtain investment resources for the growth, future competitiveness and prosperity of their companies. According to researches performed in EU it was proven that financing constraints hinder innovation among SMEs. Maintaining regional balance through sustainable performance of SMEs is the common aim of municipalities as well. It is necessary for SMEs to form long-term relationships with their municipalities in the region. Programmes which arrange financial support for institutions are provided through private investors, grants, the EU funds and national budget. The paper evaluates pros and cons of various types of financial subsidies with respect to payback periods, risk exposure and availability. The paper includes the outputs of empirical research in SMEs carried out 2014 focused on steering innovation projects in SMEs. The aim of the research was to find out if SMEs can manage, evaluate and develop innovation projects. Moreover the authors examined the effectiveness of relationships established between SMEs and municipalities and problems which the SMEs are confronted by upon the ensurance of project innovation investments. The sources procurement is a very sophisticated topic and it is beneficial for the SMEs to establish a close cooperation not only with municipalities but also with universities.

The Protection House of the Charity Association (a nursing home) together with former buildings of the Sisters Koletek Convent in Cracow is going through a major revitalization. It is located at the intersection of three streets: Koletek, Dietla and Sukiennicza. There is an unique residential apartment, ‘The Royal Apartment’ and has a two - storey chapel with stained glasses and a wall polychrome. They were designed by Jan Bukowski.
