Abstract

The relevant ruling concerns discrimination based on religion, in particular the question of the incompatibility of national legislation with EU Directive 2000/78. Following a short presentation of the factual background, the opinion of the Advocate General, and the judgment of the Court, the article offers comments on questions raised in the judgment, including the direct horizontal effect of the general principle of non-discrimination. In its previous case law the Court confirmed that the principle has “the horizontal exclusion effect.” However, in Cresco Investigation the question was whether it can be the source of rights for individuals. The ECJ adopted a firm approach, ruling that the general principle of non-discrimination as enshrined in Art. 21(1) of the Charter is sufficient in itself to confer rights on individuals which can be invoked in disputes with other private parties. This means that the Court recognised “the horizontal substitution effect” of the general principle of non-discrimination, which is connected with both setting aside any discriminatory provision of national law and applying to members of the disadvantaged group the same arrangements as those enjoyed by persons in the privileged category. The possible consequences of this approach are discussed in the article.

Abstract

The policy of sustainable development seeks to improve energy efficiency of industrial equipment. Efforts to improve energy efficiency also apply to the paint shops, where the recovery of waste heat is sought. The main source of a large amount of low-temperature waste heat in the paint shop is the spray booth. The second place where a large amount of low temperature waste heat is released is the room where the compressed air is prepared. Low energy efficiency of air compressors requires a large electric power supply. As a result, the emitted large heat fluxes become waste energy of the technological process. Heat is equivalent to up to 93% of the electric power supplied in the air compression process. There are solutions for recovering heat from compressors coming from the oil cooling water, but then the waste heat from the cooling of the compressed air and from the electric motor is released into air in the room. A method for recovering low-temperature waste heat from the air preparation room by means of an air-source heat pump has been proposed. An energy balance of the air compression and dehumidification process for the paint shop was made. A Matlab’s built-in numerical model includes air compressor and dehumidifier, heat recovery and accumulation for the purposes of use in the spray booth. A simulation experiment was carried out on the effectiveness of heat recovery from the air preparation room. The use of combined energy management in paint shops was proposed.

Abstract

The major impacts on aquatic ecosystems worldwide caused by land use lead to changes in their natural conditions and limitation of water use for various needs. This paper presents the results of the study of the physical and chemical parame-ters and macroinvertebrate assemblage in the White Drin River (or: the Drim River, Alb. the Drini i Bardhë River) basin, the largest in Kosovo. Macroinvertebrate sampled at 11 sites in the river resulted in 5946 collected benthic organisms, which in taxonomic terms belong to 12 orders and 51 families. Of the total number of organisms, 72.28% were Insects, 25.39% Amphipoda crustaceans and 2.33% were Annelide worms and Mollusk. The used biotic indices Biological Moni-toring Working Party (BMWP), Ephemeroptera, Plecoptera, and Trichoptera (EPT), average score per taxon (ASPT) and Stroud Water Research Center (SWRC) classify water quality in excellent category in the sampling site S1 near the source of the White Drin River, whereas in other sampling sites, as a result of pollution, water quality varies on category II–IV. The Pearson's correlation analyses shown that the physical and chemical parameters affect the water quality and the com-position of macroinvertebrates. Our results show that the parameters that adversely affect the BMWP, EPT and ASPT bio-tic indices as well as the Shannon–Wiener, Mergalef and Menhinik diversity indices are: pH, electrical conductivity (EC), total suspended solids (TSS), nitrates (NO3–) and chlorides (Cl–). We can conclude that the anthropogenic impact on White Drin basin affects the physical, chemical and biological parameters of the water therefore these parameters should be con-stantly included in Biomonitoring and Management plans for water resources in Kosovo.

Abstract

Thin coal seams found in the Lions Cove Formation, Polonia Glacier Group (Middle Eocene, upper part) at King George Bay, King George Island (South Shetland Islands, West Antarctica), represent lustrous (vitrine) brown-coal metaphase. The coal from the lower seam represents carbonized wood, probably angiosperm, that from the upper ones originated due to accumulation of branches or larger wood fragments and leaf remains. These coals are slightly older than metaxylite brown coal previously described from Admiralty Bay on King George Island, and dated at Eocene-Oligocene boundary. Both coal occurrences are evidences for a warm climate which prevailed in the Antarctic Peninsula sector during the Arctowski Interglacial (ca 50—32 Ma).
