Abstract

The law of 20 December 1996 relating to maritime ports and landing places introduced into the Polish legal system a specific kind of joint-stock company with the characteristics of an earmarked fund, subject to particular public legal provisions. According to the author, it was a legislative mistake to create the notion (crucial to the law) of"a managing entity". To ascribe to the port company the status of a public utility was an example of complete legal incomprehension. A port company should have exceptional legal status. To create and to run such a company requires substantial funds, exceeding the resources of a private entrepreneur. Because of the importance of seaports for the national economy, these tasks must devolve on the state. The law of 20 December 1996 should be completely revised. Best of all, it should be replaced by a new law.

Abstract

A new approach to acoustic quality assessment of churches during simulation tests is proposed in the article. The numerical global index, based on four partial indices: reverberation, speech intelligibility, music sound index and a proposed new one - sound strength index, assesses the acoustic parameters of the model of the tested church in a complex manner.

The global single number index was obtained from 17 simulations of acoustic adaptation options of the investigated church's interior. The equation of the approximate global index has been obtained by means of singular vectors, obtained from Singular Value Decomposition (SVD) of the Index Observation Matrix of Simulation Variants (IOMSV). The weights of four partial indices and a universal equation of the global index have been calculated using the SVD technique to solve the problem of correlated acoustical parameters. The global index may be a helpful tool during simulation tests of acoustic quality assessment of churches. The proposed final equation of the global index does not require knowledge of the SVD technique and the values of acoustic parameters preferred for churches. Therefore the methodology proposed is easily applicable.

Abstract

Though current conservation policy in Poland refl ects world trends and approaches to action, compliance with all of its assumptions would entail the Polish authorities remodelling both the system and the methods by which natural resources are managed. On the one hand this requires a change of approach to the management of natural resources from the traditional, purely nature-related one, to a more modern inter-disciplinary one that takes in social and economic conditioning. On the other hand, a system need to be put in place to allow these ideas to be introduced in practice. The work described here deals with the participation of different stakeholder groups in nature management, with this regarded as a method of increasing the latter’s effi ciency. The many examples (of good practice) presented by the author well illustrate the wisdom of the approach, which often seems to achieve success where it is attempted.

Abstract

Aiming at the problems of delay and couple in the sintering temperature control system of lithium batteries, a fuzzy neural network controller that can solve complex nonlinear temperature control is designed in this paper. The influence of heating voltage, air inlet speed and air inlet volume on the control of temperature of lithium battery sintering is analyzed, and a fuzzy control system by using MATLAB toolbox is established. And on this basis, a fuzzy neural network controller is designed, and then a PID control system and a fuzzy neural network control system are established through SIMULINK. The simulation shows that the response time of the fuzzy neural network control system compared with the PID control system is shortened by 24s, the system stability adjustment time is shortened by 160s, and the maximum overshoot is reduced by 6.1%. The research results show that the fuzzy neural network control system can not only realize the adjustment of lithium battery sintering temperature control faster, but also has strong adaptability, fault tolerance and anti-interference ability.

Abstract

The anatomy of the human temporal bone is complex and, therefore, poses unique challenges for students. Furthermore, temporal bones are frequently damaged from handling in educational settings due to their inherent fragility. This report details the production of a durable physical replica of the adult human temporal bone, manufactured using 3D printing technology. The physical replica was printed from a highly accurate virtual 3D model generated from CT scans of an isolated temporal bone. Both the virtual and physical 3D models accurately reproduced the surface anatomy of the temporal bone. Therefore, virtual and physical 3D models of the temporal bone can be used for educational purposes in order to supplant the use of damaged or otherwise fragile human temporal bones.

Abstract

This article analyzes the dynamic power losses generated by various hardware implementations of the BLAKE3 hash function. Estimations of the parameters were based on the results of post-route simulations of designs implemented in Xilinx Spartan-7 FPGAs. The algorithm was tested in various hardware organizations: based on a standard iterative architecture with one round instance in the programmable array, various derived versions with pipeline processing were elaborated, which ultimately led to a set of 6 architectural variants of the cipher, from the iterative case (without pipeline) to one with maximum of 6 pipeline stages. Moreover, the results obtained for the iterative architecture were compared with analogous implementations of the BLAKE2 (direct predecessor) and KECCAK (the foundation of the current SHA-3 standard) algorithms. This case study illustrates the differences (or lack thereof) in the power requirements of these three hash functions when they are implemented on an FPGA platform, and illustrate the significant savings that can be achieved by introducing pipeline to the processing of the BLAKE round.

Abstract

The aim of the statistical analyses carried out was to identify similarities and to point out differences between the various tributaries of the Narew River, to identify the factors and processes responsible for the transformations occurring in the aquatic environment and finally, to identify the main sources of pollution in the river catchment. For the purposes of statistical analysis, the results of studies conducted as part of diagnostic monitoring by the General Inspectorate for Environmental Protection in 2017–2018 were used. The studies included 8 measurement points located directly on the Narew River and 17 points located on its selected left and right tributaries. Analysis of the collected results indicates that the chemical condition of the water in the Narew catchment is assessed as being poor. This observation may be due to the fact that the Narew catchment is mainly used for agricultural purposes and, in addition, there is a relatively large number of potential anthropogenic sources. As part of the analysis, two potential sources of pollution affecting water quality in the Narew catchment were identified, which include surface run-off and treated wastewater inflow.

Abstract

Large-scale stone-banked lobes and terraces are distributed over an area of 1 km2 of gentle slope on Rink Plateau in the northern part of James Ross Island, Antarctic Peninsula region. Topographically, there are two main features: relatively high risers up to 5 m high and distinct frontal ridges. In order to understand the processes responsible for these lobes and terraces, the authors have monitored air and ground temperatures and movement of stones on the surface over the period 1995-2005. In February 2005, the subsurface structures were surveyed by ground penetrating radar and drilling. The ground penetrating radar profiles identified the bedrock surface. The surface morphology of the lobes corresponds closely with that of the bedrock. The relatively high risers of these lobes are presumed to be due to a cessation of frontal advance.
