Abstract

The 1970 Warsaw Treaty lists a number of unilateral declarations, primarily on the part of the Federal Republic of Germany. Nowadays, in view of the fundamentally changed circumstances between Germany and Poland, these declarations no longer play a significant role. Nevertheless, it is interesting to dogmatically examine them, not only for legal historical reasons but also based on the acknowledged principle that the understanding of the present is always shaped by the past. This contribution aims to meet this challenge.

Abstract

This article takes up the matter of contemporary threats to cities and urbanity, setting the problems cities face today against the background of the two categories of the resilient city and the city developing sustainably. The author describes and presents the evolution of the sustainable development concept as such, as well as the generational change in priorities that has taken place where the development of urbanised areas is concerned, given the way the concept has undergone a certain devaluation, in the light of its failure to achieve fulfi lment. The challenges cities face today require multi-faceted activity, in respect of increased inclusivity, robustness and resilience, and flexibility. This leaves today’s idea of the resilient city embracing old elements of the sustainable city, but also augmenting them in various ways.

Abstract

The paper presents the dependence of ITS results at the elevated temperature (40°C) on rutting parameters, i.e. proportional rut depth (PRDAIR) and wheel tracking speed (WTSAIR), obtained at the temperature of 60°C. The asphalt mixture samples were prepared in the gyratory compactor, but ITS tests were conducted with typical Marshall press, at a loading rate of 50 mm/min. Correlation analyses show a strong relationships between ITS results and rutting parameters, whereby the correlation coefficients obtained are higher for the PRDAIR parameter (r = -0.88) than WTSAIR (r = -0.81). Using the obtained regression functions, the prediction limits as well as confidence limits were calculated, which allowed to develop criteria for assessing resistance to rutting on the basis of ITS test, and taking into account the technical requirements in Poland.

Abstract

The role of the addition of nitrogen to the discharge plasma of CO lasers on thermodynamic properties and composition of the laser active medium is discussed here. It is shown that nitrogen addition improves laser characteristics and changes the composition of the laser active medium. The addition of nitrogen significantly decreases CO dissociation level and concentrations of C atoms created in plasma-chemical reactions of laser discharge.
