Abstract

On 16 July 2019, another significant amendment to the provisions of the Act on the transformation of the right of perpetual usufruct to land built-up for residential purposes into the ownership title to that land was introduced. The purpose of this research paper is to analyse the influence of the amendments to the regulations on the scope of the real properties subject to the transformation of perpetual usufruct into ownership, to identify the problems and to assess the status of the implementation of the transformation process in practice. The conducted research has resulted in the presentation of the structure of land on the example of a selected city, in particular with reference to real estate let into perpetual usufruct for residential purposes. The author has also determined the status of the implementation of the transformation process in practice as well as the problems hindering the issuance of certificates for all transformed properties within the statutory period. The progress of the transformation process in a given area depends, inter alia, on the scope of real properties subject to this transformation, the requirement to perform additional analyses, including those regarding non-compliance of the legal and factual state of the property, and the assessment of the existence of public aid and related payments. This study is a continuation of the earlier research, extended by the effects of the regulations introduced in July 2019, as well as by the assessment of the progress in the transformation process in practice.

Abstract

The concepts of full-order and reduced-order observers are extended to the fractional linear continuous-time systems. Necessary and sufficient conditions for the existence of the observers for fractional linear systems are established. Procedures for designing of the observers are given and illustrated by examples.

Abstract

The aim of the study was to investigate the effect of some different environmental conditions prevailing during the development and ripening of Echinochloa crus-galli diaspores on their germination. Some seeds were tested in the autumn the same year, whereas others were divided into two groups: dispersed seedsand seeds within the inflorescence. Then the seeds of both groups were buried. After eight-month stratification in the soil, the diaspores were tested under the same conditions as the samples examined in the autumn. The seeds tested in the spring germinated faster than those tested in the autumn. Also the germination capacity of barnyard grass caryopses examined in the summer was almost twofold higher than the germination capacity of those examined in the autumn. Both autumn and spring tests revealed that the harvest time affected germination. The seeds obtained in the second half of August and at the beginning of September (in the middle of the growing season) were characterized by a higher germination capacity than the caryopses collected at the beginning and the end of the reproduction period. The results show that the germination capacity and rate were not influenced by the place of origin, habitat conditions and accompanying plants. It was found in spring tests that germination depended on the kind of dissemination unit stored in the soil. After eight-month soil stratification, dispersed caryopses germinated by approx. 20% better than those stored with a part of the inflorescence.

Abstract

The paper presents an analogue circuit testing method that engages the analysis of the time response to a non-periodic stimulus specialized for the verification of selected specifications. The decision about the current circuit diagnostic state depends on an amplitude spectrum decomposition of the time response measured during the test. A shape of the test excitation spectrum is optimized with the use of a differential evolution algorithm and it allows for achieving maximum fault coverage and the optimal conditions for fault isolation. Genotypes of the evolutionary system encode the amplitude spectrum of candidates for testing stimuli by means of rectangle frequency windows with amplitudes determined evolutionarily.
