Abstract

The article provides a detailed characteristics of the concept of marine scientific research on the grounds of the existing norms of the international law of the sea, normative acts of the Republic of Poland and in terms based on the most recent and significant scientific publications constituting the literature on the subject. One of the core studies being conducted by the Committee on the International Legal Status of Submarine Cables and Pipelines established in 2018 under the International Law Association is the field of application of UNCLOS standards to hydrographic surveys carried out as part of the process preceding the laying of submarine cables and pipelines. This paper presents a hypothesis on the separate treatment of the concept of marine scientific research and hydrographic surveys, and presents the legal impediments that the State or the laying company may face.

Abstract

The problem of the arch barrel deformation in railway backfilled arch bridges caused by their typical service loads is analysed. The main attention is paid to vertical or radial displacements of characteristic points of the arch barrel. In the study results of deflection measurements carried out on single and multi-span backfilled arch bridges made of bricks or plain concrete during passages of various typical railway vehicles are used. On the basis of such results empirical influence functions of displacements are being created. In the next step, the results are utilised to estimate bending effects within the arch. The paper includes different procedures based on measurements of displacements in various points and directions. Using empirical influence functions arbitrary virtual load cases may be also considered. In this manner the proposed methodology shows a potential to be an effective tool of comprehensive calibration of numerical models of backfilled arch bridges on the basic of field tests carried out under any live loads.

Abstract

The aim of the paper is to present the procedure of non-standard road signs and markings implementation in Poland to improve road safety and traffic performance of road infrastructure. The authors investigated the following cases: road and its surroundings’ perception and understanding improvement; warning of increased risk of accidents ; road works; speed management and ITS. The procedure was developed on the basis of interdisciplinary research, including: observation of drivers behaviour in real traffic; comparative crash analysis on sections with and without non-standard signs or markings; surveys on the understanding signs and marking; driving simulator experiments. As a result of the research, an implementation procedure for non-standard signs and markings, in the form of flowchart, was developed. In the designed procedure the following study of non-standard signs can be distinguished: questionnaire studies, eye tracking tests and driving simulator tests. The choice of the test method depends on the preliminary assessment of sign understanding, based on the results of the questionnaires. Moreover, thresholds for the declared understanding level, which determines the selection of additional tests to be done prior to the implementation of the sign, are given. The guidelines for conducting tests, analysis and monitoring of implementation were described as well.
