Abstract

Activities related to parking of transport, today have become widespread. While parking taxes for vehicles are one of the most important sources of local budgets in countries with established traditions of local government. The tax for parking spaces for vehicles is a relatively new collection in the tax system of Ukraine, which is due to the recent reform in tax legislation. Therefore, the scientific coverage of this subject is currently insufficiently investigated. In the article typical permissive documents are considered when decorating parking lots, and dependence that contradicts the current land legislation affects local revenues to the budget is established. The discrepancy between the general approaches of payment for land is established. For comparison, the approach of parking taxation, for which there is no land management documentation, and the main reason is the permission from the public enterprise for the maintenance of green spaces is considered. The analysis of the current state of the transport scheme of the city shows that in conditions of growth of elaborate road schemes and with insufficient rates of increase in its capacity to contain traffic growth it is advisable to increase the carrying capacity of transport lines and the development of mass passenger transport in cities with a planned increase in average capacity of rolling stock. Also, using traffic management is necessary to ensure that special conditions for the passage of the public transport network.

Abstract

In this article, the classification of underground space types is analyzed. It is established that there are objects that are taxed in the tax code of Ukraine and there are those that are not taxed. The results of the research are justified by the lack of mechanisms and technical solutions of three-dimensional objects of commercial space taxation, which have been intensively developing in Ukraine. The ways of solving legal conflicts regarding registration and taxation of real estate objects are suggested. Based on the study of the legislative base and normative legal documents in the sphere of land relations, a classifier of three-dimensional space objects, which today are fully or partially used for commercial purposes in various types of economic activity has been proposed. The analysis of the regulatory and legal framework regarding the taxation of underground space facilities has been carried out. Objects for which the taxation of land is charged and those objects for which there is no charge for the use of underground space have been identified. A methodology for the justified calculation of a decreasing percentage ratio for calculating a normative monetary evaluation (NME) is developed for the cases where the object of an underground commercial space is located at a distance from the center in one of the proposed zones.

Abstract

The object of the study is the processing of space images on the territory of the Carpathian territory in the Lviv region, obtained from the Landsat-8 satellite. The work aims to determine the area of deforestation in the Carpathian territory of the Lviv region from different time-space images obtained from the Landsat-8 satellite. Methods of cartography, photogrammetry, aerospace remote sensing of the Earth and GIS technology were used in the experimental research. The work was performed in Erdas Imagine software using the unsupervised image classification module and the DeltaCue difference detection module. The results of the work are classified as three images of Landsat-8 on the territory of the Carpathian territory in the Lviv region. The areas of forest cover for each of them for the period of 2016-2018 have been determined. During the three years, the area of forests has decreased by 14 hectares. Our proposed workflow includes six stages: analysis of input data, band composition of space images on the research territory, implementation of unsupervised classification in Erdas Imagine software and selection of forest class and determination of implementing this workflow, the vector layers of the forest cover of the Carpathians in the Lviv region for 2016, 2017, 2018 were obtained, and on their basis, the corresponding areas were calculated and compared.

Abstract

This article applies radar interferometry technologies implemented in the ENVI SARscape and SNAP software environment provided by the processing of data from the Sentinel-1 satellite. The study was carried out based on six radar images of Sentinel-1A and Sentinel -1B taken from September 2017 until February 2018 with an interval of one month and on the radar-module of the already mentioned SNAP software. The main input data for solving the considered problem are radar images received from the satellite Sentinel-1B on the territory of Stebnyk-Truskavets for six months with an interval of one month. Monitoring of the Earth’s surface using radar data of the Sentinel-1A with a synthesized aperture is implemented with the application of interferometric methods of Persistent Scatterers and Small baselines interferometry for estimating small displacements of the Earth’s surface and structures. The obtained quantitative and qualitative indicators of monitoring do not answer the processes that take place and lead to vertical displacements the six months but do provide an opportunity to assess the extent and trends of their development. The specification in each case can be accomplished by ground methods, which greatly simplify the search for sites with critical parameters of vertical displacements which can have negative consequences and lead to an emergency.

Abstract

The article proves a particular bias in the agricultural land use for assessing the ecological and economic efficiency of only cost indicators. The methodology for evaluating the ecological and economic efficiency of agricultural land use by the energy content of foods is considered. The purpose of the article is to consider the methodology and justification of the practical significance of assessing the environmental and economic efficiency of the agricultural land use by the energy content of products. The article presents the initial data for correlation-regression analysis on the average performance of agricultural producers of Ukraine to determine the weight of each indicator. We used land statistical collections, National reports on the state of the environment in Ukraine for the period 2012–2018. The analysis was carried out based on the average performance indicators of agricultural producers of Ukraine to determine the weight of factors and leverage on the ecological and economic efficiency of agricultural land use. The output of a unit of land in relative terms through exchange energy is not only a kind of indicator, a criterion for the efficient use of agricultural land but also a criterion for the effectiveness of all production activities of agricultural producers, a particular district, and even regions. The main advantage of the proposed approach is the focus on achieving the ultimate goal of agricultural production, which allows us to recommend it for extended use in assessing the ecological and economic efficiency of agricultural land use.
