Abstract

Miarą sukcesu rozwojowego współczesnych regionów i zarazem czynnikiem podtrzymującym trwałość tego sukcesu jest przede wszystkim jakość życia mieszkańców. Według definicji Rady Europy (A new strategy for Social Cohesion, 2004, s. 3) spójność społeczna to zdolność terytorialnych społeczności do zapewnienia dobrobytu wszystkim swoim członkom, zmniejszania rozwarstwień społecznych i unikania polaryzacji. W ocenie spójności społecznej regionu dolnośląskiego w przekroju powiatów w latach 2005–2015 uwzględniono zmienne z następujących dziedzin: dochody i aktywność ekonomiczna ludności, warunki mieszkaniowe ludności, dostępność usług i przestrzeni publicznej. Do pomiaru i oceny zmian poziomu spójności społecznej województwa dolnośląskiego w przekroju powiatów w latach 2005–2015 zastosowano odległość GDM1 oraz miernik Theila.

Abstract

The article discusses Nicholas Rescher’s metaphilosophical view of orientational pluralism. In his essay Philosophical Disagreement: An Essay towards Orientational Pluralism in Metaphilosophy Rescher explains a substantial difference between philosophy and science—namely, that philosophers—differently than scientists— continuously propose and undermine various solutions to the same old problems. In philosophy it is difficult to find any consensus or convergence of theories. According to Rescher, this pluralism of theoretical positions is caused by holding by philosophers different sets and hierarchies of cognitive values, i.e. methodological orientations. These orientations are chosen in virtue of some practical postulates, they are of axiological, normative, but not strictly theoretical character. Different methodological orientations yield different evaluations of philosophical theses and arguments. This article shows that Rescher’s account does not determine clearly acceptable cognitive values. If there are no clear criteria of evaluation of methodological orientations, then the described view seems to be identical to relativism adopting the everything goes rule. In addition, accepting orientational pluralism it is hard to avoid the conclusion that discussions between various philosophical schools are futile or can be reduced to non-rational persuasion.

Abstract

Consciousness was the guiding thread of Edmund Husserl's phenomenological investigations. He understood it as a critique of experience and the metaphysics and science based on it. Phenomenology is a critique of cognition, a method of investigation and questioning. In his later writings Husserl defined consciousness as a “system of intentional functions,” a “system of intentional operations.” Its correlate is a coherent and regularized world. One of the most important aspects of the system of intentional functions are habitualities—patterns, mental representations which arise in the process of “typification” and henceforth guide our ordinary thinking and acting. Thanks to them, the type of object, its features and properties are predetermined and, in principle, the ways of knowing it are determined. My task is to characterize the broad context of habituality formation, that is, the stream of consciousness and the possibilities of feeling and movement of the bodily subject. I will discuss in turn the temporal structure of experience and its dependence on the movement and action of the bodily subject, and then characterize the form of general intimacy with the world. It is in this context of “indeterminate reality” that the constitution and evocation of the deposited sense, the anticipation of the type of object and its qualities play out. In conclusion, I will make some remarks about habituality as a source of empirical concepts.

Efektywność posłużenia się analogią w nauce zależy od stopnia adekwatności danej analogii. Teza ta jest poddana sprawdzeniu w kontekście analogii, zarówno biologicznych, jak i informatycznych użytych w teorii memów kulturowych, jako podstawy ewolucyjnego rozwoju nauki, czy szerzej kultury. Uwidoczniony w pracy problem z wyróżnieniem kulturowego odpowiednika biologicznego osobnika ma wpływ na rodzaj ewolucji – darwinowski czy lamarckowski.

Abstract

During the 1920s and 1930s Gdynia transformed from a small fishing village into a dynamically developing city through the construction in its vicinity of the largest seaport of interwar Poland. The city’s first expansion plan (1926, Adam Kuncewicz, Roman Feliński), designed for approximately 100 000 inhabitants, had to be revised already within a few years because development of the port has proved to be faster and the terrain requirements of the port substantially greater than originally predicted. In effect grounds originally planned for general city functions were yielded to the rapidly developing port. It was not until 2003 when the port boundaries shifted significantly as a result of restrictions and changes in the nature of port activity. These changes freed around 53 ha of post-harbour sites for new development, attractively located in the immediate vicinity of the existing city centre and waterfront. In 2015 the port boundaries shifted again adding 3 ha more of post-harbour sites. The changes also spurred investment in the north of downtown Gdynia – in accordance with the intentions of first city planners. Ideas how to make good use of post-harbour areas have been invented and evolved since 1990s. The concept which is currently under development was prepared in 2008 by the City Planning Offi ce of Gdynia. Since 2010 analyses and studies of future development have been conducted using 3D model. The concept is continuously updated and new details are added based on projects obtained through architectural competitions. Since 2015 development areas of the northern part of the city center were rebranded as Gdynia Sea City. In accordance with this concept Gdynia Sea City will be the modern city centre with areas designed for leisure, relaxation and business and will be inhabited by more than 10 thousand people. The area’s new grid is a continuation of the urban grid of historical downtown Gdynia and draws upon unrealized city plans of the interwar period. The scale of new buildings in the area is reminiscent of the historical buildings in the area. Groups of higher buildings are allowed outside of a protected area of the historic center, in areas selected through view and cityscape analysis. The residential and commercial complex Sea Towers together with two other newly constructed tall buildings is currently the dominant in this area. Several new development complexes are under construction. Planning concepts assume public availability of quays around the port basins and maintaining spacious openings towards the sea. Construction of marinas is expected using part of the docks and the ability to expand and reduce existing wharves, movement of pedestrians and cyclists between Fishermen Pier and South Pier will be facilitated through the construction of a bridge or a ferry connection. The planned enlargement into the post-harbour areas will double the current potential of Gdynia downtown, and enlarge the scope of representative areas and change the panorama from the historic city center and from the sea. Attractive downtown sites can provide an answer to the issue of uncontrolled urban spill into peripheral areas of adjacent municipalities.

Abstract

Selected Legal Regulations and Cultural Aspects of Urban Development. Nowadays, the issue of urban development belongs to key elements of development in general. Urban development is a multifaceted phenomenon (covering economic, social, administrative, promotional, ecological and a number of other aspects). They are too numerous to discuss them in one short article. For this reason this paper is dedicated only to the phenomena regulated by law: physical planning, suburbanization (initially called urban sprawl), monument conservation and – additionally – culture (as a factor influencing the legal regulations). The key hypothesis is that developers are not the only ones to blame for the way the country looks. This hypothesis has generally been corroborated.

Abstract

The demand for REE was the background to include them to those consisting of the property of the State Treasury in Poland, enumerated in the Geological and Mining Law (Article 10). The PLN 500/kg REE payment for exploitation of REE (exploitation tax) was introduced. Both proposals will restrain the REE recovery from exploited domestic mineral commodities. The term REE is imprecise. Their deposits are rare and may be classified as “REE ore deposits”. The REE are often the accompanying constituents in varied mineral commodities and are recoverable during their processing, outside the mine. The application of an exploitation tax in such a case is inapplicable. The established value of the exploitation tax is incomparably high in respect to the value of the REE contained in mined mineral commodities. The analysis of introduced changes of mining and geological law allow to suggest the reevaluation of ownership based subdivision of mineral commodities: name the mineral commodities belonging to the land property owners and leave the list of mineral commodities consisting property of the State Treasury open. The more careful approach is also necessary in the formulation of Geological and Mining Law. It should be preliminary formulated by persons competent in geology and mining and subsequently adjusted to juridical exigencies.

Abstract

This paper deals with the issue of shaping the public spaces in the small coastal cities. This process is influenced by radical changes in the economy of these towns: from maritime-oriented towards the tourist-oriented. In result there is a growing interest in developing new and renewing (revitalizing) historic spaces, as cities adapt to these new functions. This process takes different forms, according to the urban composition of the particular city. On the example of the Pomeranian region in Poland three groups of these cities were defined on the basis of the type of their urban composition. The more in-depth analysis of the selected cities allowed also drawing some final conclusions regarding the consequences of this process for the future of these cities and – in more general view – to the marine economy.

Abstract

In the early 21st century, the concepts and theories which constitute the theoretical and methodological foundation of the traditional 20th century resocialization pedagogy (divided into three basic groups characterized by different theoretical and methodological approaches) got largely outdated. Therefore, contemporary resocialization pedagogy searches for new inspirations. What can become one of the new theoretical- methodological concepts is creative resocialization. The presented study concerns the assumptions of both the traditional resocialization pedagogy and its new varieties, with special focus on traditional and current theoretical and methodological contexts.

Abstract

The ideas of pluralism, their various theoretical developments and ideological concretizations, as well as their promotion and the attempts at implementing them in social practice, constitute a current signum temporis. Pedagogical reflection seems to be particularly sensitive to the issue of pluralism, to its understanding and practising, to multidimensional references of pluralism to the world of values. This especially concerns the values and conflicts of values which are close to various forms of educational activity. What is considered – more or less critically – in pedagogical reflection are different aspects and consequences of the idea of pluralism concerning the currently existing ideas. Simultaneously, the multitude of the ideas of pluralism is taken into account – the ideas which refer to the broadly treated sphere of pedagogical activities and institutions. Pedagogical reflection also considers the threats which co-occur with pluralism or are aimed against it and which are carried by pluralism itself, e.g. in the sphere of education. An expert in the contemporary pedagogical thought and practice, Bogusław Śliwerski, asks: “Will we manage to save the world of pedagogical thought, the pedagogy open to difference, to pluralism (not to be mistaken for another illness which is relativism)?”. By confronting pluralistic perspectives of pedagogy with current ideological and social challenges, he makes this question one of the leading issues in pedagogical and metapedagogical studies. What seems to be heard in this question as well is the appeal to save the world of pedagogical thought as an open world characterized by pluralism, doing this through honest reasoning conducted from different standpoints and perspectives. The assumption of this question comprises the axiologically consolidated belief that it is worth “to save the world of pedagogical thought, the pedagogy open to pluralism”. This is also an inspiration to undertake the (presented in this text) thought concerning the pluralistic perspectives of pedagogy and various faces of pluralisms in the critical recognition of metapedagogical reflection in the case of the Polish pedagogical thought after 1989.

Abstract

Złoże dolomitów Ujków Stary jest pozabilansowym fragmentem dawnego złoża rud cynku i ołowiu kopalni Bolesław. Opracowanie jego dokumentacji geologicznej z 2006 roku stworzyło nowe perspektywy pozyskania surowca skalnego ze skał dolomitycznych dolnego i środkowego wapienia muszlowego, występujących w serii złożowej. Skały te są wyraźnie zróżnicowane pod względem cech strukturalnych i teksturalnych oraz udziału składników mineralnych. W artykule przedstawiono charakterystykę tej zmienności na podstawie badań próbek skał pobranych z różnych części dwóch poziomów eksploatacyjnych złoża. Stwierdzono, że w złożu występują dolomity o strukturze mikrosparytowej i sparytowej (drobnokrystalicznej i średniokrystalicznej) oraz brekcje dolomityczne. Dowiedziono, że różnorodność petrograficzna skał, związana z ich genezą, ma istotny wpływ na zmienność ich podstawowych fizyczno-mechanicznych właściwości: gęstości objętościowej, nasiąkliwości i wytrzymałości na ściskanie. Ta zmienność petrograficzna skał decyduje także o niejednorodności jakościowej uzyskanych z nich kruszyw. Podstawą do wnioskowania w tym zakresie były wyniki badań odporności na ścieranie (wskaźnik mikro-Devala) i rozdrabnianie (wskaźnik Los Angeles) oraz ocena poziomu reaktywności alkalicznej kruszyw reprezentujących wybrane odmiany dolomitów oraz mieszaninę wszystkich wydzielonych odmian. Stwierdzono, że poszczególne partie kruszywa dolomitowego, pozyskiwane z różnych części złoża, mogą odpowiadać odmiennym kategoriom, określonym przez normy PN-EN. Wykazują one tym samym zróżnicowaną przydatność do stosowania ich między innymi w betonach, mieszankach bitumicznych stosowanych w powierzchniach przeznaczonych do ruchu oraz w niezwiązanych i związanych hydraulicznie materiałach używanych w obiektach budowlanych i budownictwie drogowym.

Abstract

Cykl życia obudowy wyrobisk korytarzowych rozpoczyna się zdefiniowaniem potrzeby opracowania nowej obudowy lub doborem obudowy typowej, a kończy jej wyrabowaniem, podsadzeniem wyrobiska lub przejściem w zawał. Czas życia – funkcjonowania – zależy od przeznaczenia wyrobiska i może zmieniać się od kilku miesięcy do wielu lat. Na przestrzeni tego czasu, w różnych etapach stosowane są specjalistyczne programy komputerowe CAE (ang. Computer Aided Engineering – komputerowe wspomaganie prac inżynierskich) wspomagające projektantów i użytkowników w projektowaniu i użytkowaniu obudowy. W Głównym Instytucie Górnictwa powstało wiele programów wspomagających projektowanie i dobór obudowy wyrobisk korytarzowych. Należy tu wymienić opisane dalej programy do projektowania odrzwi, doboru obudowy, oceny jej stanu technicznego oraz zbierania informacji o jej pracy w wyrobisku. Pierwszym programem stosowanym w procesie projektowania obudowy jest program ODRZWIA. Pozwala on na zaprojektowanie geometrii odrzwi obudowy. Użytkownik wprowadza parametry poszczególnych elementów – długości i promienie krzywizny oraz określa wielkość zakładek. Dysponując geometrią odrzwi możliwe jest określenie ich parametrów podpornościowch, w czym stosowane jest komercyjne oprogramowanie do analiz wytrzymałościowych. Uzyskane z analiz parametry podpornościowe są wykorzystywane w procesie doboru obudowy, w którym stosowany jest program UZDO, oparty na „Uproszczonych zasadach doboru obudowy...” (Rułka red. 2001) W programie tym po zdefiniowaniu parametrów skał i górotworu w otoczeniu wyrobiska oblicza się obciążenie, jakie będzie działać na obudowę, a po wybraniu z wbudowanego katalogu konkretnych odrzwi obliczany jest ich rozstaw. W dalszej kolejności użytkowania wyrobiska i obudowy stosowane są programy do analizy ich pracy (ANKIETA), a także do oceny ich stanu technicznego ze szczególnym uwzględnieniem stopnia skorodowania (KOROZJA).

Abstract

The article presents probable consequences for the protection of deposits and other mining needs, related to the entry into force of the Act of July 5, 2018 on the Facilitation of the Preparation and Implementation of Housing Investments and Accompanying Investments. This act introduces facilities for the preparation and implementation of housing as well as related projects, including the possibility of introducing investments incompatible with the existing local plans. In addition, it does so in a situation where land reserves for housing development, both in local plans and in studies of conditions and directions of spatial development, many times exceed the future needs of our country.

The article presents the fundamental changes introduced by the Act to the existing planning and spatial planning system, as well as the risks associated with the mining industry. Among the latter, the following can be mentioned: lower stability of local law regulations, the possibility of resolving changes in spatial development at a very fast pace, without providing an effective way to inform subjects that may be threatened by these changes and increase the probability of the appearance of investments in the area of mining, the neighborhood of which may lead to limit or even liquidate these installations, due to even their disadvantages to housing. Some remedies have been proposed to mitigate some of the threats in the article.

The Act in question was prepared and passed at an express pace, with a large opposition from many environments. At the same time, a number of legal solutions were applied in it, which were not applied in the Polish law. As a result, there are many doubts about the effects of its introduction.

Abstract

In 2015 and 2016, a reconnaissance study have been performed on a fortified hillfort in Lipnik, located between Sandomierz and Opatów, which had been discovered in 2015. Neither remnants of the buildings nor the presence of a cultural layer that could indicate permanent, or at least longer residence, have been found on the hillfort. Apart from the ceramics, a series of metal objects were found on the hillfort: silver beads, fragment of silver earring with ‘grape’ pendant, bronze rings, silver and bronze applications of leather straps, strap-ends, pendants and buckles from harness or saddlebags, iron and lead weights, iron arrowheads. Some of the metal artefacts have distinct analogies in Hungarian materials from 10th–11th century. Similar to the materials from a nearby settlement in Kaczyce, they indicate the possibility that groups or units of Hungarian origin that followed nomadic traditions had been staying in the vicinity of Sandomierz between the second half of 10th and the first half of 11th century. They might had been warriors serving in one of the Piast princes, captives brought by Bolesław I the Brave or merchants participating in international trade.
