Abstract

Wybory niekonkurencyjne, czyli elekcje, w których liczba kandydatów jest mniejsza lub równa liczbie mandatów do obsadzenia w okręgu, niekorzystnie oddziałują na jakość procesu demokratycznej selekcji rządzących. Szczególnie w przypadku najmniejszych wspólnot politycznych (tj. gmin samorządowych) brak politycznej konkurencji może rodzić negatywne konsekwencje. W artykule badamy czynniki sprzyjające zjawisku wyborów niekonkurencyjnych. W analizie stosujemy proste modele regresyjne – model regresji liniowej oraz regresję logistyczną, a także metody graficzne takie jak wykresy pudełkowe; używamy danych uzyskanych z PKW/KBW oraz z Banku Danych Lokalnych GUS. Wyniki naszych badań pokazują, że większej częstości wyborów niekonkurencyjnych radnych sprzyja stosowanie JOW w małych gminach, wiejski charakter okręgów wyborczych oraz niski poziom rywalizacji w wyborach egzekutyw lokalnych, w szczególności zaś niekonkurencyjne elekcje egzekutywy.
