Abstract

Small and medium-sized enterprises (SMEs) are facing barriers to grow due to the lack of structured procedures for upgrading and allocating the limited resources. To overcome these drawbacks and to improve business capabilities, a structured framework to conduct a comprehensive diagnostic and upgrading study is presented in this paper. The proposed framework involves four phases. First, the external and internal strategic factors, which can affect the enterprises’ performance are evaluated using strategic planning and assessment tools. Second, key upgrade performance indicators are developed and evaluated using multi-attribute rating techniques to guide, evaluate, and track progress of upgrading process. Third, a set of upgrade strategies are generated and evaluated using resource allocation model. Finally, a periodic re-evaluation plan is introduced to monitor the implementation progress. The developed framework for performance evaluation and upgrading is suitable to be used as a structured know-how procedure in manufacturing enterprises and can support entrepreneurs in their strategic decisions. To validate the proposed framework, a data set was collected from a local housecore company. As a result, one package of the efficient frontier strategies that represents the best use of resources was proposed for implementation.

Abstract

W artykule przedstawiono opis technologii reaktorów wysokotemperaturowych (HTR), z wyszczególnionymi jej zaletami i wadami. Omówiono doświadczenia płynące z realizacji dotychczasowych projektów HTR na świecie, zarówno wersji demonstracyjnych, jak i wdrożeń komercyjnych. Przeprowadzono analizę zapotrzebowania na energię elektryczną, ciepło oraz wodór, które mogą być produkowane z wykorzystaniem HTR. Scharakteryzowano możliwości zaangażowania polskiego przemysłu w produkcję i wykorzystanie reaktorów wysokotemperaturowych. Przeprowadzono analizę SWOT metodą PEST, dotyczącą rozwoju HTR w Polsce. Przeprowadzone badania umożliwiły wyróżnienie dwóch czynników niepewności, to jest polityki energetycznej, prowadzonej przez rząd RP w sposób spójny lub chaotyczny, oraz otoczenia makroekonomicznego, wrogiego lub sprzyjającego inwestycji. W analizie krzyżowej tych czynników zidentyfikowano cztery wyróżnione obszary, będące podstawą do stworzenia scenariuszy rozwoju HTR w Polsce. Scenariusz Polska pionierem zakłada przekonanie otoczenia biznesowego o zasadności i opłacalności inwestycji, co przy sprzyjającej polityce państwa skutkuje budową pierwszego reaktora HTR. Scenariusz Dryf atomowy wskazuje na nieumiejętne zarządzanie oraz błędne decyzje na szczeblach politycznych, które sprawiają, że pomimo dużego zainteresowania technologią reaktorów wysokotemperaturowych wśród spółek energetycznych oraz konsumentów, dalsze prace nad tym projektem są ciągle odkładane na przyszłość. Scenariusz Polska bez atomu zakłada brak zainteresowania inwestorów w połączeniu z biernym stanowiskiem środowiska politycznego, co powoduje zaniechanie dalszych prac nad technologią HTR już w fazie projektowej. Natomiast w scenariuszu Pod prąd założono, że pomimo profesjonalnego podejścia rządu do rozwoju technologii HTR, brak inwestorów i zainteresowanych odbiorców sprawia, że projekt jest znacznie opóźniony w czasie i nie ma pewności, że kiedykolwiek zostanie sfinalizowany

Abstract

Forecasting and analysis SWOT are helping tools in the business activity, because under conditions of dynamic changes in both closer and more distant surroundings, reliable, forward-looking information and trends analysis are playing a decisive role. At present, the ability to use available data in forecasting and other analyzes according with changes in business environment are the key managerial skills required, since both forecasting and SWOT analysis are a integral part of the management process, and the appropriate level of forecasting knowledge is increasingly appreciated. Examples of practical use of some forecasting methods in optimization of the procurement, production and distribution processes in foundries are given. The possibilities of using conventional quantitative forecasting methods based on econometric and adaptive models applying the creep trend and harmonic weights are presented. The econometric models were additionally supplemented with the presentation of error estimation methodology, quality assessment and statistical verification of the forecast. The possibility of using qualitative forecasts based on SWOT analysis was also mentioned.

Abstract

The paper presents a retrospective study for selection of noise barrier for road traffic noise abatement. The work proposes the application of Fuzzy TOPSIS (Technique for order preference by similarity to an ideal solution) approach is selection of optimal road traffic noise barrier. The present work utilizes the fuzzy TOPSIS model proposed by Mahdavi et al. (2008) in determination of ranking order of various types of noise barriers with respect to the various criteria considered. It is suggested that application of this approach can be very helpful in selection and application of optimal noise barrier for road traffic noise abatement.
