Abstract

The future and development of energy is one of the most important problems in both domestic and global politics. Limiting the use of fossil fuels in the energy sector results from new legal conditions related to the protection of the natural environment. These changes require the development of a new energy strategy, taking the limits of greenhouse gas emissions in the European Union and the requirements of the Community energy policy into account. One of the documents affecting the structure of Poland’s energy mix is the Directive on renewable energy sources (2009/28/EC). Poland has committed to achieving the goal of a 15% share of energy from renewable sources (RES) in gross final energy consumption by 2020. Current changes in Polish RES support systems – in particular the transition from the system of green certificates to auctions for green energy – may threaten the achievement of the above-mentioned goal. The article analyzes whether Poland will meet renewable energy obligations by 2020 under the current conditions. In addition, the article presents current energy consumption in the world and in the country, legal conditions taken into account when creating the country’s energy mix and forecasts of renewable energy demand.

Abstract

The region’s development potential is a set of endogenous features that determine the growth of the local economy. It supports the development of knowledge, innovation and eff ective competition on global markets. The publication argues that saturation with potential may not be enough to cause economic growth. The distribution of potential is also important: concentration is its catalyst. The study proposes a method for measuring the concentration of potential. It has also been shown that the size of the regional economy depends on the distribution of potential in the region.

Abstract

This article discusses some recent developments in the US jurisprudence concerning state immunity. Some lower courts’ decisions handed down earlier suggested a more decisive departure from the rigid interpretation of the Foreign Sovereign Immunity Act (FSIA). If the US Supreme Court had accepted this new jurisprudential trend, it would possibly allow for carving out a partial acceptance of a human rights exception. However, the Supreme Court decided otherwise. In the recently handed-down decision in Germany et al. v. Philipp et al., the Justices rejected any innovations, unequivocally maintained the strict interpretation of FSIA §1603(a)(3), and by their direct reference to the International Court of Justice strengthened the existing status quo in international law as well. This note analyzes this decision’s possible consequences at the domestic and international levels. In conclusion, it seeks to place Germany vs. Philipp in a broader context. It suggests that it possibly reflects more general tendencies in the contemporary US jurisprudence, which can impact both the US domestic legal order and international law.

Abstract

Since the implementation of the compulsory sorting of domestic waste policy in China, the participation rate of residents is low, which leads to the unsatisfactory result of terminal reduction of domestic waste. Therefore, the problem of domestic waste reduction still needs to rely on source reduction. Based on the panel data of 29 provincial capitals in China from 2009 to 2018, this study conducts a comprehensive threshold effect test on per capita GDP and other influencing factors of domestic waste production, conducts panel threshold regression for the factors with threshold value, and explores the nonlinear relationship between per capita GDP and domestic waste production under the influence of different threshold variables. The results show that when the urban population density is less than 272 people/km2, the increase of 1% of per capita GDP will lead to a decrease of 0.251% in the domestic waste production, otherwise, it will lead to an increase of 0.249%; when the per capita consumption expenditure is less than the threshold value of 10,260 yuan/year, the influence coefficient of per capita GDP is 0.155, which increases to 0.207 above the threshold. When the share of tertiary industry is taken as the threshold variable, the two threshold values are 61% and 71% respectively. Through the analysis of control variables, it has been found that population size and amount of courier per capita have significant positive effects on domestic waste production, while gas permeability and the number of non-governmental organizations have significant negative effects

Abstract

The development of in vitro embryo production (IVEP) techniques in Felis catus is a fitting model with potential application to the conservation of endangered felid species. To improve the quality of IVEP techniques an appropriate balance of pro- and antioxidants should be provided. Under in vitro conditions, high levels of superoxide dismutase (SOD), glutathione peroxidase (GPx) and catalase (CAT) mRNA provide a defence mechanism against oxidative stress for embryos. In order to improve the development of cat oocytes, the effects of SOD and CAT supplemented to in vitro maturation (IVM) medium and of GPx supplemented to in vitro fertilization (IVF) medium on development and embryo production in vitro were evaluated. Data showed an increase of 70 and 77 % of cleaved embryo and blastocyst formation, respectively, in the experiment with SOD and CAT addition to IVM medium; in the experiment with GPx addition to IVF medium the number of cleaved embryos doubled and the number of embryos increased by 96 %. Therefore, our results were positive and encourage us to continue studies on cat oocytes evaluating the effects of various dosages and combination of antioxidants.

Abstract

Crimean Congo Hemorrhagic Fever (CCHF) is an important disease. The objective of this study was to investigate the presence / prevalence of CCHFV in tick and milk and blood samples of domestic ruminant (cattle, sheep and goat) in Resadiye town of Tokat province, where the disease is endemic. Although no virus RNA was found from whole blood and milk samples, it was detected in 10 of 78 (12.8%) tick pools. Viral loads ranged from 4.8x104 copies/ml to 2.66x109 copies/ml. Out of 171 serum samples examined, 113 (66.1%) were found to be positive for CCHFV. In conclusion, it was revealed that the prevalence of CCHFV was more common in small ruminants than in cattle. It is an important result in terms of public health that virus cannot be detected. The detection of virus RNA in tick samples shows that CCHFV is still endemic in domestic animals.

Abstract

Domestic wastewater in Gampong Garot, Aceh Besar Regency, Aceh Province, Indonesia is directly discharged to the Daroy River without any treatment process. Domestic wastewater from Gampong Garot has been one of the contributors to microplastics contamination in the Daroy River. The microplastics (MPs) contained in domestic wastewater might come from used soaps and detergent products, as well as the scouring of clothes during washing. Thus, this study aims to investigate the abundance of MPs in domestic wastewater in Gampong Garot. The sampling points were determined based on purposive sampling, with samples taken at the end of the main pipe that directly leads to the Daroy River. Organics in domestic wastewater were removed using 30% H 2O 2 liquid through a digestion process at a temperature of 75°C. MPs characteristics such as size, shape, and colour were visually analysed using a light binocular microscope at 100× magnification, while the polymer type was analysed using Fourier transform infrared (FTIR) analysis. The concentration of MPs in domestic wastewater in Gampong Garot was 30.238 ±1.228 particles∙(100 cm) –3 sample. The most common sizes of MPs were found to be in the range of 1,001–5,000 μm, while the dominant colour and shape were transparent and fibre-like. Polyester (PES) was the most detected type of MPs. These findings highlight the need for wastewater treatment before discharge into aquatic bodies.

Abstract

The objective of this experimental study was to examine whether an assisting layer of lightweight expanded clay aggregate (LECA) of the granulation 1–4 mm, introduced into a subsoil, is able to improve an efficiency of removal of total nitrogen and total phosphorus from domestic wastewater. In the investigations, an assisting 0.10 and 0.20 m thick LECA layer was applied. It has been observed that the effectiveness of removal of total suspended solids (TSS), total nitrogen and total phosphorus from wastewater as well as the level of biochemical oxygen demand ( BOD 5) and chemical oxygen demand ( COD) is in accordance with the Polish standards on wastewater disposal into grounds and surface water. The performed experiments showed that the effectiveness of raw wastewater purification for the medium sand soil bed with the 0.20 m thick assisting LECA layer is higher than for the 0.10 m thick assisting layer. In the medium sand soil bed with the 0.20 m thick assisting LECA layer, the removal efficiency regarding total nitrogen increased by 20.6%, total phosphorus by 5.2%, ammonium nitrogen by 8.8% and TSS by 5.3%, and reduction efficiency regarding BOD 5 increased by 1.7% and COD by 2.3% with relation to the 0.10 m thick assisting LECA layer (all percentages – in average). The results of the experiment showed that the LECA with the granulation 1–4 mm can be used to assist in removal of total nitrogen and total phosphorus from wastewater with application of infiltration drainage.

Abstract

The article proposes the use of a synthetic indicator in spatial research. In the construction of synthetic indicator, it assumes that the indicator should not only specify the synthetic value based of on empirical data, but also show its structure. The structure of the indicator should answer the question to what extent individual empirical measures influence to the value of a synthetic indicator. Using the rules of statistical grouping, four groups of voivodships with different economic potential were distinguished. Research shows that on the synthetic indicator of voivodships (in particular groups) were affected to a varying extent by the values of empirical variables: number of employees, value of fixed assets, value of gross domestic product, number of economic operators.

Abstract

This article discusses and expands on two related issues. The first is the unexplored reasons for the departure of Polish migrant women: the forced migration phenomenon. The author describes the system behind forced migration as created at the intersections not only of care, gender and migration regimes but also of legal regimes. Second, the author points out that the close relation between forced migration and the process of ‘unbecoming a wife in the transnational context’ creates a distinctive type of trans-national motherhood experience. In order to explain the specificity of these types of experiences better the author introduces a new typology of transnational motherhood biographies. The case study of Al-dona is representative of the experiences of some Polish women in the period under study, 1989–2010.

Abstract

The purpose of the work was to experimentally determine the characteristics of the prototype of a Roto-Jet pump (the Pitot tube pump) during its operation under conditions typical for the domestic micro power plant. The low-boiling fluid, sold under the trade name of HFE7100 and characterised by a zero ozone depletion potential (ODP) coefficient, was used as a working medium in the organic Rankine cycle (ORC). An electric thermal oil heater with a maximum power of 2×24 kWe was used as a heat source. The pump of Roto-Jet type was specially designed for the operation with the following rated parameters of the thermodynamic cycle: nominal flow rate of the working fluid 0.17 kg/s, operating pressure 1.2 MPa. The pump was put under load using an expansion valve that simulated the operation of an expansion machine. The article discusses thermodynamic and flow conditions to be met by the pumping engine as well as results of the experimental research. Moreover, the article includes the operational characteristics of the ORC installation and the Roto-Jet pump obtained during the operation with the target working medium – HFE7100. The engineering problems the authors of this article faced when designing and testing the pumping engine prototype are also presented.

Abstract

The growing demand for fresh water and its scarcity are the major problems encountered in semi-arid cities. Two different techniques have been used to assess the main determinants of domestic water in the Sedrata City, North-East Algeria: prin-cipal component analysis (PCA) and artificial neural networks (ANNs). To create the ANNs models based on the PCA, twelve explanatory variables are initially investigated, of which nine are socio-economic parameters and three physical char-acteristics of building units. Two optimum ANNs models have been selected where correlation coefficients equal to 0.99 in training, testing and validation phases. In addition, results demonstrate that the combination of socio-economic parameters with physical characteristics of building units enhances the assessment of household water consumption.

Abstract

Function of duck (Anas platyrhynchos) major histocompatibility complex class I (Anpl-MHC I) molecules in binding peptides is through the peptide binding groove (PBG), which is thought to be influenced by the high polymorphism of α1 and α2 domains. However, little is known about the polymorphism of Anpl-MHC I peptide binding domain (PBD), especially in the domestic duck. Here, we analyzed the polymorphism of forty-eight Anpl-MHC I α1 and α2 domains from domestic duck breeds previously reported. All sequences were analyzed through multiple sequence alignment and a phylogenetic tree was constructed. The coefficient of variance of the peptide binding domains (PBDs) from WS, CV, JD, and SX duck breeds was estimated based on the Wu-Kabat variability index, followed by the location of the highly variable sites (HVSs) on reported crystal structure models. Analysis of α1 and α2 domains showed common features of classical MHC class I and high polymorphism, especially in α1 domain. The constructed phylogenetic tree showed that PBDs of domestic ducks did not segregate based on breeds and had a close phylogenetic relationship, even with wild ducks. In each breed, HVSs were mostly located in the PBG, suggesting that they might determine peptide-binding characteristics and subsequently influence peptide presentation and recognition. The combined results of sequence data and crystal structure provide novel valuable insights into the polymorphism and diversity of Anpl-MHC I PBDs that will facilitate further studies on disease resistance differences between duck breeds and the development of cytotoxic T-lymphocyte (CTL) epitope vaccines suited for preventing diseases in domestic ducks.

Abstract

The outbreak of the war in Ukraine in 2022 resulted in the revival of long-lasting disagreements in Polish-Russian relations. One aspect concerns numerous Russian properties in Warsaw, many abandoned or used for non-public purposes, and the disparity between both States’ properties in the other in this regard. Although the Polish Government has sought to resolve this matter amicably for many years, ultimately several legal proceedings were initiated in Polish courts aimed at recovering some of those premises. Only recently, however, Poland has resolved to employ more decisive steps, including the seizure of the former Soviet residential complex known as Spyville in order to enforce a final judgment. This article sketches the history of the dispute, provides an insight into court proceedings, and discusses the approach of Polish judicial institutions to diplomatic and State immunities.

Abstract

Phosphate rocks and elemental phosphorus are considered to be critical raw materials mainly because of such parameters as the growing prices of phosphate fertilizers, the high concentration of producers limited to several countries in the world, the exceptional significance of phosphorus in agriculture and the inability to substitute it.
In Poland 100% of the demand phosphate rocks relies on import. The expansion and mining of the nation’s own resource base may be an alternative to import and a way to provide safety of supplies. Historically, phosphorites from the northern margin of the Holy Cross Mountains were extracted using the underground method, which was abandoned in the beginning of the 1970s due to the unprofitability of extraction. However, in eastern and south-eastern Poland, phosphorite concretions of the Eocene age occur at shallow depths, which can have local significance as mineral deposits and might be extracted in open-pit mines. The economics of mining in shallow opencasts do not require such stringent limiting parameters for phosphate deposits as those currently valid, which were established for underground mining conditions.
In this publication, the authors analyzed contemporary conditions for a cost-effective phosphorite deposit, including the price fluctuations of phosphate rock, a review of threshold parameters of deposits for phosphorite projects in the world, and the economics of open-pit ore extraction, where an aggregate mine with mixed extraction (partially from below the water table) was adopted as a point of reference.
As a result, new threshold parameters defining an ore deposit and its boundaries are proposed for Eocene phosphorites in Poland.

Abstract

Cwaniary (Female Wanglers) is not only a metatextual novel with numerous references to popular culture, but above all an important contribution to the discussion about the place and role of women in contemporary society. The author breaks with the nineteenth-century image of matka Polka, the Polish Mother, whose existence is confined to family and home. The creations and actions of the female wanglers in Cwaniary, outsiders who defy popular stereotypes by pursuing outré lifestyles, are underpinned with allusions to a nascent rebellion against patriarchy, systemic suppression of women's rights, and the resulting marginalization of women in society. Unfortunately, Poles still have great problems with openness to other cultures, nations, and non-heteronormative sexual orientations. The Poles, it seems, are caught between an irrational fear of disintegration of the structures of their relatively homogeneous society and the need to move on and reinvent themselves as the 'modern subjects' of critical theory. It is a choice between holding on to an anachronistic model of Polish culture founded on suppression or catching up with the 21st-century world of openness, diversity and multiculturalism.

Abstract

Article published in Science, 2012 by Jennifer A. Doudna, Emmanuelle Charpentier and their team presented a novel tool named as CRISPR/Cas9. The original CRISPR/Cas9 tool and the whole system developed from it since then allow making precise changes in the nucleotide sequence in the defined locus of the genome. The article presents the already known as well the potential future applications of the system for improvement of cultivated plants. The separate section is devoted to present the background of the Court of Justice decision C-528/16. Discussed are the far reaching negative consequences of this, based not on the merit decision, for the future of European green biotechnology.
