Abstract

This article aims to identify potential risk factors affecting the implementation and synchronisation of surveying and construction works during building and operation of roads. The task was executed on the basis of literature studies and experience. The article is an introduction to the research that has been conducted by the authors on the reasonably precise index of factors which one may deal with during the implementation of facilities of this type. The raised issue is crucial for financial and time reasons, but what is important in the roads construction - also for social ones, as prolonged traffic disruption adversely affects the environment.

Abstract

The bill of lading is one of the most important transport documents in maritime trade. Due to certain contract-like features it exhibits, it is sometimes incorrectly identified as a contract for the carriage of cargo by sea. The purpose of this article is to present the features of the bill of lading that exclude the possibility of equating this document with a contract for the carriage of goods by sea. A bill of lading is not a contract, but a unilateral declaration of the carrier’s will, in which the carrier confirms acceptance of the cargo on the ship and undertakes to deliver it to the legitimate recipient at the port of destination. A bill of lading is a transport document for cargo and a commodity security. For this reason, it cannot be said that a bill of lading is merely an evidence of the conclusion of a contract for the carriage of goods by sea.

Abstract

U-turn lanes eliminate left turns at intersections and allow the manoeuvre to be made via median crossovers beyond the intersection. However, there are many situations where road infrastructures are characterized by the reduced width of the median. It is clear that, in such situations, we must adopt design criteria that take into account limitations imposed by the width of the cross-section of the road. This is the reason why it is necessary to adopt design solutions which expect a complete reorganization of the road section affected by the insertion of U-turns. In this paper, we intend to propose original guidelines for U-turn lane design, suitable to guarantee both the necessity to offer a high level of functionality of the road sections to be implemented by U-turns, and the principles of safety in order to reduce unsafe conditions during inversion manoeuvres as much as possible.

Abstract

Najbardziej znaną częścią zakładu Pascala jest argumentacja kończąca się tezą o opłacalności postawienia na istnienie Boga. Autor Myśli przedstawił także sposób pełnej realizacji zakładu: po zaakceptowaniu racjonalności zakładu konieczne jest podjęcie regularnych praktyk religijnych. Dopiero wówczas osoba może zdobyć wiarę i z nadzieją oczekiwać zbawienia. Artykuł przedstawia propozycję Pascala oraz różne jej interpretacje. Przedyskutowane zostały także najważniejsze zarzuty wiążące się z drugą częścią zakładu.

Abstract

The names of stations in the Way of the Cross may be used as titles of pictures and sculptures, each corresponding to a particular event in the Passion of Christ, or as titles of meditations. The article focuses on the second meaning, but the trends of the development of both kinds of names are similar. The study is based on material consisting of about 200 texts of the service that have been published from the beginning of the 20th century to the present (2020). The purpose of the article is to describe the changes that have taken place in the 20th century, a period of particularly turbulent changes in religious discourse. The article deals with the function, syntactic structure and features of style, such as the use of archaic or colloquial vocabulary. These properties are considered in connection with social and cultural changes. At the beginning of the analyzed period, it was customary to use relatively long titles, which informed the participant or reader about a particular event using expressive and evaluative lexis. Those titles gradually gave way to short, schematic names. Since the Second Vatican Council, titles of a new type have appeared. Their purpose is to attract the attention of the recipient. They are based on a riddle, a contrast, allusions, etc. Therefore, the recipient derives satisfaction from deciphering the puzzle or finding the source of the quote or allusion. These phenomena are known from research on the language of press or fiction, but they can also be linked to current trends in the so-called new evangelization.

Abstract

Due to different reasons a significant modal shift from railway to road transport took place over last decades. The basic reasons are pointed in the paper introduction together with contradicting transport policy taking into account environmental and economical challenges. Political vision to stimulate modal shift from road and air to railway cannot become true without achieving railway technical and operational interoperability. Paper describes wide range of technical barriers between individual intraoperable railway systems in civil engineering structures, traction power supply, control command and signalling and the ways, which are being applied to ensure stepwise converging of the technical solutions taking into account safety and technical compatibility, as well as other essential requirements, namely: reliability, accessibility, health and environment.

Abstract

The author investigated traffic flow quality on a new 2+1 long road bypass with an exceptionally high share of heavy vehicles in order to assess rational limits of heavy vehicle shares in traffic flow, dependent on the length of the 2+1 road and the number of passing segments in each direction. This paper presents the results of traffic flow quality analyses through the use of empirical and simulation methods for a single 2+1 road segment with additional passing lanes, as well as for the study of the entire section of the bypass – 2+1 road. Variables include analysis of travel speed distribution, platoon traffic, and amount of passing maneuvers. Results show that large passing demands lead to very high speeds (over 100 km/h) on segments with additional passing lanes. The conclusions include remarks related to the use and operation of 2+1 cross-sections with high shares of heavy vehicles.

Abstract

One of the basic parameters which describes road traffic is Annual Average Daily Traffic (AADT). Its accurate determination is possible only on the basis of data from the continuous measurement of traffic. However, such data for most road sections is unavailable, so AADT must be determined on the basis of short periods of random measurements. This article presents different methods of estimating AADT on the basis of daily traffic (VOL), and includes the traditional Factor Approach, developed Regression Models and Artificial Neural Network models. As explanatory variables, quantitative variables (VOL and the share of heavy vehicles) as well as qualitative variables (day of the week, month, level of AADT, the cross-section, road class, nature of the area, spatial linking, region of Poland and the nature of traffic patterns) were used. Based on comparisons of the presented methods, the Factor Approach was identified as the most useful.

Abstract

There is a growing interest in new transportation routes that combine benefits of shorter distances, cost-effective transits and routes not troubled by maritime security concerns. The Northwest Passage offers a package of routes through the Canadian maritime zone; it is 9,000 km shorter than the Panama Canal route and 17,000 km shorter than the Cape Horn route. The Northern Sea Route shortens a Hamburg-Yokohama voyage by 4,800 miles, in comparison with the Suez Canal route. The transpolar route, if it materializes with an ice-free Central Arctic Ocean route, would shorten distances even further. Given the increase in regional and international navigation and shipping in the region, it is therefore not surprising that in recent years Arctic States and international bodies focused on the needs of enhanced safety and environmental standards for polar shipping. In addition to the dedicated domestic polar shipping regulation, primarily in Canada and the Russian Federation, the Arctic Council and International Maritime Organization (IMO) have launched important initiatives. The most important is establishing of international rules for ships operating in polar waters – The Polar Code.

Abstract

Kroniki pandemii to zbiór 27 stanowisk opublikowanych przez interdyscyplinarny Zespół doradczy ds. COVID-19 przy Prezesie Polskiej Akademii Nauk, działający od lipca 2020 roku. Jest to już drugie po Zrozumieć COVID-19 obszerniejsze opracowanie naszego zespołu porządkujące wiadomości dotyczące wirusa SARS-CoV-2 i powodowanej przez niego choroby COVID-19. Wydane we wrześniu 2020 roku Zrozumieć COVID-19 miało na celu podsumowanie przebiegu pierwszych miesięcy pandemii i przygotowanie społeczeństwa w Polsce do ciężkiego sezonu jesienno-zimowego 2020/2021. Niniejsze opracowanie powstaje po dwóch latach trwania pandemii, która rozpoczęła się w Wuhan w grudniu 2019 roku. Mamy nadzieję, że dzięki na bieżąco tworzonym tekstom raportującym przebieg pandemii i dylematy, przed którymi stawało społeczeństwo, w przypadku kolejnych podobnych wyzwań skorzystamy z tych trudnych i ważnych doświadczeń.
