Abstract

The objective of this research is to investigate the perception of owner – managers and

their employees regarding entrepreneurial leadership. To develop the research, two questions

are raised related to the similarities or differences of the perceptions of both groups

with what is established in the literature and between the self – evaluation of the owner –

managers and their employees on whether the former perform as an entrepreneurial leader.

As a research method, both groups are asked to perform, first individual evaluations and

then to match certain behaviours and the levels at which they should appear at certain levels

of entrepreneurial leadership capacity. The data gathered during the investigation were

processed using the Categorical Principal Components Analysis and revealed the similarities

and differences between the perceptions of the owner-managers and their employees on

entrepreneurial leadership. In spite of not finding significant differences between what is established

in the literature and among the perceptions of the groups under study, interesting

nuances stand out that, if not identified and understood, could have a negative effect on

the performance of SMEs. The results of the research demonstrated the importance of the

approach of behaviour and perception in the study of entrepreneurial leadership.

Abstract

American higher education work in an era of academic capitalism. Addressing the financial support to students, not to universities and accreditation of colleges by private institutions create mechanisms of that capitalism. It is a strategy of financial revolution in higher education. There are more and more university presidents from the “managerial class”. All academics have lost their professional security. Students are academically adrift and their learning is limited. For that reasons universities have to fulfill partly new roles: sorting students. Weaving them and cooling those, who were promised to much.

Abstract

Revitalization programme and spatial and strategic management, Revitalization programme is the set of integrated activities in favour of a local community, space and economy, which are territorially concentrated and performed by revitalization stakeholdres. These activities should be based on revitalizing strategic and spatial management strongly oriented to improvement of life and living conditions of a local community. The aim of the article is to explain the essence of revitalization programme as a scenario of spatial and strategic activities of the borough authorities. The authors proves that spatial management and strategic management are the tools that enable them to conduct the revitalization process. In the study there is a passage devoted to theoretical and operational meaning of the subject issue. Also the example collected from The Local Revitalization Programme of Krobia Borough, which was elaborated in 2017, has been presented.

Abstract

The concept of a Ship Management is vaguely known in the Polish law and legal doctrine although the role of the Ship Manager has become quite complex through the years. It started in the eighties when there was a deep change in the shipping market as many shipping companies became bankrupt and mortgagor banks had to turn to ship managers for help.

Thirty years ago in 1988 BIMCO published the first Ship Management Contract which provided the market with a standard document striking a fair balance between the rights and obligations of the owners and the managers, giving some uniformity in the widely used in-house contracts, particularly in the apportionment of liability between parties.

After the implementation of the ISM Code in 1998 and creating the entity called “Company” as a subject responsible for a safe operation of a vessel the ship manager’s role rose extremely. It caused, among other factors, that BIMCO issued the world wide known form of contract named SHIPMAN 98, which was then superseded by its new version issued in 2009.

The main goal of this article is to bring a reader closer to the issue of a Ship Management and the Ship Manager through a Polish translation of this modern BIMCO form named SHIPMAN 2009.

Abstract

In recent years, the outsourcing of a variety of different activities has been more commonly observed in the coal mining industry. This is connected with employing workers by external companies. These practices are not necessarily perceived as good ones by mines’ employees because they may influence their remuneration directly or indirectly. Firstly, as external employees treat work in mining company as a source of a quick income. Therefore, external companies often calculate their employees compensation not based on working time (i.e. hours) but on the basis of a specific, accomplished task. Such employment is called piecework, whereas the workers employed in this kind of system are called output workers/piece workers. Therefore, to receive higher wages in these companies, employees carry out their tasks faster and more efficiently. This, in turn, can affect the standards of workers employed by the mining company. In addition, outsourced workers are often retired miners, so the costs incurred by employers are significantly lower. In addition, in order to not to lose the retirement benefit, they work for a much lower rate. On the other hand, outsourced work can be done in a hurry (on a piece rate), which is not conducive to compliance with safety regulations, therefore mine employees may feel unsafe. This article aims to present how mine employees assess outsourcing underground works. In order to achieve this aim, a survey was carried out among employees of one of the coal mine companies in Silesia. Participants of the survey were randomly chosen among underground miners employed at one mine company. The survey was anonymous which obviously might have influenced respondents’ honesty in answering. The survey was carried out in several mines of the chosen company. In some of them the survey was carried out online and in the remaining ones it was filled out on paper. Analyzing the survey results allowed for a better understanding of the reasons of the disapproval of outsourcing underground works. This, in turn, may be used for better human resources management including, in particular, planning an incentive based pay system.

Abstract

Ship management is a topic that has rarely been approached in the modern Polish maritime legal sciences. There are numerous reasons behind the present state of affairs but it seems that the foremost one is, that the focus in political, legal and economic discourse is still on the legal aspects of ship ownership. This trend continues despite the fact that today over 73% of world shipping tonnage is managed by the specialized ship management entities. An economic analysis has proven that year after year Poland was ceasing to be a large ship owning nation, it used to be, and that this trend is unlikely to be reversed in the short and mid-term perspective. Poland may, however, still continue to play a vital role in the world of shipping by becoming a ship management centre. This article aims to introduce the Readers to the selected aspects of ship management operations.

Abstract

Bridges are particularly vulnerable elements of transport infrastructures. In many cases, bridge structures may be subject to higher volumes of traffic and higher loads as well as more severe environmental conditions than it was designed. Sound procedures to ensure monitoring, quality control, and preventive maintenance systems are therefore vital. The paper presents main challenges and arriving possibilities in management of bridge structures, including: relationships between environment and bridge infrastructure, improvement of diagnostic technologies, advanced modelling of bridges in computer-based management systems, development of knowledge-based expert systems with application of artificial intelligence, applications of technology of Bridge Information Modelling (BrIM) with augmented and virtual reality techniques. Presented activities are focused on monitoring the safety of bridges for lowering the risk of an unexpected collapse significantly as well as on efficient maintenance of bridges as components of transport infrastructure – by means of integrated management systems. The proposed classification of Bridge Management Systems shows the history of creating such systems and indicates the expected directions of their development, taking into account changing challenges and integrating new developing technologies, including automation of decision-making processes.

Abstract

The paper concerns a risk assessment and management methodology in critical infrastructures. The aim of the paper is to present researches on risk management within the experimentation tool based on the OSCAD software. The researches are focused on interdependent infrastructures where the specific phenomena, like escalating and cascading effects, may occur. The objective of the researches is to acquire knowledge about risk issues within interdependent infrastructures, to assess the usefulness of the OSCAD-based risk manager in this application domain, and to identify directions for further R&D works. The paper contains a short introduction to risk management in critical infrastructures, presents the state of the art, and the context, plan and scenarios of the performed validation experiments. Next, step by step, the validation is performed. It encompasses two collaborating infrastructures (railway, energy). It is shown how a hazardous event impacts the given infrastructure (primary and secondary eects) and the neighbouring infrastructure. In the conclusions the experiments are summarized, the OSCAD software assessed and directions of the future works identified.

Abstract

Analysis of the national and regional plans shows that the current year, 2006, shall deter-mine the key lines of national and regional development practically till 2015, that means till the time when, under the Water Framework Directive, Poland should have achieved its major objectives. This year shall witness decision making not only on the key objectives, priority strategies and measures undertaken for social and economic development of the country and regions, but also allocation of the main streams of funds from the EU and public funds from national sources. This is a sort of chal-lenge for administration bodies responsible for water management, particularly in respect of pro-gramming water management tasks and their incorporation into documents which are strategic for development on national and regional level. Over 2006–2008 efforts of water management admini-stration bodies should be focused on incorporation of water management issues into the consecutive edition of the National Ecological Policy and environmental protection programmes – at regional level, to be followed by county and community levels. This paper is a part of the broad stream of methodology and pilot work on the implementation of provisions of the Water Framework Directive in Poland. The main body of the paper consists of the summary of work done for the pilot river basin of Upper Narew.

Abstract

HVAC systems use a substantial part of the whole energy usage of buildings. The optimizing of their operation can greatly affect the power use of a building, making them an interesting subject when trying to save energy. However, this should not affect the comfort of the people inside. Many approaches aim to optimize the operation of the heating and cooling system; in this paper, we present an approach to steer the heat pumps to reduce energy usage while aiming to maintain a certain level of comfort. For this purpose, we employ a market-based distributed method for power-balancing. To maintain the comfort level, the market-based distributed system assigns each device a cost-curve, parametrized with the current temperature of the room. This allows the cost to reflect the urgency of the HVAC operation. This approach was tested in a real-world environment: we use 10 heat pumps responsible for temperature control in 10 comparable-sized rooms. The test was performed for 3 months in summer. We limited the total peak power, and the algorithm balanced the consumption of the heat pumps with the available supply. The experiments showed that the system successfully managed to operate within the limit (lowering peak usage), and - to a certain point - reduce the cost without significantly deteriorating the working conditions of the occupants of the rooms. This test allowed us to estimate the minimal peak power requirement for the tested set-up that will still keep the room temperatures in or close to comfortable levels. The experiments show that a fully distributed market-based approach with parametrized cost functions can be used to limit peak usage while maintaining temperatures.

Abstract

The EFQM recognition system is an acknowledged method of assessing business excellence understood as the degree of implementation of quality management in an organization. The paper aims to examine whether a high rating under the EFQM recognition system simultaneously means a high general management maturity level. The investigation covers the 35 organizations that won EFQM awards in Portugal. The study is based on points awarded to organizations under the EFQM recognition system and on questionnaires/interviews with managers responsible for quality management in the studied organizations. The results indicate a positive and robust correlation between the quality management implementation (rating under the EFQM recognition system) and general management maturity. The study helps to close the gap in the literature regarding the relationship between quality management and management maturity in an organization.

Abstract

The article explores megatrends in management, related to the transition to digital technologies in all spheres of the economy and production in the COVID-19 pandemic. The main contribution to the analysis of the current state of digitalization HR in business. The possibilities of a set of processes and methods of interaction with information in the formation of a strategy of people’s management, are investigated. This is achieved through the use of integrated mobile applications and the automation of HR processes. From the results, the methodology for determining the severity of competences, indicators of behavior are proposed, the strengths and weaknesses of the company’s staff management system in the COVID-19 conditions are taken into account. The practical usability of work is due to the proposed competency-based approach, which makes it possible to increase the efficiency of personnel selection, taking into account key macro-competencies that find an applied form through appropriate behavioral indicators.

Abstract

The justification for the document Study of the Conditions and Directions of the Spatial Management of a Commune created by Cracow’s Municipality Planning Office, reveals the numerous of intercommunal dysfunctions included in these documents for different communes and shows differences between Studies and Voivodeship Spatial Management Plan of Małopolska. The main purpose of the article is the discussion on the issue, showing the research methodology of intercommunal relationships analysis (conducted in the Justification) and inquiry for the solutions in Polish law system, which could resolve the problem.

Abstract

Parental participation in co-management of state school becomes a key issue for democratization of public life in poland and for the quality and effectiveness of civic education of the young. The system of education needs social control, first of all of those whose children are subjected to school duty. “Such will the Republics of poland be as their youth is educated” is the thesis forming the foundations of the school system in the 3rd Republic of Poland. In compliance with the postulates and ethics of Solidarity, the system was supposed to be self-governing. What is analyzed in this study is the relation between politics and school education in the normative-empirical dimension. The (so far unpublished) research results of the author's own studies on democratization of state education are popularized here. This is done, after the dispute on some studies diagnosing the nationwide lack of socialization, in order to indicate subsequent aspects of fiction and appearances of the central authority, the rule of safe position employment, common paralysis of parental care, as well as natural expectations and aspirations which should be fulfilled by the subjects running state schools.

Abstract

The selection of appropriate financial sources by enterprises is one of the key tasks faced by the management board. In the presented article, the Authors decided to verify the capital structure of companies from selected European economies and to compare this capital structure between developed and advanced developing markets. The research was conducted on 18 European economies, taking into consideration data for 2017 and five variables defining the structure of financing. The results of the analysis show that the economies in the basket of developed countries are characterised by a higher level of indebtedness, with the major difference in taking on interest-bearing liabilities.

Abstract

The very high need for personal protective equipment (PPE) impacts the waste generated after using these tools. Therefore, to deal with mask waste during the COVID-19 pandemic, this study was carried out on the processing of mask waste using a thermal process and studied how the potential of this process was for the effectiveness of mask waste processing during the pandemic. This research was conducted on Honeymoon Beach by collecting data on mask waste generated during the pandemic, then measuring the waste proximate, ultimate, and calorific value and testing the thermal process using TGA and Piro GC-MS measurements. Most waste masks found on Honeymoon Beach are non-reusable masks, 94.74%, while reusable masks are 5.26%. The waste is then subjected to thermal processing and analysis using TGA and Piro GC-MS. Based on the data obtained, the thermal process can reduce the mass of non-reusable and reusable mask samples by 99.236% and 88.401%, respectively.The results of the Piro GC-MS analysis show that the lit mask waste will produce fragments of compounds that can be reused as fuel. The process is simple and easy and produces residues that can be reused to reduce environmental pollution due to waste generation during the COVID-19 pandemic.

Abstract

Water is a sensitive and limited resource, mainly in intensively used agricultural areas in Austria, where groundwater is used as drinking water as well as for irrigation purposes. In order to guarantee a sustainable use of irrigation water, soil water measurement devices can be used to opti-mise irrigation, which means that controlling the soil water content in the entire root system may prevent water stress due to water deficiency on the one hand, and over wetting on the other hand. Furthermore, losses of nutrients due to leaching can be avoided. Several research studies on that topic were initiated during the last few years. The soil water status on selected fields planted with different crops (onions, carrots, sugar beets, sweet maize, zucchini) was monitored continuously by FDR (Fre-quency Domain Reflectometry) soil water measurement devices. Sensors in different depths measure the plant water uptake in the root zone under standard irrigation practices on different sites and dif-ferent soils, respectively. The deepest sensor is installed to avoid deep percolation caused by over irrigation. By means of these data, irrigation could be regulated based on the actual plant water re-quirements to keep the soil water content within an ideal range for crop development.

Abstract

The article analyzes factors that may have an impact on Occupational Safety in a construction company and the issues of work safety in construction were discussed. An attempt was made to analyze the management of work safety in construction companies in order to identify important factors and determine the significance of their participation in the occurrence of accidents at work. The research was carried out on the basis of data obtained from the register kept at the District Labor Inspectorate in Krakow. Cases which were discussed included accident protocols prepared pursuant to the law, as well as cases found in protocols of ad hoc inspections carried out on construction sites. There were quantitative and qualitative features in the analyzed data set. Logistic regression was used to analyze the data to build the model. Such action made it possible to model and determine the significance of the influence of individual variables characterizing the way of managing work safety in construction companies, in the case of an accident. The results obtained, and in particular the significance of factors shown in the model, even not directly related to the construction site, may be an indication for creating a functional strategy in the enterprise. The strategy assuming: smaller number of accidents or adverse events, shorter downtime will build a reputation of an institution that cares for the employee. This will allow the construction company to become more competitive and shall attract the best professionals available on the labor market. The end result is the identification of key factors that have a direct impact on work safety and the competitiveness of a construction company.

Abstract

Preventive methods of plant protection used currently require a significant number of treatments throughout the season. Research results indicate a possibility of reduction of the number of treatments by halfwithout serious loss of effectiveness if the attack of pathogens has been recorded early enough. Limiting treatments to truly necessary ones means conserving chemicals, fuel and labour and consequently substantial financial savings for the farm. However, early warning requires full analysis of many factors that influence incidence, development and harmfulness of diseases, pests and weeds in relation with their impact on the yield. Such an analysis is beyond the power of the farmer alone. Appropriate models have to be used that utilize weather data and field observations in real time. At the present, due to frequent updating of the databases and sharing of the system by many users, in integrated plant protection the most efficient seem to be internet decision support systems. As of 2000 the Institute of Plant Protection in Poznań together with the Institute Soil Science and Plant Cultivation in Puławy in cooperation with the Danish Institute of Agricultural Sciences conduct a joint research project on development and implementation of an Internet Decision Support System for Integrated Plant Protection in Poland. Various modules of the system are already available on the Internet. Much like similar systems operating abroad, the Polish DSS also takes advantage of weather data utilized in disease models (the weather module). Nevertheless, an important addition to the system are strategically relevant data such as values and statistic distributions of elements of climate and potential yields (the agroclimate module), operation sheets, exploitation data and prices (the technology module) etc., which are important to the formulation and adoption of a particular line of action and risk evaluation in economic terms. When all modules are operational, the information relevant to decision making will be derived from on-line analyses based on cost calculation of different variants of plant protection applicable to the current situation.

Abstract

The energy strategy of Ukraine until 2035 forecasts that 12% of energy production will be from biomass. Currently, the share of biomass energy in the total structure of energy supplies in Ukraine is only 2%. After the Russian invasion of Ukraine, the diversification of the energy sector became extremely important. Rising fuels prices, problems with the fuel supply and the availability of agricultural biomass make biofuels an attractive alternative to fossil fuels. Ukraine has the potential to develop the production and use of all types of biofuels: solid, liquid and gaseous. Currently, the existing capacity and feedstock potential of biofuel production in Ukraine have not been fully realized. The experience of leading countries in the field of biofuel production shows that at the basis of the governments’ growing commitment to developing the biofuel sector is a desire to diversify the energy supply, create new jobs, improve energy security and reduce carbon dioxide emissions and other gases that contribute to global warming. The aim of the study is to construct the theoretical and practical principles of the implementation of the strategy for biofuel production from agrobiomass in Ukraine. We came to the conclusion that the trigger for the development of the bioenergy industry is the adoption at the state level of the strategy for the production of biofuels from agrobiomass. The implementation of the strategy for biofuel production will help to increase the production and use of biofuels that will strengthen Ukraine’s energy sector, help to stabilize fuel prices and will have a positive impact on the economic development of the country.
