Abstract

Poland is the leading country in pursuing its own citizens under the European Arrest Warrant (EAW), with the number of EAWs issued between 2005 and 2013 representing one third of the warrants issued by all EU countries (although some serious inconsistencies between Polish and Eurostat sta-tistical data can be observed). The data show that Poland overuses this instrument by issuing EAWs in minor cases, sometimes even for petty crimes. However, even though this phenomenon is so wide-spread, it has attracted very little academic interest thus far. This paper fills that gap. The authors scrutinise the topic against its legal, theoretical and statistical backdrop. Based on their findings, a theoretical perspective is drawn up to consider what the term ‘justice’ actually means and which activities of the criminal justice system could be called ‘just’ and which go beyond this term. The main question to answer is: Should every crime be pursued (even a petty one) and every person face pun-ishment – even after years have passed and a successful and law-abiding life has been building in another country? Or should some restrictions be introduced to the law to prevent the abuse of justice?

Abstract

In this paper, a new dynamic model was proposed for identifying the rock hardness during the process of roadway tunnelling, thereby regulating the speed of the driving motor and the torque of the cutting head. The presented identification model establishes a multi-information feature database containing vibration signals in the y-axis, acoustic emission signals, cutting current signals, and temperature signals. Subsequently, we obtain the membership functions (MFs) of the given multiple signals with the amount of feature samples according to the principle of minimum fuzzy entropy. Furthermore, a rock hardness identification model was established based on multi-sensor information fusion and Dempster-Shafer (D-S) evidence theory. To prove the accuracy of the proposed model, an identification experiment was carried out through the cutting of a poured mixed rock specimen with five grades of hardness. As a result, the proposed identification model recognizes the rock hardness accurately for fifteen sampling points, which indicates the significance of the method with regard to the dynamic identification of rock hardness during the process of roadway tunnelling, and further provides data support for adjusting the speed of the cutting head adaptively, thereby achieving high efficiency tunnelling.

Abstract

Buildings in Poland are still constructed using technologies and methods created decades ago, even though many new technologies can be applied. Such an approach in the construction process is not sufficient to ensure the sustainable development of the world. Therefore, there is a great need for implementing new, innovative technical, economic, and social solutions. Innovation can be considered as any change that is beneficial for the entity that introduces it. The challenges that the construction sector faces nowadays are mostly related to the concept of sustainable development. The main trends in innovations are the shift towards more resource- and energy-efficientways of construction aswell as implementing the principles of the circular economy. In this article, we present innovative technologies applied in the construction sector that meet the requirements of sustainable development. Also, we propose a method for assessing the environmental impact of innovative technologies currently used in the construction sector. As the proposed methods are primarily based on expert knowledge, it was necessary to determine the risk of making a wrong decision to apply innovative technology in practice based on an assessment made by a person with appropriate competencies.

Abstract

The paper presents Gupta's relational decomposition technique expanded on linguistic level. It allows to reduce the hardware cost of the fuzzy system or the computing time of the final result, especially when referring to First Aggregation Then Inference (FATI) relational systems or First Inference Then Aggregation (FITA) rule systems. The inference result of the hierarchical system using decomposition technique is more fuzzy than of the classical system. The paper describes a linguistic decomposition technique based on partitioning the knowledge base of the fuzzy inference system. It allows to decrease or even totally remove a redundant fuzziness of the inference result.

Abstract

The aging of composite insulators in outdoor operation for a long time has a direct impact on the safe and stable operation of the power grid. To solve this problem, fuzzy comprehensive evaluation of composite insulators based on level difference maximum is proposed. To verify the feasibility of this method, insulators in Xinjiang are sampled and the index evaluation system for composite insulators is established based on electrical, mechanical, hydrophobic and other properties, combined with operational years, geographical environment and other factors; Firstly, different membership functions are established according to index types. It is more likely to determine the grade of insulator by comparing measured data with the boundary value. Then, to solve the problem that weights cannot be effectively integrated in the combination weighting, level difference maximization is proposed (during the operation of insulators, the index which has a greater influence on the performance of insulators takes a higher proportion of the weight). Finally, on the basis of fully considering the clarity and ambiguity of grade division, the grade state of insulators is obtained by using the linear weighting method. The results show that compared with the traditional method, the improved method of the membership function and level difference maximum can realize the dynamic adjustment of the index based on the degree of information change. The method can better evaluate the insulator grade. The case study shows that the model can accurately and quickly judge the state of composite insulators, which can be used as a reference for manufacturing and maintenance departments.
