The paper presents two competing perceptions of the modern university: the economic and the humanistic. While the economic approach has numerous and potent advocates in the modern, rationalized world, those opting for the humanist approach have to struggle for attention and understanding. The author aims to highlight the conflict between the two seemingly contradictory visions of the university in her sociological commentary about the debate over the importance of the humanities in Poland and worldwide. There exists, however, a kind of ontological meta-frame which allows the rhetoric of a ‘factory of knowledge’ and a ‘temple of knowledge’ to be accommodated. It consists in thinking of universities in universalistic categories, which should be the concern of the state as it seeks Poland’s civilizational advance—in the full meaning of the phrase.
The article contains considerations on the historical evolution of globalization in the context of the rivalry between two basic concepts of economic system: pro-state option and pro-market option. The author assumes that globalization is a permanent feature of human aspirations. In the beginning of modern era it was interlocked with the alternating dominance of pro-market and pro-state tendencies, and it continues to appear in the same form until present times. The liberal economic thought has expressed these opposition in the state versus market formula. Over the last five centuries there have been five stages of alternating dominance of pro-market and pro-state forces, connected with globalization. First was the mercantilism with the significant role of state, and its antithesis was the XIX-century free-competition capitalism. Two last stages – the neo-liberalism dating from 1980 to 2008 and its antithesis from 2009 to 2019 – have been presented in detail. The previous stages are shown only as historical background. The analysis is preceded by the outline of a theoretical model of globalization connected with the alternating dominance of pro-state and pro-market tendencies, which can be seen as value added to the legacy of economic thought devoted to the relationship between market and state.
Celem artykułu jest wyjaśnienie powiązań między trzema poziomami rzeczywistości społecznej związanej z pracą i rodzicielstwem, tj.: makro – polityką państwa i koniunkturą gospodarczą, mezo – strukturą organizacyjną i sieciami społecznymi oraz mikro – indywidualnymi strategiami rodziców-pracowników w łączeniu obowiązków domowych i zawodowych. Proponujemy koncepcję solwatacji społecznej, która ilustruje „rozpuszczanie się” porządku prawnego narzuconego przez państwo w substancji społecznej i powoduje odmienność mikroracjonalnych strategii pracujących rodziców od założeń systemowych. Wskazujemy na sferę mezo, zoperacjonalizowaną jako kultura organizacyjna miejsca pracy i sieci społeczne rodziców. Zastanawiamy się, jakie są wpływy oczekiwań pracodawców i współpracowników na praktyki godzenia obowiązków rodzinnych i zawodowych przez jednostki.
In the 21th century we can observe a return to Marx, particularly in the circles of New Left. A critical approach to the legacy of Karl Marx implies a readiness to revise or even reject the false or no longer valid propositions of Marx in order to be able to confront his legacy with the current state of contemporary science. Some of his views have already been definitely rejected (particularly the theory of revolution and of the dictatorship of proletariat). But a part of his contribution remains valid: (1) the philosophy of praxis, i.e. a theory oriented toward a social change, and (2) the sociological theory that interprets politics in terms of class interests.
The meaning and scope of the concept of security in extenso, as well as its special type, i.e. maritime safety and security, has been the subject of many considerations and discussions for decades, and perhaps for centuries. Security is most often understood as one of the basic functions of the State implying counteracting all threats. In axiological terms, as a risk-free state, maritime safety is a value, and in functional terms, as a desirable state, it is expressed in the protective function of law. The law must be structured in such a way as to constantly realize this function. Achieving maritime safety can therefore be seen as the capacity of law and institutions, for example, to protect a ship against loss, protect health and life of people employed on a ship, and protect the environment from pollution.
In many countries, rapid secularisation exerts an ever growing control over nearly every aspect of social life, driving Christianity away from public life and substitu-ting it with an increasingly militant ideology. Christianity today faces many questions and challenges, from profound shifts in traditional values and new anthropologies to questions on the meaning of life and the place of the Church in pluralistic society. Do the Christians of today have anything to offer in the modern Areopagus of thought? Though in minority during the first few centuries of their history, Christians not only were able to claim their due place in society, but point to their contribution to its well-being and functioning. After the so-called Edict of Milan they tried to influence legislation and imbue it with the values and spirit of the Gospel. Not always was it possible, though. At times the border between the state and the Church were crossed either way. Nevertheless, in order to safeguard the autonomy of the Church in her re-lationship with the state, the former tried to adhere to the wise principle she received from her Founder to give back to Caesar what is Caesar’s, and to God what is God’s.
Zasadniczym celem artykułu jest próba rekonceptualizacji socjologicznego ujęcia szeroko rozumianych procesów utowarowienia i odtowarowienia oraz zjawisk pokrewnych, która ma służyć poszerzeniu ich mocy heurystycznej. Tekst posiada dwie warstwy. Po pierwsze, stanowi propozycję ramy teoretycznej, czyli zestawu wstępnych kategorii analitycznych pozwalających uchwycić zróżnicowane przypadki oraz dynamikę procesów utowarowienia-odtowarowienia poprzez uwzględnienie dorobku m.in. geografii społeczno-ekonomicznej. Rama ta wykorzystuje także elementy ekonomiczno-socjologicznej teorii własności, wychodzącej poza formalnoprawne analizy nowej ekonomii instytucjonalnej. Po drugie, wskazuje on na przykłady zastosowania tych kategorii do analizy wybranych zjawisk i procesów społecznych, formułując także określone hipotezy badawcze na temat celów, zadań i zakresu działania państwa dobrobytu.
This paper presents the results of research on high performance
concretes (HPC) modified by theaddition of polypropylene fibres
(PP
fibres). The scope of the research was the measurement of theresidual
transport properties of heated and recooled concretes: gas permeability
and surface waterabsorption. Seven types of concrete modified with
fibrillated PP fibres were tested. Three lengths: 6,12 and 19 mm and
three amounts of fibres: 0, 0.9 and 1.8 kg/m3 were used. The research
programmewas designed to determine which length of fibres, used in which
minimum amount, will, after thefibres melt, permit the development of a
connected network and pathway for gases and liquids.
Nairobi International Convention on the Removal of Wrecks came into force on 14th April 2015 and has been ratified by now by over 40 states across the world (among them Australia, China, India, South Africa and most of the EU countries). The convention provides legal framework for action taken by the Coastal States aiming at removal of wrecks posing danger or impediment to navigation, as well as to the marine environment, or damage to the coastline or related interests of one or more States.
The Convention fills the existing legal gap by enabling the States to remove wrecks beyond their territories (as well as within if States decide so). Beside the existing international regulations like Intervention Convention or UNCLOS, the Nairobi Convention clarifies the Costal State’s rights to remove wrecks from its EEZ if they pose a danger for safe navigation or marine environment. The Convention corresponds with mentioned conventions but also equips Coastal States with new legal instruments to deal with hazardous wrecks beyond their territory. The aim of the paper is to analyse the new rights and duties of states, as well as scope of the notion of navigational and environmental threats causes by wrecks. It will refer also to regulatory problems faced by the states implementing the Convention. Even if the Convention is to be applied to territorial sea, its multiple provisions are not. Moreover, the Convention leaves many important aspects unregulated. Those issues will be analysed from the perspective of a country which has not yet ratified the Convention, and will be confronted with the experience from other jurisdictions.
Jerzy Topolski was one of the most outstanding Polish historians of the late 20th century. He wrote numerous works, including a synthesis of the history of the Polish-Lithuanian Com-monwealth in the 16-18th centuries, which is the object of the analyses presented in this article.
This article is a contribution to the history of underground Polish press in 1939–1945. It is concerned with the main problems discussed in the periodical Jutro Polski. Biuletyn Informacyjny [ Poland’s Tomorrow: Information Bulletin] issued by the Democratic Party — The Rectangle. Published two-three times a week over the period 1940–1942, it informed its readers about the situation at the battle fronts, the latest in international politics and current events in Poland; it also featured articles debating the problem of Poland’s post-war political system.
This study focuses to develop a new hybrid Engineered Cementitious Composite (ECC) and assesses the performance of a new hybrid ECC based on the steel short random fiber reinforcement. This hybrid ECC aims to improve the tensile strength of cementitious material and enhance better flexural performance in an RC beam. In this study, four different mixes have been investigated. ECC with Poly Vinyl Alcohol (PVA) fiber and PolyPropylene (PP) fiber of 2.0% volume fraction are the two Mono fiber mixes; ECC mix with PVA fiber of 0.65% volume fraction hybridized with steel fiber of 1.35% volume fraction, PP fiber of 0.65% volume fraction hybridized with steel of 1.35% volume fraction are the two additional different hybrid mixes. The material properties of mono fiber ECC with 2.0 % of PVA is kept as the reference mix in this study. The hybridization with fibers has a notable achievement on the uniaxial tensile strength, compressive strength, Young’s modulus, and flexural behavior in ECC layered RC beams. From the results, it has been observed that the mix with PVA fiber of 0.65% volume fraction hybrid with steel fiber of 1.35% volume fraction exhibitimprovements in tensile strength, flexural strength, andenergy absorption. ThePP fiber of 0.65% volume fraction hybridized with steel of 1.35% volume fraction mix has reasonable flexural performance and notable achievement in displacement ductility overthe reference mix.
