Abstract

The study consists of three parts. The first comprises the characteristic features of social politics strategy. They include the basic assumptions and functions of the social politics strategy in the field of the development of education and aid activities at the level of local units of territorial authorities. The essence of the study is the second part. It consists of the own research results – an analysis of the aims and tasks associated with inclusive education (also with preparing local communities for creating inclusive culture), comprised in strategies. The whole is completed with final conclusions. The study is aimed at the qualitative analysis of the development strategy of 17 communes (3900 pages of documents) as regards the issues of disability. The research interest was to find out whether the slogans promoting the equal access to education, elimination of barriers and preparing mainstream schools and local community for inclusive culture had been reflected in any way in the social politics strategies of local authorities – in the documents which, at least in the assumptions, constitute the starting point for generating good practices, also in the field of social support and education for disabled learners.

Abstract

The article includes considerations and author’s proposals concerning the regional dimension of social policy. This aspect of social policy has not been investigated widely so far. The scope of regionalism and its forms are linked with the dominant social doctrine in a given country. They reflected in the ratio of territorial self-governments’ own incomes against those of the state budget, and in the institutional freedom they have in the area of benefit structuring, that is in decentralization. In the case of Poland, the political changes connected with the doctrinal ones hamper the development of regional social policy. This may have a negative impact on the coordination and implementation of social policy actions undertaken on different government levels and on the adjustment of social benefits to the needs of a region’s residents.

Abstract

Artykuł prezentuje praktyki działania związane z politykami HIV/AIDS, wprowadzając emiczną kategorię lawirowania. Lawirowanie oznacza, z jednej strony, ciągłe weryfikowanie, negocjowanie i potwierdzanie możliwości działania oraz ich granic w danym polu. Z drugiej uwypukla aktywną stronę zaangażowania, działanie „mimo” i w kontekście przeciwności. Autorka opiera rozważania na badaniach jakościowych. Wykorzystując antropologiczną koncepcję światów polityki jako metodę analizy i rozumienia pojęcia polityki społecznej, demonstruje, jak owe polityki są przeżywane, negocjowane i podtrzymywane przez różnych aktorów społecznych. Polem analizy są działania związane z używaniem prezerwatywy w profilaktyce oraz praktyki podejmowane w kontekście ograniczonych środków finansowych na działania społeczne.

Abstract

Decyzje w polityce społecznej podejmowane z użyciem algorytmów wpływają na jakość życia ludzi na świecie. Niedostępność algorytmów utrudnia ocenę ich wiarygodności. Nie wiadomo, czy modele statystyczne dobrano i zastosowano prawidłowo. Czy dane były wiarygodne? Autorzy podejmują ten ogólniejszy problem na przykładzie jednego z pierwszych algorytmów wdrożonych w Polsce: narzędzia profilowania bezrobotnych. Algorytm miał mierzyć potencjał osób bezrobotnych i na tej podstawie pomóc dzielić je na grupy o zróżnicowanym prawie dostępu do aktywizacji zawodowej. Opierając się na analizie dokumentów urzędowych, uzupełnionych o dane jakościowe i ilościowe, autorzy prześledzili decyzje podejmowane podczas konstrukcji algorytmu i dokonali metaanalizy statystycznej tego narzędzia. W artykule dowodzą, że algorytm profilowania nie spełniał podstawowych standardów metodologicznych: dane o osobach bezrobotnych były nierzetelne, błędnie zastosowano model psychometryczny, nieprawidłowo skonceptualizowano podstawową zmienną, formuły matematycznej nie dostosowywano do wyników analiz, lecz do poczynionych z góry założeń.

Abstract

W artykule zdefiniowano lokalną politykę społeczną jako pole instytucjonalne. Obszar rozważań ograniczono do państw demokratycznych o zdecentralizowanym modelu rządów, implementujących zasady wielosektorowej polityki społecznej (welfare pluralism). Przedstawiono wymiary różnicujące pola instytucjonalne, zaczerpnięte z prac badawczych wykorzystujących perspektywę teoretyczną konflacji centralnych. Ponadto zaprezentowano główne korzyści i głosy krytyki związane z używaniem koncepcji pola do opisu mezospołecznych układów interakcyjnych.

Abstract

This article is about the Brazilian aid programme called Programa Bolsa Família. The programme has generated the interest of international institutions, the media, and the academic world on account of its scale, which provides an opportunity for fundamental social reform; and its measurable success, which is clearly visible in the poverty statistics; and above all, on account of participation being dependent on the fulfillment of specific requirements in the field of education, health, and social care. The author undertakes to go beyond an analysis based on statistics and to look at the functioning of the programme from the level of the participants. On the basis of his own research—that is, freely-conducted interviews with the inhabitants of favelas and rural settlements—he describes what lies behind the terminology and poverty statistics. His analysis of the situation of over a dozen participants in the programme makes it possible to see the immediate improvement of their material situation; the author claims, however, that a complete diagnosis will be possible only after the passage of a dozen or more years, by comparing the human capital (and labor market position) of the children of families taking part in the programme with the socio-economic position of those families today.

Abstract

„Polonia” była dziennikiem Górnego Śląska założonym przez Wojciecha Korfantego. Wychodziła od 1926 roku i ukazywała się do końca okresu międzywojennego. Dziennik jest skarbnicą wiedzy na temat stosunków lokalnych na Górnym Śląsku, ale także źródłem na temat ważnych dla całego kraju problemów politycznych. Relacje na temat krajowych wydarzeń politycznych „Polonii” są istotne nie tylko ze względu na to, że obrazują regionalny punkt widzenia, ale także są skarbnicą informacji na temat konfliktu pomiędzy Korfantym a Piłsudskim.
