Abstract

The purpose of this paper is to explore the issue of the criteria of project success and the complexity of the subject in the context of environmental and nature conservation projects financed by European Union. The article presents various definitions of project success The article deals with definition and evaluation process of the project success as well as specific conditions of EU project management. Thematic evolution and trends in defining project success are presented through systematic review of literature on project management. The first part of the article focus on reviewing different approaches to the subject of criteria of project success, which is the crucial part of the proces. It is impossible to determine critical success factors (CSF) without deciding on the criteria of the project success. Project success definition is an important and complex project management issue. The success of the projects was considered for the last 50 years in a various ways and by different project management scholars. There is a consensus about the importance of this aspect for the project management practice. However, the project management in the context of EU-funded projects is still subject of further research, as this issue was not yet properly analyzed. The article presents the specific of the environmental and nature conservation EU-funded project judgement proces. The procedures and the scope of the formal and substantive assesment which is the part of selection procedure were described. The paper presents also how formal and substantive assesment criteria correspond with success criteria definitions created so far by the researchers. Moreover, the article analyses how existing asssesment criteria, precisely defined in EU programmes documentation and procedures, can be treated as EU project success criteria. The article presents also the most important challenges and issues in determining the set of success criteria based on assesment criteria set for regional operational programmes and Operational Programme Infrastructure and Environment for 2014–2020 programming period.

Abstract

The Bulletin of the Polish Academy of Sciences: Technical Sciences (Bull.Pol. Ac.: Tech.) is published bimonthly by the Division IV Engineering Sciences of the Polish Academy of Sciences, since the beginning of the existence of the PAS in 1952. Abstract

The text attempts to show the forgotten beauty in architecture. It seems, that the “drawn” architecture can reveal more than the real — built one. The avant-garde of the early 20th century killed in art the need to strive for beauty. Novelty and contemporarily advertising form of architecture are becoming the most important. However, the problem of beauty seems to be still interesting in art. Architecture is slowly departing from the functionalist way of creating, yet it cannot return to the beauty, that once was so important. It is the drawn one, carrying the message of unreality, that makes it possible to return to the forgotten approach to creation. Architects’ drawings can bring back a visionary and idealistic message.

Abstract

This paper is dedicated to Voivodship Park of Culture and Recreation in Chorzów (Silesia Park) – one of the biggest of its kind in Poland and in Europe (ca. 600 ha of total area). Construction of the Park had begun in 1954 according to the design under the direction of prof. Władysław Niemirski. After many years it became an example of successful land remediation and re-naturalization of anthropogenic landscape. The whole facility though formally created in socrealism style, actually represents classical modernism’s features inspired probably by American parks with a rich recreation program.

Abstract

Zespół pałacowo-parkowy Radziwiłłów w Białej Podlaskiej stanowi jedną z najwybitniejszych realizacji architektonicznych XVII wieku powstałych na terenie Wielkiego Księstwa Litewskiego. Mimo iż do czasów obecnych nie zachowała się bryła pałacu (został rozebrany w 1883 r.), to pozostałe obiekty architektoniczne – trzy oficyny ujmujące jeden z największych dziedzińców pałacowych Rzeczypospolitej Obojga Narodów, kaplica pałacowa, wieża, brama wjazdowa oraz otaczające cały zespół ziemne obwałowania obronne systemu staroholenderskiego stanowią nadal niezwykle cenny obiekt ściśle powiązany ze strukturą przestrzenną miasta oraz jego historią. Na podstawie przeglądu literatury przedmiotu i analiz informacji pochodzących ze źródeł archiwalnych – zarówno opisowych, ikonografi cznych i kartografi cznych, uwzględniając także opracowane w 2. połowie XX wieku koncepcje i projekty rewaloryzacji – podjęto próbę przedstawienia kolejnych faz rozwoju i przemian tego zabytkowego zespołu w kolejnych okresach jego istnienia. Pozwoliło to na ocenę stanu jego przetrwania. Przeprowadzona analiza historyczna stanowi podstawę do wskazania kierunków dalszych działań służących wydobyciu i zachowaniu wartości tego unikalnego kompleksu.

Abstract

In view of the world’s recent changes in the mineral market, it is becoming increasingly important to ensure the sustainable and secure supply of raw materials, both within the European Union and in other high-developed countries. In response to this global challenge, as part of the European Commission’s Horizon 2020 Program for Research & Innovation, the 36-month INTRAW project was launched in February 2015 to foster international cooperation on raw materials. The EU-funded INTRAW project was set up to map and develop new cooperation opportunities related to raw materials between the EU and other technologically advanced countries, such as: Australia, Canada, Japan, South Africa and the United States. The first stage of the project was a review of conditions for the stable supply of raw materials from primary and secondary sources in selected countries: the United States, Canada, Australia, South Africa and Japan. The results of the work are two groups of comprehensive reports. The first of these is a broad contextual analysis of geological, environmental, political, technical -economic and social factors conducive to the effective management of mineral resources. The second group is operational reports, carried out in three thematic blocks: industry and trade, research and innovation, education. The analysis clearly shows that the basis for effective action in this area is a stable political, economic and institutional environment, which is friendly to mining and new entities wishing to invest in modern technologies, the exploration and exploitation of deposits. Investors are encouraged by tax regulations, sometimes also by direct government financial support and efficient licensing procedures. The well-defined protection of property rights, also for deposits is equally important. Selected aspects of a wide analysis of determinants of competitiveness for these countries were presented in the article below.

Abstract

The article presents reflections on the intergenerational educational-research project entitled “Restoring the Memory of the City”. This project was carried out by the University of the Third Age in Toruń in partnership with the Faculty of Education of the Nicolaus Copernicus University in Toruń within the “Patriotism of Tomorrow” framework announced by the Polish History Museum and financed by the Ministry of Culture and National Heritage. This project was based on Pierre Nora’s concept of memorial sites and modern vision of patriotism. In didactic and methodological layer it was embedded within the framework of action research, thereby allowing to combine historical contents with pedagogical method of their modern transfer. The text shows the objectives and results of the project. Also, it describes its course and activities undertaken throughout its duration. Presenting the results of this project focused on the multidimensionality of related with them intergenerational process of learning

Abstract

The article raises the issue of zoning of the central area of Zamosc based on downtown unrealized projects. It also explains the genesis of the formation of its range and the spatial layout, which affected the functioning of nineteenth-century fortress. As early as 1804. Entailer Stanisław Kostka Zamoyski planned to demolish the decaying fortifications and sell strip of land fortress for development. Change the situation on the political arena of Europe made Zamosc under Tsarist Russia became a fortress – a closed town, where civilian activity have been pushed to the back burner and separated from the historical center of strategic cordoned off the circuit. It was not until 24 years after the dissolution of the fortress, in 1880. returned to the development concept of post-fortress area in connection with the planned development of the city, but this met with opposition the military commission – the owner of the land. After regaining independence, the magistrate put forward ambitious building projects realization in the esplanade of the formerly fortress, which this time met with the resistance of the military commissions. As a result of the conversion of disputed land in the late 30’s the post-fortress area was possible to invest. An example was enacted in 1939, pioneering in many respects, zoning plan Zamosc by Władyslaw Wieczorkiewicza and Jan Zachwatowicz in which the authors called for implementation of the downtown on the basis of a linear array of bifocal between the old town (Stare Miasto) and the Nowa Osada suburb.

Abstract

The article is an attempt to outline the theoretical and methodological reflection on public history in the context of some conceptual models and concrete examples of case studies. Considering discursive situations, suppositions, suggestions and interpellations on the enlightenment postulate with regard to public history (including the issues: magistra vitae, emancipatory project, affirmative history, emotive revolution, critical discourse in the public space, modus art based research) I deal with the issues: what is actually the content of public history: history or memory? Does the enlightenment postulate with regard to public history turn memory into history? Are we dealing with some project concocted by the intelligentsia and scientific elite? What are the current trends in the implementation of critical discourse in public history?

Abstract

The extraction of mineral deposits is usually charged with additional taxes or royalty fees that go beyond the general income tax. As a rule, countries prefer stable sources of fiscal revenues based on the volume of raw material extraction, and investors prefer models based on profit tax, i.e. taking operating costs and risks lower than the expected profitability of the project into account. As a rule, too high a burden for the mining sector affects investors’ decisions regarding the introduction of new investments. There are a number of examples where excessive fiscal burdens force investors to move to countries with more favorable tax systems. An analysis of various forms of taxation of mining enterprises around the world has been presented and compared with the system implemented in Poland. Usually, the countries that apply the royalty fee in the mining sector at the same time introduce a number of adaptation mechanisms. This is crucial for new investments due to the fact that they may to some extent compensate for the high costs of transition from the investment to the operational phase. In most cases, several incentive mechanisms are used at the same time, e.g. the accelerated settlement of investment expenditures and the unlimited settlement of losses. The copper and silver mining tax introduced in Poland increased the discounted effective tax rate (ETR) from 38.5% to 89% for the entire investment period, which resulted in a 11-year return on investment, as well as a drop in the internal rate of return (IRR).There are currently no mechanisms in Poland which would balance the burden of this tax for a new investor. In order to balance the extraction tax for certain minerals in terms of the IRR and ETR key indicators, the introduction of several adaptation mechanisms has been proposed. For new investments the most essential mechanism is the preferential settlement of capital expenditures incurred in the pre-production phase of an investment. The others include accelerated amortization, the ability to deduct certain expenses for the exploration phase from the tax base, along with an extended tax loss settlement period, or a mechanism for deducting a certain percentage of investment expenses directly from the tax.

Abstract

The present study has been taken up to emphasize the role of the hybridization process for optimizing a given reinforced concrete (RC) frame. Although various primary techniques have been hybrid in the past with varying degree of success, the effect of hybridization of enhanced versions of standard optimization techniques has found little attention. The focus of the current study is to see if it is possible to maintain and carry the positive effects of enhanced versions of two different techniques while using their hybrid algorithms. For this purpose, enhanced versions of standard particle swarm optimization (PSO) and a standard gravitational search algorithm (GSA), were considered for optimizing an RC frame. The enhanced version of PSO involves its democratization by considering all good and bad experiences of the particles, whereas the enhanced version of the GSA is made self-adaptive by considering a specific range for certain parameters, like the gravitational constant and a set of agents with the best fitness values. The optimization process, being iterative in nature, has been coded in C++. The analysis and design procedure is based on the specifications of Indian codes. Two distinct advantages of enhanced versions of standard PSO and GSA, namely, better capability to escape from local optima and a faster convergence rate, have been tested for the hybrid algorithm. The entire formulation for optimal cost design of a frame includes the cost of beams and columns. The variables of each element of structural frame have been considered as continuous and rounded off appropriately to consider practical limitations. An example has also been considered to emphasize the validity of this optimum design procedure.

Abstract

Underground spaces having features such as stability, resistance, and being undetected can play a key role in reducing vulnerability by relocating infrastructures and manpower. In recent years, the competitive business environment and limited resources have mostly focused on the importance of project management in order to achieve its objectives. In this research, in order to find the best balance among cost, time, and quality related to construction projects using reinforced concrete in underground structures, a multi-objective mathematical model is proposed. Several executive approaches have been considered for project activities and these approaches are analyzed via several factors. It is assumed that cost, time, and quality of activities in every defined approach can vary between compact and normal values, and the goal is to find the best execution for activities, achieving minimum cost and the maximum quality for the project. To solve the proposed multi-objective model, the genetic algorithm NSGA-II is used.

Abstract

This study aims to design a novel air cleaning facility which conforms to the current situation in China, and moreover can satisfy our demand on air purification under the condition of poor air quality, as well as discuss the development means of a prototype product. Air conditions in the operating room of a hospital were measured as the research subject of this study. First, a suitable turbulence model and boundary conditions were selected and computational fluid dynamics (CFD) software was used to simulate indoor air distribution. The analysis and comparison of the simulation results suggested that increasing the area of air supply outlets and the number of return air inlets would not only increase the area of unidirectional flow region in main flow region, but also avoid an indoor vortex and turbulivity of the operating area. Based on the summary of heat and humidity management methods, the system operation mode and relevant parameter technologies as well as the characteristics of the thermal-humidity load of the operating room were analyzed and compiled. According to the load value and parameters of indoor design obtained after our calculations, the airflow distribution of purifying the air-conditioning system in a clean operating room was designed and checked. The research results suggested that the application of a secondary return air system in the summer could reduce energy consumption and be consistent with the concept of primary humidity control. This study analyzed the feasibility and energy conservation properties of cleaning air-conditioning technology in operating rooms, proposed some solutions to the problem, and performed a feasible simulation, which provides a reference for practical engineering.

Abstract

The chuch dedicated to The Holy Spirit, erected in Wrocław, in housing estate Huby, was created during the communist period, hence it was very difficult to design it, and to build. But it was also the period close to the collapse of this regime, so communist leaders were pressed to be more tolerant towards human rights than before, including the religious freedom and towards building new churches. The author of the church mentioned – a very active political oppositionist – when designing the strongly innovative church building, was simultaneously forced by fate to fight formal difficulties caused by oppressive rulers. Author makes the reader closer to those complicated double troubles: artistic, parallel to the political. Finally, the church building was happily completed, then became widely popular and accepted.

Abstract

The economic downturn in Europe and in the world, has affected the traditional branches of industry in a particular way. Development plans of domestic coke plants in terms of main production assets for the next years have been presented. Taking into account the current market situation, the coke plants strategy should aim at risk minimization through application of already known technologies. On the other hand, investments in scope of new and innovative technologies which are connected with a high level of variability, should be seen as an opportunity. Thus, evaluation of investment projects should be done in a different way than so far. The traditional discount analysis, because of its static nature, does not take into account variability and options included in projects with many decision moments - it can prove to be not sufficient. A tool which helps the decision makers in such situations, is the real options analysis. The article presents the findings of the research-development project on coal blend pre-drying implementation, realized by Zdzieszowice Coke Plant and ICHPW in Zabrze. The results achieved so far, as well as the concerns resulting from the project, have been discussed in this article. Further project development plans, aiming at the construction of a semi industrial research installation for analysing the impact of pre-drying on the coke making process have been presented. The article describes premises for the application of real options analysis as a tool to evaluate projects, the results of which are uncertain. The origin and structure of real options as well as the conditions of their application compared to traditional, discount based project evaluation methods, have been presented. The origin and characteristic parameters of real options have been discussed. In the next part, by applying the NPV and real options method, the research-development undertaking of coal blend pre-drying implementation on two coke batteries, has been evaluated. In order to assess the real option's value of the project, which is a classic European call option, the Black-Scholes formula has been used. The achieved results have been compared as well as the flexibility rate of the analyzed research-development project has been defined.

Abstract

The article pres ents digital analysis techniques for the cityscape and structure of the city to examine multifaceted impact of tall buildings. Methods presented enable analysing visual impact (VIS), planning of protection for strategic vistas (VPS) and examining of impact on public space (several methods, including Negative-3D). The research was carried out under the 2TaLL Project: Application of 3D Virtual City Models in Urban Analyses of Tall Buildings, implemented in 2013-2016.
