Abstract

This article is a continuation of the topic of artificial water bodies in Ukraine, which was started in our previous publication in 2020. It was devoted to accounting and monitoring of ponds at the local and national levels. Reservoirs play important role in water supply for various sectors of the economy. For this reason, much more attention is paid to reservoirs by the State Agency of Water Resources of Ukraine (Ukr. Derzhavne ahentstvo vodnykh resursiv Ukrainy), the Ministry of Ecology and Natural Resources of Ukraine (Ukr. Ministerstvo ekolohii ta pryrodnykh resursiv Ukrainy), scientists and specialists. The main tasks of the article are: to establish patterns of territorial distribution of reservoirs in administrative regions and river basins districts; to identify the role of large and small reservoirs in the balance of river runoff regulation. There are 1054 reservoirs in Ukraine, so it can be considered a country rich in reservoirs. The volume of the cascade of six reservoirs on the Dnieper River and the Dniester Reservoir is 85%, other reservoirs – 15% of the total number. At the same time, there are 1047 other reservoirs (middle, small and very small), which provide for regional needs and which have their own patterns of distribution throughout the country. The main trend in their creation was water supply of industrial regions, in particular Kharkiv, Donetsk, Dnipropetrovsk and others. About 28% of reservoirs are leased. These reservoirs also require clear accounting and monitoring at the national level, attention from water management and environmental organizations.

Abstract

In French and numerous other languages, there are certain noun phrases (NP’s) built around a noun coming from the commercial sphere, but which strike, whoever looks closer at them, as odd. I am thinking of NP’s like un prix cher, un loyer bon marché, a cheap price, un affitto caro, etc. Are these really, from a semantic point of view, correctly construed? In this article I analyse this question and try to give an answer to it.

Abstract

Public Supply of Rental Housing under The National Housing Program – Possible Scenarios of Changes in the Rental Market. The aim of the study is to conduct analyzes of possible scenarios of changes in the housing sector after launching the Plus Apartment Program. Therefore, the purpose of housing policy should be to increase the availability of apartments in the form of rental. The research problem is the answer to the following questions: Is it feasible to intervene in the construction market to increase rental supply? What impact on the private rental market may have on the supply of public housing about the rent lower than the market? What impact can the supply of housing under the Plus Apartment Program on the investment and rental of housing for social building society? In which municipalities and on what scale should I implement the Plus Apartment Program? The study hypothesized that the impact of the public supply of apartments for rent under the Plus Apartment Program on residential markets will depend on local conditions of market development and local housing situation.

Abstract

In this article, I reflect on recent discussions of the methodological status of scientific knowledge within and outside the Academy. I draw attention to the problem of declining public trust in science (risk and fear society) and the phenomenon of post-truth. In the context of these issues, I present three positions whose authors define the relationship between official academic science in relation to other forms of knowledge (lay people) and forms of knowledge use outside the Academy (politics). The first position termed “elective modernism” was formulated by Harry Collins and Robert Evans in the context of discussions of the third wave of science disputes. Elective modernism defines the way in which policy decisions are made on the recommendations of scholars who have a methodological self-awareness of the possibilities and limitations of scientific knowledge. The second position is Steve Fuller's proposal of protestant science as a form of science in the context of posttruth conditions. In this view, knowledge can be produced by anyone, but it must meet certain specified scientific criteria. The third position is the view of expert knowledge proposed by Mark R. Brown, as a representation of various worldview or cultural options, whose representatives commission experts to make appropriate recommendations for certain political decisions.
