Abstract

As the corporate culture and re/setting of employer – employee relations is crucial due to changes in workplace due to impact of COVID-19, this article aims to identify types of organizational culture, and to find impact on the implementation of HR activities and employer branding, including classification of organizations by their defined strategies. A model of organizational culture, including its systematic relationships, is proposed and tested using a sample of 402 organizations across sectors operating in the Czech Republic as a characteristic economy in Central Eastern European region. This model includes different dimensions of internal brand management and manifestations of organizational culture. Data are analyzed using bivariate and multivariate statistics. Identification of a suitable type of organizational culture leads towards successful employer branding and work engagement; brand identification and communication directly raise positive perception of organizational culture. Three major areas of use of organizational culture and branding have been identified: re-setting of personnel processes depending on the change of organization’s size, on the decline in labor productivity and on organizational mergers, changes in scope of business and in market position. The results suggest that orientation on employee engagement is a better predictor of (positive) organizational culture than increase in productivity. Furthermore, the results explain supportive roles of organizational culture towards customers and employees. The results extend theory by empirical analysis of organizational culture and internal brand management from the employers’ perspective.

Abstract

This paper aims to characterize and interpret the trends in reserves, resources, and mine production of diatomite in the Czech Republic in last two decades. With more than 2.4 million tonnes of total reserves, 1.6 million tonnes of exploitable (recoverable) reserves, and average annual production of 35 kt, diatomite is not one of the key industrial minerals of the Czech Republic, which ranks among the top 10 European producers. Historical diatomite deposits were situated within the Cheb Basin, where the Holocene Hájek diatomite deposit was abandoned in 1955 because of the establishment of the Soos National Natural Monument. The group of Tertiary diatomite deposits situated in the Central Bohemian Upland ceased extraction when the last deposit (Kučlín) was abandoned in 1966 after depletion of reserves. The last group of diatomite deposits is located within the Southern Bohemian basins, where the last productive deposit, Borovany-Ledenice, is situated. Miocene diatomites are extracted by open pit mining there. Production of crude diatomite varied from 0 to 83 kt, with an average of 35 kt, between 1999 and 2018 according to stockpiles. Raw diatomite is classified into two groups according to the chemical-technological properties. Better-quality diatomite (SiO2 ≥ 72%, Al2O3 ≤ 15%, Fe2O3 < 2.4%, bulk density 450 kg/m3, loss on ignition < 8%) is processed for filtration in the food industry (brewery, wine, and raw fruit juices). Material with lower quality is used in combination with bentonite to prepare cat litter products.

Abstract

In this publication, the strategy of land resources administration is presented on the basis of consideration of proposed result factors. The research methodology is based on the use of the PESTLE analytical model in conjunction with economic-mathematical modeling. The scientific novelty of the publication is developing the technology of administration of land resources on the basis of cadastral and other statistical information, which allows obtaining scientifically grounded solutions on the use of land resources. Considering the process of Land Resources Administration as a procedure based on making certain decisions when creating a management system which takes into account the internal and external relationships in this system, the postulate is about determining the degree of trust in this system, establishing economic, environmental and social risks when using it. To a certain extent, the process of Land Resources Administration is a prediction of the effective use of this natural potential in the future. It should be noted that the reliability of the forecast decision depends on the nature and parameters of uncertainties and the duration of their validity. Consequently, while making operational decisions on land resources for a short perspective, the forecasting is more reliable than for a long one. It becomes an effective mechanism of objective evaluation of the state of land resources and the prospects for their use. In this publication the main influencing decision making factors and the technological scheme of the solution of the problem are given.

Abstract

Research on participation of social media users has contributed to our understanding of modern citizenship, civic engagement, and contemporary public sphere. Despite a growing interest in participatory practices in social media little is known about the factors affecting political participation of social media users. Based on an online survey of 700 social media users in Poland, this study examines the relationship between social capital (defined at the individual level as a resource embedded in personal networks) and political participation. It has been established that there is a contradictory relationship between social capital and participatory activities of social media users. Apparently, differences between the resources that are only embedded in personal networks on the one hand, and those that can be mobilized for purposive actions on the other, matter when association between social capital and political participation is considered. Moreover, the presence of these resources significantly varies across different types of social relations (family, friends and acquaintances) of respondents engaged in different participatory actions.

Abstract

Mining industry is an important sector that produces materials for other industries, also plays an important role in economic and social development, especially in a developing country like Vietnam. However, mineral mining can destroy the environment and deplete resources over time. The biggest challenge for state managers is to balance the conflict between the mining planning, development planning of other economic sectors and environmental issues. One of the solutions is to replace backward, manual extraction tools with the application of the modern computer (Modernize government administration).
In Viet Nam, at present, the provincial management agency of mines faces up with difficult problems such as: backward management method, lowly informative level, not using the current data effectively, even some areas can manage data well but can hardly and lowly share them, the current softwares are mainly document management, most of maps are stored on paper, digital map manage is not really cared. The traditional procedure and technology needs to be innovated by the way of enhancing to synthetically manage mineral resources, this can advance speed and quality of data processing, reduce the burden on employees and raise the level of office automation. The article uses the open code ASP.NET combined with GIS (Geographic Information Systems), based on the mineral economic development planning map in Tuyen Quang province, tools for editing, storing and extracting informaion are built detailedly for activities in mines from the beginning to the end of mining process. As a result, managers and authorities can easily search information for their work.

Abstract

During the last few years, the City of Bechar in Algeria has witnessed some extreme events, such as the great flood of the year 2008 in which an exceptional amount of rain was recorded with a flow rate of 830 m3∙s–1 (hwater = 4 m, b = 200 m); similar flooding also occurred in 2012 and 2014. The problem is that most of the City of Bechar has an urban sprawl that extends to the banks of Wadi Bechar, which represents a huge risk for the lives of the inhabitants of the region. The present work aims to assess the flood risk through flood hazard mapping. This method consists in determining the flow rates for the return periods of 25 years (Q25 = 388.6 m3∙s–1, hwater = 3.5 m, b = 200 m, Sspot = 55.35 ha), 50 years (Q50 = 478.3 m3∙s–1, hwater = 5 m, b = 200 m, Sspot = 66.48 ha) and 100 years (Q100 = 567.3 m3∙s–1, hwater = 7 m, b = 200 m, Sspot = 133 ha). For this, it is necessary to adjust the flow rates using Gumbel law along with some computer supports such as HEC-RAS, HEC- -GeoRAS and ArcGis for mapping the event. Finally, this work enables us to determine the zones exposed to risk of flooding and to classify them according to the flood water height.

Abstract

Energy and spectral efficiency are the main challenges in 5th generation of mobile cellular networks. In this paper, we propose an optimization algorithm to optimize the energy efficiency by maximizing the spectral efficiency. Our simulation results show a significant increase in terms of spectral efficiency as well as energy efficiency whenever the mobile user is connected to a low power indoor base station. By applying the proposed algorithm, we show the network performance improvements up to 9 bit/s/Hz in spectral efficiency and 20 Gbit/Joule increase in energy efficiency for the mobile user served by the indoor base station rather than by the outdoor base station.

Abstract

Based on chemical analyses, the quality of ground waters for drinking, agricultural and industrial purposes was deter-mined in Rafsanjan Plain-Iran. Samples for analyses were taken from 22 wells in 2012. Because of high water hardness and total dissolved solids content, water was found to be unsuitable for drinking purposes. Water quality for agriculture was determined with the use of the Wilcox method. Among the analysed water, 10.33% were attributed to C3-S1 class (high electrolytic conductivity and low sodium adsorption ratio), 59.5% to class C4-S1 (very high EC and low SAR) and 30.17% to class C4-S2 (very high EC and medium SAR). 89.67% of studied wells were unsuitable for agriculture. Because of corro-sive water properties all but two wells on Rafsanjan Plain were undesirable for use in the industry. The results of qualitative analyses were presented in GIS and in databases to support making decision and management of groundwater on Rafsanjan Plain.

Abstract

Reasoning with limited computational resources (such as time or memory) is an important problem, in particular in knowledge-intensive embedded systems. Classical logic is usually considered inappropriate for this purpose as no guarantees regarding deadlines can be made. One of the more interesting approaches to address this problem is built around the concept of

active logics. Although a step in the right direction, active logics are just a preliminary attempt towards finding an acceptable solution. Our work is based on the assumption that labelled deductive systems (LDSs) offer appropriate metamathematical methodology to study the problem. As a first step, we have reformulated a pair of active logics systems, namely the memory model and its formalized simplification, the step logic, as LDSs. This paper presents our motivation behind this project, followed by an overview of the investigations on meta-reasoning relevant to this work, and introduces in some reasonable detail the MM system.

Abstract

The main objective of this paper is (і) to determinate the energy sector as an important part of the resource economy in conditions of increasing epidemiological risks, and (іі) to present the potential of crisis management instruments to influence and strengthen the energy sector in Ukraine. This study uses expert assessments and monographic methods (for the assessment of crisis-management instruments) graphical methods Practical measures aimed at improving and reshaping the energy sector in Ukraine are defined by means of synthesis and economic analysis; statistical and interstate comparisons are used to analyze the Spanish experience of anti-crisis management measures in the post-COVID energy sector.
The study of the world electricity distribution issue shows its direct connection with the energy production source, including renewable energy use, which increased under the impact of COVID-19. The analysis of developed crisis-management systems provides the basis to propose measures to improve and reshape the energy sector in Ukraine. Thus, the results section represents findings to strengthen the energy sector, supporting crisis-management-system development in Ukraine.
The study is a part of a research cycle on energy-sector development, its management and financing. The proposed measures to improve and reshape the energy sector in Ukraine can be applied to specific energy-sector projects, the optimization of investments in the energy sector, as well as being used for the modeling of complex crisis-management systems of various spheres of the economy.

Abstract

The open-cast nature of deposit exploitation means that apart from the extraction of the main mineral, rocks are also found in its vicinity. Their nature, raw material quality and geological and mining conditions allow them to be used in various branches of the economy. Hence, it seems that more attention should now be given to these rocks. However, the long-term, open-cast mining operations involving Bełchatów lignite ultimately necessitated basic, raw-material-related research on the deposits accompanying the lignite as the main mineral. The presented work shows the state of the recognition of rocks lying in the Mesozoic–Neogene contact zone in the Bełchatów lignite deposit as well as their petrographic nature and possible directions of their use. Attention was drawn to the lithological diversity of the studied rocks and diagenetic processes that contributed to the impact on their physical and mechanical characteristics. Based on the analysis of the literature, the current state of utilization and development as well as the balance of accompanying rock resources in the Bełchatów lignite deposit are presented.

Today, it would seem very important from various economic points of view for utilization and management of the aforementioned rocks encountered as open-cast lignite mining to take place. Natural resources are protected where the area mined is kept in check, and there is economic significance to any increasing in the supply of minerals, or materials made from them. The level of profitability for economic entities that exploit lignite deposits may obviously be raised in this way, and environmental goals can also be served if some of what is extracted can be transformed into environment-friendly materials.

Abstract

The aim of the article is to determine the main factors responsible for development of Podlaskie Voivodeship in the last 15 years and to answer the question whether they were suffi ciently strong impulse to divert the region from its development path. The research is based on the results of in-depth interviews with the main actors of the regional scene (representing administration, business and science). Statistical data and strategic documents (regional development strategies and regional innovation strategies) was employed in a supporting role. The development of the region has long been based on natural resources, especially agri-food industry (in particular milk production) and tourism. Implementing the concept of smart specialization in the region is seen as a big chance for agri-food industry and sectors linked in the value chain. However the chance to changing the development path of the whole region and moving to higher levels of innovation is very doubtful.

Abstract

This article reviews the literature on the relationship between the region’s innovation and its development. Various concepts are discussed in the scheme of the four forces of regional and local competitiveness. The main determinants of the region’s innovation and competitiveness can be viewed in a four-force system: domination forces when the region exploits its advantage over others, network power – when the development potential is strengthened by cooperation, external demand and internal resources. In this framework of literature analysis, the article points to both entities and processes that represent the possibilities of the „innovation being” region.

Abstract

In this research, the high arsenic content dust of copper smelting, as a raw material, the extraction of copper and arsenic from the high arsenic content dust in the leaching system containing acidic and alkaline compounds was investigated. Meanwhile, the effects of acid/alkaline initial concentration, liquid to solid ratio, leaching temperature, leaching time on the leaching rate of copper and arsenic were studied. The optimum conditions for the leaching of high arsenic content dust and preparation of copper arsenate were determined. The results showed that acidic/alkaline leaching of high arsenic content dust was particularly effective. 93.2% of the copper, and 91.6% of the arsenic were leached in an acidic leaching process and 95% of the arsenic, while less than 3% of the copper, less than 5% of the antimony, less than 2% of the bismuth was also leached in an alkaline leaching process. A new method (the parallel flow drop precipitate method) was developed in the synthesis of copper arsenate process. The parallel flow drop method was employed to adjust the molar ratio (copper to arsenic) of the mixed solution of the acid-leaching solution and the alkali-leaching solution by taking the drop acceleration of an acidic leaching solution and an alkaline leaching solution at 10 mL/min and 12 mL/min, at a temperature of 60°C and a reaction time of 1 h. Copper arsenate was prepared by mixing an acidic leaching solution and an alkaline leaching solution. The main phases of copper arsenate were CuHAsO4·1.5H2O and Cu5As4O15·9H2O. Copper arsenate contained 30.13% copper and 31.10% arsenic.

Abstract

The article aims to evaluate the Portuguese building stock energy policies and strategy for energy saving in buildings among the EU members. It was found out the average heat transfer coefficients of the main structural elements of Portuguese Buildings and analyzed the U-values of this elements considering different time periods.

The fundamentals of this study were funded by the Agency for Development and Innovation (ADI) and co-financed by the European Regional Development Fund (FEDER) through the Operational Program for Competitiveness Factors (POFC) assigned to the Building Physics and Construction Technology Laboratory with the reference SB Tool SPT_2011_4.

Abstract

The generalization of the European experience in waste management in the context of the directives, decisions and regulations adopted in the last decade in the European Union, as well as the state of the organizational, economic and regulatory framework for solving the waste problem in Ukraine, reveals a systemic lag in the implementation of new conceptual, methodological and practical approaches to the formation of an appropriate state policy.
The dynamics of handling certain types of waste in Ukraine have been analyzed. Features of disposal and waste management in Ukraine have been identified. A comparative assessment of the dynamics of waste generation in European countries and Ukraine per capita has been carried out, a block model of the financing system for the waste management sector in Ukraine has been formed and the directions of effective waste management in Ukraine have been determined. Furthermore, priority policy measures for waste management and secondary resource use in Ukraine have been formulated.
A set of obstacles on the method of efficient waste management in Ukraine has been prioritized. In the context of the formation of an efficient waste-management strategy, it has been advised to structure its three components of the subsystem: receipts (sources of formation) of funds, their accumulation and costs (expenses). This structuring indicates the presence of a number of flows of funds, each of which is largely autonomous but together they create a complementary system. Improvements to the legislative framework have been suggested. In particular, it is recommended to devote more resources to reorienting the existing economic model, which will create new business projects and will increase the flow of investment into the country.

Abstract

The article presents a synthetic analysis of the crude oil market in Poland. As of today, this safety is provided mainly on the basis of native lignite and hard coal resources. However, the analysis of the hard coal market conducted by the authors indicates that the carried out mining restructuring (among others) led to an excessive reduction of mining volume and employment level in the hard coal mining sector. This led to a precedent situation when Poland became an importer of this energy carrier. In addition, the European Union’s requirements for greenhouse gas emissions must be taken into account. In connection with the above, it is necessary to search for new energy sources or technologies that enable hard coal to meet the requirements. It is possible to apply the so-called clean coal technologies that allow the greenhouse gas emissions generated during coal combustion to be reduced. As of today, they are not used on a mass scale, because the use of this type of technology involves additional financial expenses. However, taking into account that technologies have been growing faster and faster, are modernized in a shorter time, making a breakthrough discovery took hundreds of years, now it is often a few months, clean coal technologies can become the optimal solution in the near future. It is also necessary to diversify the sources of obtaining imported energy carriers.

The article describes coal and crude oil in terms of their mutual substitution. The article is a continuation of research conducted by the authors. Previous publications presented considerations on analogous topics related to natural gas and renewable energy sources. The crude oil market in Poland was analyzed and forecasts for oil extraction and the demand in the world and Poland by 2023 were presented. The SARIMA model was also created. The model made it possible to obtain oil an prices forecast.

Abstract

In recent years, the outsourcing of a variety of different activities has been more commonly observed in the coal mining industry. This is connected with employing workers by external companies. These practices are not necessarily perceived as good ones by mines’ employees because they may influence their remuneration directly or indirectly. Firstly, as external employees treat work in mining company as a source of a quick income. Therefore, external companies often calculate their employees compensation not based on working time (i.e. hours) but on the basis of a specific, accomplished task. Such employment is called piecework, whereas the workers employed in this kind of system are called output workers/piece workers. Therefore, to receive higher wages in these companies, employees carry out their tasks faster and more efficiently. This, in turn, can affect the standards of workers employed by the mining company. In addition, outsourced workers are often retired miners, so the costs incurred by employers are significantly lower. In addition, in order to not to lose the retirement benefit, they work for a much lower rate. On the other hand, outsourced work can be done in a hurry (on a piece rate), which is not conducive to compliance with safety regulations, therefore mine employees may feel unsafe. This article aims to present how mine employees assess outsourcing underground works. In order to achieve this aim, a survey was carried out among employees of one of the coal mine companies in Silesia. Participants of the survey were randomly chosen among underground miners employed at one mine company. The survey was anonymous which obviously might have influenced respondents’ honesty in answering. The survey was carried out in several mines of the chosen company. In some of them the survey was carried out online and in the remaining ones it was filled out on paper. Analyzing the survey results allowed for a better understanding of the reasons of the disapproval of outsourcing underground works. This, in turn, may be used for better human resources management including, in particular, planning an incentive based pay system.

Abstract

The article characterizes geological formations occurring in the Polish lignite deposits having the characteristics of raw materials, i.e. accompanying minerals, giving their location, quality characteristics, estimated resources and potential applications. Attention has also been paid to the economic suitability, e.g. in infrastructure works and for the reclamation of many geological formations found in the overburden, classified as so-called earth or rock mass. There are also raw materials of sorption properties representing a huge potential source of minerals valuable for the economy and environmental protection. This refers to e.g.: beidellite clays from Bełchatów, Poznań clays from the region of Konin and Adamów, lacustrine chalk from Bełchatów, as well as Mesozoic limestone from the lignite bedding in Bełchatów. The reasons for the unsatisfactory use of accompanying minerals have been given. The authors described the methods used in the mining operation and processing of associated minerals, also applicable in Poland, as the legal basis for the extraction of these minerals and the economic and financial conditions. They stressed the need to protect mined not associated minerals used by the construction of anthropogenic deposits. This activity primarily requires regulating the legal status of these deposits and the development and application of an economic and financial system that stimulates the economy of these minerals. In summary, the necessary actions were taken to increase the use of the accompanying minerals and their contribution to the balance of mineral resources in the country.
