Abstract

The article raised issues related to the design and execution of low-energy objects in Polish conditions. Based on the designed single-family house, adapted to the requirements of the National Fund for Environmental Protection and Water Management ("NF40" standard), the tools to assist investment decisions by investors were shown. An economic analysis and a multi-criteria analysis were performed using AHP method which had provided an answer to the question whether it is worthwhile to bear higher investment costs in order to adjust to the standards of energy-efficient buildings that fulfil a minimal energy consumption's requirements contained in Polish law. In addition, the variant of object that had optimal characteristics due to the different preferences of investors was indicated. This paper includes analysis and observations on the attempts to unify that part of the building sector, which so far is considered to be personalized, and objects in accordance with the corresponding idea are designed as "custom-made".

Abstract

This article presents some results of work on the selection of the most promising types of lamps for various objects in industry, in commercial and residential buildings. It is shown that the use of a particular type of lamp depends on the conditions of a particular country (the cost of credit resources, the availability of different types of lamps on the market, and government incentives or restrictions), as well as on the conditions of the specific object (cost of lamps, duration of operation during the day, tariffs for energy resources, the cost of equipment and its installation (dismantling, utilization), the cost of replacing the equipment after leaving it, the term of service of various types of lamps). It is also necessary to consider the possible risks of changes in tariffs and the cost of money.

Abstract

About 55% of over 14 million Polish households live in multi-family buildings. Cooperative or housing association buildings have a large share in this group. The heat is supplied from the district heating network or from local sources. With respect to facilities fed from gas boiler rooms, the signing and execution of fuel supply contracts is required. From October 1, 2017, the obligation to submit tariffs for gas trading set for all final customers (except for individual gas consumers in households) for approval to the President of the Energy Regulatory Office was lifted. Decisions regarding the choice of the supplier and the content of the concluded contract are made by the authorized bodies of the cooperative or housing association. The consequences of such decisions are borne by the owners and users of residential premises. Ensuring the continuity of a contract for the supply of gaseous fuel essentially comes down to establishing prices and rates in force for a given period. The right decision on the moment of signing the contract or the amendment, termination of the existing contract and signing a new one, or negotiation efficiency will result in financial profits for all users. The costs of heating and domestic hot water preparation are a significant component of the overall cost of the maintenance of flats in Poland. Therefore, it is even more important that the prices and rates agreed upon with the gas supplier are as favorable as possible to users. The high costs of heat are not only expenses for apartment owners. The attractiveness of flat on the rental market is also decreasing. The business activity carried out in facilities located in such buildings is also less competitive.

The authors of the article analyzed gas prices on the Polish market over the last 3 years and presented the results of simulations of the effects of specific prices and rates set in the contract for the supply of fuel at the cost of heating from the point of view of a single apartment. As these are not large amounts per year, they do not motivate to optimize the terms of the gas purchase contract in this respect. The dynamics of changes in gas prices in Poland, although slightly different from world trends, is high. This makes it difficult for those responsible to make the decisions, and for residential users, it often means spending differences in subsequent years. One of the consequences of setting prices and rates significantly higher than obtainable may also be the reluctance of local communities to take measures to increase the energy efficiency of the heat supply system. From the point of view of heating costs, such decisions may distort the economic effect of thermo-modernization.

Abstract

In this article, the author will try to conditionally transform the energy capacities of NNEGC

Energoatom by converting a liability into an asset using the example of bitcoin. With a surplus of

nuclear power generation, one of the modern tools for using excess electricity is directing it to cryptocurrency

mining. The author of the article will try to calculate the possibilities of Ukrainian NPPs

in the cryptoindustry market by analyzing the competitiveness, market trends and the approximate

profitability of this kind of activity. The essence of the article lies in the intervention of the state

energy giant in completely new activities, partial monopolization of the market and interference

in the activities of decentralized cryptocurrencies, as well as the very novelty of combining two

different fields of activity and the global nature of the consequences. Mining can be used to convert

the underdeveloped electricity or all of Energoatom’s capacities totally, but at the same time it can

also affect the cryptoasset market in the field of decentralization, as the primary cost factor to affect

the price of assets and allow for obtaining super-profits at a state enterprise. The author of the article

tries to understand the profitability of such actions and, in general, to understand the globality

of the idea. The results of the entry of the national energy giant into the cryptoasset market will

change the global processes in the ecosystem of the cryptoindustry and change the situation both

on the electricity market in the region and, in general, will affect the processes of globalization and

unification of the financial sectors of the economy.

Abstract

The research considers the aspect of the formation of interior lightning in conditions of extensive expenses on heating. In this regard there is important to study features not only of places and model of lightning, but also generation of heat in order to minimize expenses and find alternative technical solutions for building functioning. The relevance is determined by the fact that the problem of low efficiency of thermal energy used to ensure an appropriate microclimate in buildings is typical for many regions. The purpose of this article is to study features not only of places and model of lighting but also generation of heat to minimize expenses and find alternative technical solutions for building functioning. In the work, the methods of calculation methods and mathematical models such as the exergy model of humans were used. The authors have determined that daylight is only one of the complex solutions of the matter of building energy efficiency. Providing the conditions of heating comfort indoors is not less important in the conditions of increasing requirements to energy conservation. The authors consider the compromise between these two requirements without harming human health the main challenge to the energy conservation specialists. The authors have developed the model, which evaluates not only the achievements of technical parameters, but also orientation toward the model of energy consumption of human. The practical application of the developed methodology allows for forecasting not only building heating based on projected technical indicators but also tailored to individual needs.

Abstract

The energy efficiency of photovoltaic modules is one of the most important aspects in energetic and economic aspects of the project related to system installations. The efficiency of modules and the electricity produced by photovoltaic conversion in solar modules is affected by many factors, both internal, related to the module structure itself and its technical and external factors related to the energy infrastructure, which includes: cabling, inverters, climate conditions prevailing at the micro-installation location and the orientation and angle of inclination of the solar modules. The installation of photovoltaic modules should be preceded by an energy efficiency analysis, which will help to indicate the optimal solution adapted to the given conditions. The article presents a comparative analysis of the amount of energy produced under real and simulated conditions. Analyzes were made on the basis of research carried out in the Wind and Solar Energy Laboratory located at the AGH University of Science and Technology, data from solar irradiation data-bases and computer software for estimating energy resources. The study examined the correlation of the solar irradiation on the modules and the amount of electricity generated in the photovoltaic module. The electricity produced by the module was compared under real conditions and simulated based on two sources of data. The comparison and analysis of the amount of energy of the module were also made, taking simulated different angles of the module’s inclination into account.

Abstract

The article discusses issues related to improving the energy efficiency of heat supply systems. It draws attention to the need to take action not only for large objects and systems, but also for individual buildings and their boiler plants. Heat supply system monitoring allows for the diagnosis of the weakest elements and making decisions leading to the improvement of energy efficiency. In the case of the boiler room where the research was carried out, the results of such monitoring convinced to equip boilers with an additional automatic control system, with an algorithm limiting the number of burner switching cycles and shutdowns. Limiting the number of switching on the burners, as in the case of other combustion and electric devices, has a significant impact on the energy efficiency of the entire system. In addition, it also increases the durability of the devices, and thus reduces costs of servicing and repairs. The simplest control algorithms, often used in controllers installed in the boiler units, do not provide optimization in this respect. The external device used has allowed the number of burners on and off cycles to be limited while maintaining the quality of the heat supply to the heating installation and the heat treatment system.

The material also presents other ways to improve the energy efficiency of the heat supply system in existing multi-family buildings.

Abstract

The paper presents the results of the energy analysis of the conversion of solar radiation energy into electrical energy in Polish weather conditions. The effect of sunlight and working temperature on the photovoltaic module on its power curve P = f(U) is shown. STC and NOCT conditions are described for which the manufacturers specify the parameters of the photovoltaic modules. The manufacturers of photovoltaic panels should give the PPV = f(E) characteristic for the different values of the operating temperature of the modules. An analysis of the economic efficiency of a photovoltaic power plant investment of 1 MWp taking the current legal regulations for the three variants into account was presented. Variant I – the investor benefits from the support of public aid of operational only, Variant II – the investor benefits from the support of public aid for investment in the amount of PLN 1 million, Variant III – the investor benefits from the support of public aid for investment in the amount of PLN 2 million. For all variants, indicators for assessing the economic effectiveness of the investment and the value of the auction price from the maximum price to the price at which the project loses its profitability are determined.

Abstract

In this paper, selected aspects of energy efficiency are shown. The European Union regulations in area of energy efficiency such as Directive 2012/27/EU, are discussed. The national legal regulations which describe energy efficiency such as the Energy Efficiency Act are presented. Principles concerning the obligation of energy savings and energy audits of enterprises are described. National, regional and local programs and measures concerning the improvement of energy efficiency are performed. These are horizontal measures and energy efficiency measures in: industry, transport, the buildings of public institutions and energy generation and supplies. National economy energy efficiency is shown. The energy intensity indicators (primary, final) and rate of their changes in last years are performed. Moreover, directions of undertakings connected with the possible future reduction in energy intensity of the national economy, are defined. An analysis of energy efficiency measures and solutions for the improvement of energy efficiency, especially in industry and households, is performed. The improvement of economy energy intensity indicators constitutes the most effective solution which brings significant economic, technical and environmental benefits such as an increase in economic innovation and its competitiveness, the improvement of the energy supply security level, a reduction in the consumption of natural resources and a reduction of air pollution and greenhouse gas emissions. The conclusions contain an analysis of the present level of energy efficiency in Poland and the perspectives of its increase in the future along with the benefits connected with it.

Abstract

The purpose of this article is to investigate the problematic aspects of standardization of energy management systems in Russian enterprises. The main characteristics of energy management, existing standards in the field of energy management are given. To study the best practices and the effectiveness of the implementation of the energy management system in 2017, the Ministry of Energy of Russia, with the participation of the Federal State Budgetary Institution “Russian Energy Agency” the Ministry of Energy of Russia, carried out the monitoring of energy efficiency management and the implementation of energy management systems in the practice of Russian companies. The peculiarity of the introduction of energy management systems in the practice of managing Russian enterprises has been identified, which consists in the fact that it occurs based on the already implemented quality management system, environmental management, labor protection, when a lot of work has been done (document management, internal audit system, corrective actions, training, provisions providing feedback and the possibility of submitting proposals, etc.). Like any quality management system, the successful implementation of this standard depends on the involvement of all levels and functions of the organization’s management in this process, and especially on top management.

Abstract

This paper presents calculations of the economic indicators of the researched elements of the cultivation technology of corn for grain and vegetable crops in Ukraine, which indicate that the cultivation of these crops is cost-effective in all variants of the experiment. The research has established that the increase in the economic efficiency of the production of these crops when applying different rates of fertilizers is achieved due to a more significant positive effect of the increase in productivity compared to additional costs associated with the use of these farming practices, while additional costs caused by the use of fertilizers are paid off many times over. It has been proven that the use of mineral fertilizers and their combination with high rates of bio-organic fertilizer (digestate) when growing agricultural crops helps to increase productivity. There have been further developed theoretical and practical provisions regarding the ecological problem of livestock waste disposal, in particular those of pig farms, and agricultural farms, i.e. the provision of organic fertilizers to ensure the yield increase as well as improvement in the quality of agricultural and vegetable crops, so as to make it possible to obtain high-quality products of plant and vegetable production during livestock waste disposal. The proposed approach to the economic assessment of technologies for growing corn for grain and red beet depending on the fertilization system makes it possible to increase the level of productivity of agricultural and vegetable crops with the effective use of bio-organic fertilizers in the modern conditions of sharp increases in the costs of mineral fertilizers.

Abstract

This work focuses on the fact that the realities of today’s Ukrainian economy require not only recovery but also an increase in the volume of production of products produced by energy-intensive enterprises in the industry to the pre-crisis level, which stimulated the following: an increase in the demand for fuel and energy resources (FER); the increase in the cost of imported natural gas and oil, which became an excessive burden for domestic economic entities and the state budget and led to increased dependence on the geopolitical influence of the Russian Federation; the weakening of Ukraine’s position on the global energy market as a transporter of energy resources; increased competition in the global, national and regional markets of FER under the influence of the growth of general demand, etc. It was confirmed through analysis that the priority of the state policy in the field of the energy security of Ukraine will continue to be the stimulation of the implementation of energy-saving measures and the improvement of the efficiency of the use of FER by attracting all possible incentives at all levels of management. A visualized model is proposed which will make it possible to systematically manage the processes of the effective use of FES; an action algorithm has been developed that will allow solving problems that arise in changing external and internal environments, simplifying the decision-making procedure regarding the effectiveness of the use of FER, and reducing their specific costs. The assessment and forecasting of the energy efficiency of Ukraine’s economy was conducted using additive and multiplicative convolutions, which made it possible to forecast the energy efficiency index until 2035 in accordance with the adopted energy strategy of the state. It was determined that the strategic directions of increasing energy efficiency and realizing the energy potential of Ukraine remain the technological and structural restructuring of the economy, social infrastructure, and the creation of the economic, managerial and legal mechanisms necessary for the implementation of the state energy efficiency policy.

Abstract

General lighting is the most common way of illuminating interiors and the source of electricity consumption in buildings. This fact forces the search for lighting solutions effective both for people and the environment. In this study the impact of room and luminaire characteristics on general lighting conditions and energy efficiency in interiors is considered. In rooms of different sizes and reflectances, seventeen luminaire types with various light distributions were arranged in uniform layouts. The levels of average illuminance, uniformity and normalised power density related to two horizontal working planes were calculated. The impact of working plane reduction, room index and reflectances, lighting class and luminous intensity distribution of luminaire on the considered parameters was investigated. The use of the reduced working plane resulted in the increase in the average illuminance (7.7% on average), uniformity (33% on average) and normalised power density (23% on average). The impact of the room index and lighting class on the average illuminance and normalised power density was significant while the impact of the luminaire luminous intensity distribution and room reflectances was low. The normalised power density levels of the general electric lighting in interiors, with luminaire luminous efficacy of 100 lm/W, are in the following range: 1.08‒3.42 W/m² per 100 lx. Based on these results a normalised power density level of 2 W/m² per 100 lx is recommended for designing and assessing the new general electric lighting systems in buildings.

Konieczna stała się zmiana systemu wartości. Od lat 70. ochrona przyrody jest priorytetem. Rozpoczęła się era budownictwa zrównoważonego, w którym słońce odgrywa kluczową rolę. Celem artykułu jest przypomnienie istotności słońca w kształtowaniu architektury na przestrzeni wieków, oraz próba oceny jego ważności w przyszłości budownictwa.

Abstract

Technical and operational energy efficiency measures for ships, such as the energy efficiency design index (EEDI) and ship energy efficiency management plan (SEEMP), aim to improve the energy efficiency of international shipping. Studies show that absolute emissions from international shipping will increase despite their mandatory application. For this reason, it is important to assess the impact on the effectiveness of the application of mandatory efficiency measures on future emissions. Further measures are being developed at the International Maritime Organization to control emissions from ships, in particular greenhouse gases (GHG) that contribute to climate change. In January 2019, a system of collecting fuel consumption data by ships (Ship Fuel Oil Consumption Database) was introduced.

Energy efficiency measures promoted by the IMO Maritime Environment Protection Committee, initially as facultative, then as mandatory, show strong preventive character. The mandatory use of energy efficiency measures by ships as well as the development of energy efficiency management policies by shipping companies contributes to climate protection and adaptation to climate change.

Abstract

Road lighting is a fundamental public service for the safety of pedestrians and drivers. Due to the global energy crisis and climate change, energy conservation has become a priority in any country. Road lighting should provide the required quality and quantity of illumination in the most efficient manner possible. In this work, a study of lighting conditions was carried out in an Argentinian city, and energy efficiency was evaluated based on three methods. The results and conclusions of the work provide an objective critique of the advantages and disadvantages of applying each method to measure the efficiency of an installation.

Abstract

At present, it is said that Industry 4.0 is the fourth industrial revolution. Like the previous ones, it also has the ability to transform economies, jobs and societies. Our expectations are changing to the speed of obtaining answers to the questions asked. This is done by introducing new technologies and processes. This is an opportunity for Polish participants of local heat markets, or participants of the power or energy market. who are currently facing profound changes and investments forced, among others, by BAT conclusions. Such mega-processes as digitization, automation, artificial intelligence, IoT, machine learning are increasingly penetrating the world and business. More than 200 years have passed since the first industrial revolution, which was the use of the steam engine, and the requirements for testing the efficiency of enterprises have changed, which themselves are changing very quickly. The basic efficiency measures used in a given sector often result from the specifics of the sector and its degree of development on a macroeconomic scale. Therefore, it is worth placing the energy company in this environment and presenting its role to better match the instruments used. The above is also associated with increased reporting and the need to use additional evaluation measures, e.g. effectiveness of individual projects. It is therefore worth analyzing the available literature in this area, and the performance measures available and used in it, which will help in assessing the effectiveness of management, despite political and regulatory turmoil, and help us use the opportunities brought by the fourth industrial revolution.

Abstract

The strategic goals of EU energy development have been clarified, based on efforts to increase and comply with environmental protection requirements, reducing energy consumption in the manufacturing and service sector, reduce dependence on energy imports, and increase the involvement of renewable resources in energy. The structure of the unified energy system of Ukraine was monitored. The volumes of electricity released by various power-generating enterprises in Ukraine, as well as the existing capacity of main and inter-state electric power grids for transmission of electricity, were analyzed. The volume of electricity exports and imports of the unified energy system of Ukraine and its possibilities to increase exports to the EU countries have been diagnosed. It has been proven that due to the change in the operating model of the electricity market the liberalization of the electricity market of Ukraine promotes the attraction of investment resources aimed at branching the possibilities of importing electricity generated in Ukraine into the ENTSO-E system. The structural tendencies of changes in generated electricity in final consumption at the expense of renewable energy sources of the European countries and Ukraine were studied. Options for increasing the efficiency of renewable energy sources are proposed The use of renewable energy sources on the basis of leveling out certain disadvantages is proposed. The directions improve the management of electricity enterprises in the conditions of the European integration choice of Ukraine including towards attracting investment resources through the use of public-private partnerships to improve the efficiency of the energy system of Ukraine are substantiated.

Abstract

Recently, the search for new effective energy production solutions has been focused on the production of electricity using renewable and environmentally friendly carriers. This resulted in an increased interest in PV cells and cogeneration systems. The article looks at the main factors affecting their operational parameters against the background of the development history of subsequent generations of PV cells. Average daily solar radiation and wind velocity in Lodz were characterized. The research was done on a static and tracking system with a total peak power of 15 kWp and a 30 kW microturbine. PV panels are installed on the building of the Institute of Electrical Power Engineering of the Lodz University of Technology and they work as part of DERLab. A microturbine is inside the building. Energy measurements were carried out in 2016 giving grounds for the analysis of energy efficiency and financial analysis of the energy supply in buildings. Energy yields in the static and tracking system as well as percentage coverage of electricity from PV cells and microturbines were assessed. The distribution of monthly savings, annual savings of energy costs and the payback time of the investment costs of the systems subject to the test were determined. The research we have done allows us to say that the energy produced by follow-up modules is about 3 times greater than that generated in stationary modules. On the other hand, the annual savings of energy costs using gas micro-turbines are about 10 times higher than those of lagging panels. The analysis shows that it is possible to determine the profitability of the microturbine and photovoltaic panels use despite large financial outlays. The payback period of investment outlays is about 12 years when using the installation throughout the year.

Abstract

Architecture is a discipline combining aesthetics with technology. This paper is focusing on the relationship between aesthetics and energy efficiency in architecture with special interest in solar collectors and photovoltaic panels as technological equipment of the buildings. The paper takes into consideration the present situation and architectural development in northern Poland, with some input basing on European experiences. The paper defi nes aesthetics and effi ciency in the field of architectural design as well as the use of public and urban spaces. Authors present also some case studies regarding the use of solar panels in selected architectural examples. The paper ends with summary and some conclusions including the need for further research in the field of architectural design, technology and product design, as well as the perception of urbanised spaces and the important field of economic and financial factors connected to the topic.

Abstract

As a result of introduction of the Directive 2010/31/EU of the European Parliament and of the Council of 19 May 2010 on the energy performance of buildings, all of the EU member states are obliged to introduce legal regulations for energy performance of all newly constructed buildings. The key aim is to achieve close to zero energy use starting from the year 2021. Estimating effectiveness of the actions and the new possibilities requires an analysis of the multiple criteria. They comprise both the current conditions as well as the changes that have occurred in the recent years due to new legislation, the eff ects of the subsidies and the development of the housing stock. This paper presents a broad overview and diagnosis of current situation. The development of the energy-efficient and passive housing in Poland is considered in the context of financial incentives, availability of design knowledge and building technology as well as the role of the green building certification.

Abstract

Assumptions of the major political and legal documents of the European Union, dedicated to energy efficiency and energy performance of buildings provide the Member States with relevant instruments supporting improvement of the ambient air qualityby dissemination of measures reducing energy demand and promotion of renewable energysources. Mainstreaming EU legislation into national regulations constitutes initial stage of the long term process of supporting implementation of energy efficiency measures. Experience in the improvement of energy performance of the residential buildings revealslimited efficiency of the measures implemented up to date, which results in significantair pollution of Polish cities. The national Action Plans had adopted a limited scope of recommendations included in the EU directives, hence the process meets significant challenges.The article describes adaptation of the relevant EU directives as well as the National Urban Policy in terms of the potential to effectively address faced challenges.

Abstract

The article deals with the subject of an important component of energy management, which is the performance of energy efficiency audits in companies. Using the case study analysis, the role of the energy audit was analyzed in the context of improvement of energy efficiency in selected production companies. The essence of legal requirements following from the implementation of the amended Energy Efficiency Act was presented. Specifically, problems and challenges, which refer to the method of implementation of the audit obligation in economic practice, were discussed. Furthermore, the issue of quality and usefulness (in the decision-making process) of prepared reports was raised. It was found that there were indications to claim that the obligatory energy audit of companies is not an instrument for the improvement of energy efficiency, which is always used optimally. The fault in this situation is partly attributable to the state, audit bodies and the company management. In this case, not only is the ineffective communication an issue here, but also the insufficient level of knowledge regarding energy management, as well as haste. The amendment of the Energy Efficiency Act (within just one year) imposed the necessity to conduct an energy audit on a specific group of companies. In principle, because all the entities, to which the obligation referred, had to take actions almost at the same time, numerous issues appeared. Some managers learned about the obligation to conduct the audit from companies who themselves had come out with a proposal to carry it out. This proves the lack of the proper information flow between the government administration authorities and the companies. Again, it turned out that practitioners did not keep pace with the implementation of actions, which were a consequence of numerous (and not always well thought-out) changes in the law. Haste in the fulfillment of the statutory obligation affected a high price spread of the bids sent during tenders, related to the performance of an energy audit. Bureaucratic regulations regarding tenders became another obstacle in the correct performance of the tasks. The entrepreneurs themselves, without clear guidelines on what to expect after the performed energy audit and what a report should look like, on many occasions, selected the “cheapest” bid – not always thinking too much about the qualitative consequences of such a decision. Some certifying bodies – taking advantage of an opportunity and the satisfactory combination of circumstances – offered unprofessional audit services of questionable quality. In the presented conditions, it is difficult to expect real, systemic and desirable results (economically, ecologically and socially) with regards to the energy efficiency both in the micro-, meso- and macr-economic scale. It is worth considering changes in the Energy Efficiency Act and spread the obligation to perform audits over different years according to clearly defined (in cooperation with business) criteria. If relevant actions are not taken, the situation of a temporary Eldorado on the market of energy audits will repeat in 4 years. Again, the consequence may be the poor quality and questionable usefulness of reports from energy audits of companies both at the business level and the ecological-political level. It is necessary to counteract all forms of unfair competition to interdisciplinary and specialist bodies which take actions to improve the energy efficiency of organisations. The creation of appropriate business conditions will have a positive impact on the improvement of energy efficiency. In this context, it is necessary to take actions, which enable the optimization of both the process of the implementation of obligatory legal regulations and voluntary (industry) norms and standards.

Abstract

Pollution, climate change and energy security are significant problems. Climate-disrupting fossil fuels are being replaced by clean and non-depletable sources of energy. It requires major changes to energy infrastructures and strong support for promotion of the use of energy from renewable sources. Renewable energy is emerging as a driver of inclusive economic growth and reinforcing energy security. Public entities have to promote renewable energy development by implementing cost-effective national support schemes. By acting at national-level, several barriers to public and private investments could be tackled, addressing the lack of coordination between various authorising bodies at national level and stimulatng the administrative capacity to implement energy projects. It should be effective in promoting transparency for investors and others economic operators. In Poland there is a lack of regulatory policies creating incentives for decentralised energy. Market-based support schemes are still needed for small-scale self-consumption system. Currently operating solutions have been shown in the contrast of the ones applied abroad. The development of clean energy technologies depends on many factors. The author identified few most important ones, mainly financial, regulatory issues, social, environmental and characterized them in this work. The article presents the recommendations of regulatory framework and some proposals for energy cluster based policy’s tools, the introduction of which would significantly facilitate the wider renewable energy uses in Poland.
