Abstract

Selected issues of immovable monuments in planning documents, The work concerns selected issues of immovable monuments in planning documents of the communes: Bielice, Gryfino, Kołbaskowo, Stare Czarnowo i Widuchowa. The proceedings aimed at comparison of heritage and cultural landscape contents in: studies of conditions and directions of communes spatial development, the register of the National Heritage Board of Poland and the Spatial Development Plan of the Westpomeranian Region. This allowed to show inconcistencies in the aspect of cultural heritage in planning documents and to indicate good practices in the proces of caring for material cultural heritage.

Abstract

This article analyses the judgment of the Supreme Court of Poland of 25 June 2020, in which the Court refused to recognise registered mail receipt forms issued by the authorities of the so-called Turkish Republic of Northern Cyprus (TRNC) as foreign official documents, despite the Public Prosecutor General and the claimant arguing to the contrary. The text attempts to show that the ruling is consistent with earlier Polish practice and the majority view in domestic literature. Still, the international jurisprudence shows that there is no clear rule of public international law that would make non-recognition of documents absolutely mandatory in such cases, and some exceptions could even support their recognition under special circumstances. Also, in similar cases foreign national courts do not always refuse recognition.

Abstract

Convolutional Neural Networks (CNN) have achieved huge popularity in solving problems in image analysis and in text recognition. In this work, we assess the effectiveness of CNN-based architectures where a network is trained in recognizing handwritten characters based on Latin script. European languages such as Dutch, French, German, etc., use different variants of the Latin script, so in the conducted research, the Latin alphabet was extended by certain characters with diacritics used in Polish language. To evaluate the recognition results under the same conditions, a handwritten Latin dataset was also developed. The proposed CNN architecture produced an accuracy of 96% for the extended character set. This is comparable to state-of-the-art results found in the domain of identifying handwritten characters. The presented approach extends the usage of CNN-based recognition to different variants of the Latin characters and shows it can be successfully used for a set of languages based on that script. It seems to be an effective technique for a set of languages written using the Latin script.

Abstract

The aim of the article is to show the inculturation of faith and the popular religiosity as the context in which Pope Francis’ Marian spirituality and Mariology have been shaped. Inculturation of faith began in South America with Mary’s apparition in Guadalupe in 1531, however, the theological reflection on the importance of evangelization of culture and popular piety developed in South America only after the Second Vatican Council. The milestones in its development are two Conferences of CELAM: in Puebla in 1979 and in Aparecida in 2007. Moreover, the emergence of Argentinean theology of the people in the 1970s played also an important role in its development. Pope Francis, in his programmatic apostolic exhortation Evangelii gaudium emphasized Mary’s place in popular piety and her role in preaching the Gospel.

Abstract

The occurrence of errors in publicworks tender documentation is an undesirable phenomenon which is unfortunately often encountered in construction practice. Errors may have various causes and also have varying levels of negative effects on the successful implementation of the investment project. Taking this fact into consideration, this paper aims to identify and assess errors in terms of the requirements laid down by the applicable legislation in the Czech Republic, especially the Public Procurement Act and the associated implementing decree. A total of 126 public tenders were analysed in detail from this perspective. The results show that the occurrence of particular errors is relatively high, especially with regard to the specification of the bill of quantities and the requirement to include references to openly accessible price systems. Furthermore, errors relating to the specification of the quantity of works, units of measurement and descriptions of cost items were identified as having the largest impact on a project. Findings presented in this paper aim to highlight common errors in public tender documents and raise awareness of the need to improve their quality to ensure legislative compliance.

Abstract

The domestic (Polish) lignite deposits, including the Bełchatów deposit, are classified as multi- mineral and multi-raw materials. Ensuring the possibility of using a significant part of all minerals present in this type of deposits should be a matter of priority for mines. Over several dozen years of operation, the Bełchatów Lignite Mine, based on its own experience in documenting and exploiting both the main mineral and accompanying minerals, as well as rock mass components that are not solid minerals, this mine has developed a new approach to the problem of the comprehensive use of deposit resources. The content of the article is an attempt to answer the question: do the applicable laws guarantee a comprehensive and rational use of mineral deposits whose resources are non-renewable? On the example of the area of the Bełchatów lignite deposit, the comprehensive and rational use of mineral resources was analysed. It was indicated that the reasons for their use result from the lack of appropriate organizational, economic and financial solutions. Particular attention was paid to the need to modify the licensing procedures for prospecting, documenting and extracting minerals. It seems reasonable to introduce multi-resource concessions, which are an important element of the circular economy. Therefore, proposals were formulated regarding the introduction of additional legal regulations and instruments of an economic and financial nature. These would be able to guarantee the comprehensive and rational use of most mineral resources.

Abstract

The aim of the study was to analyse the state of flood-prone areas development in 10 towns on the Warta River in the Wielkopolska region in terms of the possibility of adapting existing and planned buildings to flood risks. A significant percentage of the areas exposed to floods was the basic criterion for selecting three towns for the second stage of the research. The analysis of the content of 22 local spatial development plans (LSDP) in three selected towns has revealed that the plans for special flood hazard areas (SFH) and embanked areas lack precise requirements for flood adaptation. The research proved that small riverside towns in Wielkopolska region insufficiently use planning tools to create appealing and resilient waterfronts and reduce their vulnerability. New buildings not adapted to changing water levels are still being built in the flood-prone areas, because LSPD plans do not impose such requirements. The authors proposed the graphical analysis method (based on overlay maps), which allows to indicate the areas requiring special flood-adaptation guidelines. The building and site recommendations in LSDP should refer to BFE level and may include various types of amphibious architecture and their location conditions, which has been identified in the study.

Abstract

Standard shipping documents such as bills of lading, charter parties, ship management contracts or cargo declarations are prepared to facilitate international maritime traffic. Their application improves the process of determining the content of various types of contracts, which is important in view of the increasing pace of economic turnover. The Baltic and International Maritime Council (BIMCO) plays a leading role in the development of such documents. The shipping documents it creates, as well as individual contractual clauses, are widely used in global shipping. BIMCO's activity, including its contribution to the creation of rules, general terms and standard contracts for international trade, is fundamental, and BIMCO itself can be considered the most important international maritime non-governmental organization in this respect.

Abstract

Phosphate rocks and elemental phosphorus are considered to be critical raw materials mainly because of such parameters as the growing prices of phosphate fertilizers, the high concentration of producers limited to several countries in the world, the exceptional significance of phosphorus in agriculture and the inability to substitute it.
In Poland 100% of the demand phosphate rocks relies on import. The expansion and mining of the nation’s own resource base may be an alternative to import and a way to provide safety of supplies. Historically, phosphorites from the northern margin of the Holy Cross Mountains were extracted using the underground method, which was abandoned in the beginning of the 1970s due to the unprofitability of extraction. However, in eastern and south-eastern Poland, phosphorite concretions of the Eocene age occur at shallow depths, which can have local significance as mineral deposits and might be extracted in open-pit mines. The economics of mining in shallow opencasts do not require such stringent limiting parameters for phosphate deposits as those currently valid, which were established for underground mining conditions.
In this publication, the authors analyzed contemporary conditions for a cost-effective phosphorite deposit, including the price fluctuations of phosphate rock, a review of threshold parameters of deposits for phosphorite projects in the world, and the economics of open-pit ore extraction, where an aggregate mine with mixed extraction (partially from below the water table) was adopted as a point of reference.
As a result, new threshold parameters defining an ore deposit and its boundaries are proposed for Eocene phosphorites in Poland.

Abstract

Business Process mapping (BP mapping) is important for a company to identify their activities. Previous research suggests several approaches for process identification and BP mapping, which would be easier if the company had already implemented a computer-based information system. The research presented in this paper has the purpose of providing an alternative method for BP mapping especially for the company that does not implement the computer-based information system. A proposed method is using job description documents that the company had to identify elements needed to perform BP mapping which are actor, process, document, and flow of documents. A Natural Language Process (NLP) which is text mining method is used for mining job documents to identify those elements that exist in each job position. To illustrate the applicability of the proposed method, samples of job descriptions of 15 companies are taken. It shows that the proposed method can be applied.

Abstract

The reconstruction of Francis’ gestures, behaviors, and words in terms of his understanding of the Church is fraught with considerable difficulties. On the one hand, the ecclesiological concept he introduced attracts crowds of followers, but on the other, it provokes many individuals to criticize and to adopt the attitude of rejection. In order to understand his teaching on the Church without any distortions, one needs to refer to the Aparecida Document of Latin American Bishops (2007) and to his papal exhortation Evangelii gaudium (2014). The battered Church of Jorge Mario Bergoglio is located primarily on the outskirts of Christianity and grows out of the Argentinian option that encompasses various types of excluded people. Hence, such a community imprudently exposes itself to the accusations, which are not groundless, of promoting religious syncretism, weakening the uniqueness and oneness of Jesus Christ, and questioning ecclesiastical sacramentality.

Abstract

Intellectual and spiritual formation of Joseph Ratzinger - Pope Benedict XVI - requires talk about the process of his development. The article refers to the most overlooked phase of the young Ratzinger, who moves from the position of a progres-sive and sometimes irresponsible theorizing academic theologian to the position of a thinker grounded in the community of faith, becoming the guardian and teacher of Christian doctrine in line with the spirit and tradition of the Church. A lot of light on the change in the attitude of the German professor sheds the preparatory phase to the Second Vatican Council and its debates, as well as the unpleasant experience of the student revolt in 1968, which finds our professor in Tübingen. And in this way the liberal German theologian grows into to an outstanding Catholic theologian of the universal Church.

Abstract

In the vast archives and libraries of the world, countless historical documents are tucked away, often difficult to access. Thankfully, the digitization process has made it easier to view these invaluable records. However, simply digitizing them is not enough – the real challenge lies in making them searchable and computer-readable. Many of these documents were handwritten, which means they need to undergo handwriting recognition. The first step in this process is to divide the document into lines. This article introduces a solution to this problem using tensor voting. The algorithm starts by conducting voting on the binary image itself. Then, using the local maxima found in the resulting tensor field, the lines of text are precisely tracked and labeled. To ensure its effectiveness, the algorithm’s performance was tested on the data-set delivered by the organizers of the ICDAR 2009 competition and evaluated using the criteria from this contest.

Abstract

The article presents EU law perspective on current functional problems of agreements in the maritime transport sector. The high level of integration of the shipping market largest players significantly affects their trade relations with other participants of transport chains and with port terminal operators. The rapid digital transformation of transport and logistics is a new phenomenon facilitating co-operation between competitors on an unprecedented scale, but also posing serious risks. The big players adopting specific technological solutions force smaller contractors in logistics chain to use the same IT systems and software they chose. The authors discuss the impact of digital transformation and new technologies on the competition in the maritime transport. Such analysis is done in the light of comprehensive review of EU competition law in the context the super platforms data processing in a post-pandemic reality.
