The paper is an attempt at reviewing the classical theory of externalities and club goods in the new context of flow economy and network relations, as well as the role of human capital connected with high quality surroundings (urban environment), which is a catalysing factor, and allows the formation of new resources and new competitive advantages for cities and busiensses.

Abstrakt

The need for a dwelling is one of the basic needs of every human being. The housing policy, which belongs to one of the pillars of the social policy of the state, is responsible for satisfying this need. It is carried both at the central and local level. The report aims to show the evolution of this policy in Poland from 1989, when the burden of providing housing to the society was largely shifted to the private sector, to the present times, when the state is starting to take action to solve the problem of housing shortages for the less prosperous part of society. First, housing resources are characterized in terms of their ownership and function. Then, the housing policy, its objectives and instruments are described in theoretical terms. The competences of communes in the fi eld of housing economy are characterised in further part. The diagnosis of housing condition in Poland is presented in the regional context and compared to other countries. The last parts of the report deal with the assessment of housing policy in Poland after 1989 on the national and local level. Based on this assessment, recommendations have been made regarding the directions of activities at the local and supra-local level in the area of improving the condition of housing in Poland. Special emphasis in recommendations is placed on the need for an integrated approach to the implementation of housing policy.

Abstrakt

In this paper we develop an open-economy endogenous growth model to examine the influence of fiscal policy on the economy in the long run. We allow for public deficit and 5 types of taxes. One of the novel features is separate treatment of interest rates on public and private debt, both of which are linear functions of appropriate debt-to-GDP ratios. Two extreme situations are analyzed: a model of “decentralized economy”, where economic agents do not take into account any externalities, and a model of “benevolent social planner”. We derive the rules of optimal fiscal policy that induce economic agents to internalize all externalities. Theoretical results are illustrated with an empirical analysis for Poland. The optimal values of several fiscal policy instruments for Poland are calculated.

Abstrakt

Energy security is one of the most frequently analysed phenomena in the energy markets. Great variety of scientifc efforts should have indicated clear definition of the phenomenon. However, those studies highlighted more than 80 different definitions of what energy security really is. Due to the fact, that energy security is analyzed by different scientific disciplines, studies have provided a comperehensive reflection on the phenomenon.

The main objective of this paper is of the theoretical nature and focuses on showing energy security externalities. Author delivers an integrative review focusing on existing literature referring to the analyzed phenomena. Energy security is though studied only from the perspective of economics therefore interdisciplinary studies are out of the study scope. The reason for such scientific procedure stem from a belief that each discipline approach is different in terms of concepts, research methods and though results that are obtained. Therefore without undermining high value of interdisciplinary approaches to energy security, author decided to concentrate solely on economic perspective, which in energy security studies seems to be underestimated. Such approach in author’s belief helps achieve theoretical clarity of the below given analysis.

Abstrakt

Due to the spike in inflation, the implementation of easy monetary and fiscal policies since the pandemic appears to be coming to an end. The shift towards tighter policies raises concerns about debt sustainability in developing countries, particularly due to the challenge of the "original sin" problem. Given these premises, to analyze debt sustainability for emerging countries, this study focuses on foreign exchange revenue capability and employs external debt-creating (imports, reserves and interest payments) and reducing variables (exports, reserve return and net transfers) for 1995-2020. The results of this panel cointegration estimation for 15 EMDE countries are 0.74 and 0.70 for CCEMG and AMG estimators respectively which indicates moderate sustainability as whole sample countries. However, the individual estimators vary widely for each individual country from weak to strong sustainability.

Abstrakt

W opracowaniu została przeprowadzona dyskusja na temat ekonomicznych efektów zewnętrznych, ze szczególnym naciskiem na efekty technologiczne. Zwrócono także uwagę na problem internalizacji ekonomicznych efektów zewnętrznych wywoływanych przemieszczaniem się (transportem) na obszarach dotkniętych procesem urban sprawl. Badania przeprowadzono dla wszystkich gmin krakowskiego obszaru metropolitalnego (KOM). W ich wyniku przedstawiona została wartość ponoszonych bezpośrednio strat finansowych oraz wartość straconego czasu generowana koniecznością dojazdów i powrotów w przestrzeni KOM-u.

Abstrakt

Clusters belong to the regional innovation system, which led to the formulation and implementation of the cluster-based policy in many countries. The positive impact of clusters on the competitiveness of regions was confirmed by empirical studies. Absence of clusters means retardation in a regional development. The implementation of cluster policy supporting coopetition into the scope of principled regional policy assumptions seems urgent. In this way effective conditions for the formation of growth poles around industries specific for a given region will be developed and, consequently, the economic specialization of individual regions will be achieved. Observation of the benefits resulting from the functioning of clusters in the region, taking into account their possible negative impact, will allow to determine the specificity of regional development policy based on clusters. These problems indicated above are the subject of this study, based on the Polish and foreign literature available on the subject employing the desk research method.

Abstrakt

Badania prowadzono na niewielkim (52,8 ha) i płytkim (4 m) jeziorze Track w Olsztynie, poddanym szczególnie nasilonej antropopresji. W połowie XIX wieku oraz na początku XX wieku jezioro Track próbowano osuszyć a większość terenów okalających zbiornik przekształcić w grunty orne. Po ponownym odtworzeniu, jezioro Track otoczone jest zlewnią o powierzchni 216 ha, w której największy udział mają tereny zurbanizowane (49,3%). Nieużytki zajmują 41,4%, zaś obszary leśne 6, 1%. Zbiornik ten jest odbiornikiem ścieków opadowych a przez wiele lat także sanitarnych. Na podstawie uzyskanych wyników badań stwierdzono, że jezioro Track jest zbiornikiem żyznym o znacznym zaawansowaniu procesów eutrofizacyjnych. W wodach jeziora stwierdzono bardzo wysokie ilości biogenów, sięgające: 0,75 mg P/dm3 i 3,87 mg N/dm3. O dużej żyzności jeziora Track świadczą także wysokie wartości BZT5 dochodzące do 9,5 mg O/dm3, zawartości chlorofilu a (wynoszące najczęściej 30-40 mg/m3, ale sięgające nawet wartości 123 mg/m3), jak również niska przezroczystość wody wahająca się od 0,6 do 0,9 m. Przyczyną wysokiej trofii tego zbiornika jest bez wątpienia nadmierne jego obciążenie ze zlewni. Rzeczywiste ładunki biogenów spływające do jeziora przekraczają ładunki krytyczne wyliczone wg Vollenweidera. Niska jakość wód tego jeziora, przy istniejącym wysokim obciążeniu ładunkiem zanieczyszczeń ze zlewni wskazuje na konieczność zastosowania działań ochronnych, polegających na zmniejszeniu obciążenia zewnętrznego.

Abstrakt

W artykule przedstawiono rezultaty zintegrowanej analizy oddziaływania emisji z sektorów gospodarczych na życie ludzkie i środowisko. Szczególną uwagę poświęcono sektorowi energetycznemu. Analiza została przeprowadzona przy wykorzystaniu culcrowskiego modelu transportu zanieczyszczeń POLAR 3D oraz modelu do zintegrowanych badań energetyczno-ekologicznych RAINS. Przedstawiona została wielkość emisji z sektorów w latach 2005, 2010, 2020 dla wybranego scenariusza energetycznego oraz wpływ sektora energetycznego na jakość powietrza. Oszacowano koszty zewnętrzne związane z realizacja scenariusza oraz ukazano regiony, w których ładunki krytyczne dla zakwaszania są przekroczone.

Abstrakt

The article presents a method for assessing emissions of harmful substances and noise from road and air transport, as well as a combined assessment of the emissions of these transport pollutants. The original analytical dependencies reflecting the emissions of harmful substances from road transport, developed as part of the EMITRANSYS project implemented at the Faculty of Transport of the Warsaw University of Technology, were taken into consideration, in which the unit values of the actual road emissions of harmful substances are a function of, among other things, route length or speed of the vehicles. However, the dependencies associated with noise emissions were taken from the applicable international guidelines for assessing environmental pollution by traffic noise.

The article also describes a case study in which the impact of Warsaw Chopin Airport on noise along the Warsaw road network and the entire Warsaw agglomeration was assessed. Analyses and discussions were carried out in the scope of the change in transport noise due to air operations carried out in the analysed area. As agreed, the combined impact of road and aircraft noise in the area under study is far more unfavourable than street noise alone. Thus, it can be seen that the assessment of noise levels carried out separately for individual modes of transport (in accordance with applicable regulations) should be supplemented with the assessment of traffic noise from all modes of transport – especially in the case of simulation tests of ecologically friendly changes in the area of transport.

Abstrakt

In the present study a new energy theorem is proposed, "The two actionstheorem", which is valid in linear elastostatic problems. A new formalism concerning the works done by the external actions is introduced. Known energy theorems are proved using the proposed two-actions theorem. A composite materials problem is confronted in terms of the two actions theorem and energy relations are formulated. Finally, it is presented a study on the problems of a composed two material hollow cylinder under internal and external pressure, and of stretching of an infinite plate with an inserted elastic disc of a different material. The proposed energy relations are verified in these applications.

Abstrakt

The surface temperature of steel billets during hot rolling can reach up to 1200 °C. High temperature promotes rapid oxidation of the surface of steel billets, forming a dense oxide layer similar to fish scales. If not removed in a timely manner, it will damage the surface of the steel billets and exacerbate the wear of the rolls during the descaling process. There are many methods for descaling, but high-pressure water jet has become the main method for descaling due to its excellent descaling performance, low cost, and ease of use. The tip of the descaling nozzle serves as the main component, and its structural parameters affect the final descaling effect. This research changes the shape factor of the nozzle groove curve and the diameter of the nozzle throat, and performs computational fluid dynamics (CFD) simulations on the simplified nozzle external flow field. The axial velocity at the center of the jet generates a velocity peak at 0.5-1 Dc. The peak velocity increases with the increase of shape factor and throat diameter, and the influence of shape factor on the peak velocity is greater. For a constant target distance, the length of the velocity stable section along the jet impact line increases with the increase of the shape factor. The maximum value of dynamic pressure increases, and the smaller the target distance, the greater the dynamic pressure difference. The trend of water volume is roughly the same as that of dynamic pressure.

Abstrakt

The aim of this study conducted in 2018–2020 was to determine the effect of biostimulants and herbicide Avatar 293 ZC on the occurrence of external and internal defects and small tubers in the potato yield. The edible cultivars evaluated were Oberon and Malaga and the biostimulants used were: PlonoStart containing prolactic acid bacteria, actinomycetes (N-16.4%, K2O-0.75%, CaO-0.07%, MgO-0.02%, S-941 mg · kg−1), Aminoplant containing free amino acids-11.57%, organic matter-87.7% (Ntotal-9.48%, Norganic-9.2%, N-NH4- 0.88%, Corganic-25.0%), and Agro-Sorb Folium including total amino acids-13.11%, free amino acids-10.66% (N-2.2%, B-0.02%, Mn-0.05%, Zn-0.09%) with herbicides (clomazone and metribuzin): objects 3,4 and 5 and a single herbicide (object 2), as well as a control object (1). Before harvesting, tubers were collected from 10 randomly selected plants from each plot. The yield structure was determined in these samples - the weight share of tubers below 35 mm, 36–50, 51–60 and above 60 mm. Tubers with a diameter of less than 35 mm were classified as small, non-commercial tubers. Tubers with a diameter above 35 mm constituted the commercial fraction, in which external and internal defects were determined. The sum of tubers with defects and small tubers constituted side yield. The use of all biostimulants with herbicide significantly reduced: the share of tubers with defects, the share of small tubers in the yield and the total weight of small tubers and tubers with defects compared to the control plant. The best effects in reducing the occurrence of tubers with external and internal defects and small tubers were obtained by using the Agro-Sorb Folium and herbicide. Among the cultivars, Malaga cv. turned out to be more resistant to defects and the production of small tubers than the Oberon cv. In the literature, especially foreign, there are sporadic studies on the effect of biostimulants on the occurrence of defects in potato tubers.

Abstrakt

The paper presents the results of research on commercial photovoltaic cells made of crystalline silicon. In particular, the focus was on the description of the elaborated by the authors measuring system with measurements methodology used for assessment of the influence of temperature on spectral characteristics of the tested cells, describing the dependence of the current sensitivity (spectral response, responsivity) and the external quantum efficiency on the wavelength of optical radiation. The investigations carried out in the proposed test system made it possible to evaluate the properties of the cells in the conditions similar to the operating conditions.

Abstrakt

The offshore Oil & Gas Industry is very important to the European Union economy. Therefore it must be properly monitored and protected, and legal regulations must be in place. Directive 2013/30/EU implemented on July 18, 2018 obliged EU Member States as well as operators and owners of oil and gas related activities in sea areas to implement solutions reducing the risk of major accidents, minor accidents and dangerous situations.

The purpose of the article is to identify all the possible hazards that may occur during oil and gas operations in marine areas and attempt to assess the risk along with providing effective responses in the event of its occurrence by preparing appropriate plans for responding to the situation. For the completion of the main purpose of the work the provisions of Directive 2013/30/EU of the European Parliament and of the Council of 12 June 2013 on safety of offshore oil and gas operations were presented and analyzed using the Hazard Identification method, the analysis of available reports prepared by the European Commission, classification bodies and own experience obtained while working in the offshore industry during searching, drilling and oil and gas production located under the seabed at the Polish Economic Executive Zone. The study presents numerous analyses and comments, which were presented in the form of graphs and tables, based on international reports and own experience gained while working in an offshore company.

Abstrakt

This paper presents a robust control technique for small-scale unmanned helicopters to track predefined trajectories (velocities and heading) in the presence of bounded external disturbances. The controller design is based on the linearized state-space model of the helicopter. The multivariable dynamics of the helicopter is divided into two subsystems, longitudinallateral and heading-heave dynamics respectively. There is no strong coupling between these two subsystems and independent controllers are designed for each subsystem. The external disturbances and model mismatch in the longitudinal-lateral subsystem are present in all (matched and mismatched) channels. This model mismatch and external disturbances are estimated as lumped disturbances using extended disturbance observer and an extended disturbance observer based sliding mode controller is designed for it to counter the effect of these disturbances. In the case of heading-heave subsystem, external disturbances and model mismatch only occur in matched channels so a second order sliding mode controller is designed for it as it is insensitive to matched uncertainties. The control performance is successfully tested in Simulink.

Abstrakt

Celem tekstu jest rozważenie niedostatecznie dotąd opracowanego problemu miejsca języka w myśli Karola Marksa. W pierwszej części artykułu omówionych zostaje kilka przykładów marksistowskich prób filozoficznej lub językoznawczej refleksji nad językiem. Stawiam tezę, że marksistowska teoria znaczenia nie rozwinęła się jako nurt współczesnej myśli ze względu na dominację „tradycyjnej teorii znaczenia” (TTZ) – abstrahującej od konkretnych społecznych uwarunkowań. W drugiej części wskazuję na dające się odnaleźć u Marksa zapowiedzi tendencji obecnych we współczesnej filozofii języka, takich jak eksternalizm czy pragmatyzm. Jednocześnie zaznaczam, że w kontekście materializmu historycznego nabierają one charakteru, który każe wyjść poza TTZ. Następnie argumentuję, że teoria języka z wykorzystaniem koncepcji podziału pracy językowej pozwala rozwiązać pewne trudności związane z Marksa koncepcją ideologii.

Abstrakt

Artykuł omawia stosunek filozofii Ludwiga Wittgensteina do eksternalizmu. Tezą artykułu jest, że choć Wittgenstein, odrzucając mentalizm w kwestii znaczenia i umysłu, często sięgał po argumenty eksternalistyczne, to nie zaakceptowałby tego stanowiska, tak jak nie stanąłby po stronie internalizmu. Filozofia Wittgensteina jest ateoretyczna i terapeutyczna, ma charakter gramatycznych rozjaśnień filozoficznych trudności, z których rodzą się wspomniane stanowiska.

Abstrakt

W tradycji sceptycznej samoświadomość była przezroczysta i pełniła funkcję bazy do wyrażania wątpliwości i rozwijania argumentów w ramach poszukiwania pewności. Po zwrocie językowym i zwrocie naturalistycznym filozofia współczesna rozwinęła argumenty przeciwko pewności i przeciwko priorytetowi epistemologicznemu danych samoświadomości (zarówno przedrefleksyjnej, jak i refleksyjnej). Refleksja raportuje strumień świadomości ex post, raporty są skromne i zależne od schematu pojęciowego podmiotu, natomiast dane przedrefleksyjne są mgliste. Współcześnie pojawiły się dwie sceptyczne hipotezy: H. Putnama hipoteza eksternalizmu treściowego i S. Kripkego hipoteza kwusa. Na ich tle można postawić pytanie, jakie ja jest odporne na błędną identyfikację. Odporność wydaje się ograniczona do ja beztreściowego jako przedpredykatywnego poczucia własnego istnienia. Nie ma gwarancji, że jakakolwiek treść przypisana własnemu ja jest bezbłędna. Nie mogę zaprzeczyć własnemu istnieniu, tak samo jak nie mogę zaprzeczyć temu, że coś zewnętrznego istnieje, ale każdy opis ich treści jest narażony na błędy. A zatem treści samoświadomości nie są w lepszej sytuacji epistemicznej niż treści percepcji zewnętrznej.

Abstrakt

This paper considers the problem of the accurate task space finite-time control susceptible to both undesirable disturbance forces exerted on the end-effector and unknown friction forces coming from joints directly driven by the actuators as well as unstructured forces resulting from the kinematic singularities appearing on the mechanism trajectory. We obtain a class of estimated extended transposed Jacobian controllers which seem to successfully counteract the external disturbance forces on the basis of a suitably defined task-space non-singular terminal sliding manifold (TSM) and the Lyapunov stability theory. Moreover, in order to overcome (or to minimise) the undesirable chattering effects, the proposed robust control law involves the second-order sliding technique. The numerical simulations (closely related to an experiment) ran for a mobile manipulator consisting of a non-holononic platform of (2;0) type and a holonomic manipulator of two revolute kinematic pairs show the performance of the proposed controllers and make a comparison with other well-known control schemes.

Abstrakt

Numerical analysis of robustness assessment of steel planar framed structures under sudden external column removal is presented. The analysis is based on the previous experimental and numerical analyzes conducted in the Ph.D. project.Advanced and validated finite element models of steel structures with bolted end plate joints were used using Abaqus software. Six different cases of analysis using flush and extended bolted end-plate joints were performed. The actual results of the axial forces and rotations of the joints, failure models, and other important factors about structure behaviour are presented. The clear division of the results obtained depended on the type of joint used in the structure. In the cases of application of extended end-plate joints in frame analysis, the required level of robustness was reached in all cases and stopping of collapse development was obtained. In all cases of frame analysis with flush end-plate joints, an insufficient level of robustness on progressive collapse was obtained and partial failures of the structures were reached. Due to the location of the external column, the catenary actions to mitigate progressive collapse were very limited.

Abstrakt

In recent years, carbon fibres have been extensively used to strengthen concrete structures. In most cases, the lamination process is carried out using epoxy resin as matrix. In some cases, especially when strengthen structural elements made of weak concrete, it is possible to replace the epoxy resin with an inorganic, cement matrix, while at the same time maintaining a sufficient efficiency of strengthen understood as the percentage increase in the compressive strength of concrete samples due to the applied reinforcement in relation to the reference concrete. In these studies, elements of carbon fibres mats that are reinforced with a cement matrix were used as the starting product for fibre recovery. The laminate, which was used to reinforce concrete elements, was detached from the concrete surface and subjected to processing in order to obtain clean carbon fibre scraps without cement matrix. Then, the obtained carbon material, in shaped form, was used to strengthen self-compacting, high performance, fibre reinforced concrete (SCHPFRC). For comparative purposes, this concrete was also strengthened by carbon fibre mats (with one and three layers of CFRP). Each samples were tested in uniaxial compression test. The compressive strength of concrete reinforced with 1 and 3 layers of CFRP was higher by 37.9 and 96.3%, respectively, compared to the reference concrete. On the other hand, the compressive strength of concrete reinforced with 1 and 3 layers of carbon fibre scrapswas higher by 11.8 and 40.1%, respectively. Regardless of the reinforcement technique used, the composite elements showed a higher deformability limit in comparison plain concrete. The obtained results showed that it is possible to reuse carbon fibre to strengthen structural elements made of SCHPFRC effectively, using simple processing methods.

Abstrakt

This paper presents the analysis of intermediate and end debonding failure in slab strengthened using carbon tapes (Carbon Fiber Reinforced Polymer). The calculations are based on the more accurate method in the latest fib Bulletin 90. Consideration of additional effects based on three conditions: basic bond, bond friction and member curvature in the intermediate crack debonding analysis give the ratios ΔFf EdFf Rd from 0.01 to 0.11, depending on the cross-section. For comparison in the simplified analysis of the ratio, MEd/MRd is equal 0.76. It is clearly visible the methods requiring more computational effort give lower values of element effort and allows the design to be more economical. As the strengthening fulfills the ultimate limit state, it does not meet the serviceability limit state.

Abstrakt

The flow-induced noise mechanism of a 5000 rpm high-speed gear pump is explored. On the basis of the CFD technology and the Lighthill acoustic analogy theory, a numerical model of the flow-induced noise of a high-speed gear pump is constructed, and the effect of oil suction pressure (0.1–0.2 MPa) on the internal flow field and flow-induced noise characteristics of the high-speed gear pump is investigated. To evaluate the accuracy of the numerical simulation, a noise testing platform for high-speed gear pumps was developed. Adding an oil replenishment groove to the high-speed gear pump suppresses its flow-induced noise. The results indicate that the discrete noise at the fundamental frequency and its harmonic frequency is the primary component of the flow-induced noise of the pump and that the oil-trapped area is the principal source of vibration. The overall sound pressure level of flow-induced noise in the inlet and outlet areas decreases with distance from the oil-trapped area, and the sound pressure level in the outlet area is greater than that in the inlet area. The oil replenishment groove may considerably minimize cavitation noise, enhance the oil absorption capacity, and reduce the outer field’s overall sound pressure level by 4–5 dB.
